To Whom it May Concern:
I am in receipt of the Meridian City Planning and Zoning Staff Report pertaining to the combined
preliminary and final plat review (H-2016-0068) for which I am the applicant. This letter is a response to
the staff report per the P&Z staff's request for comment.
I take no objection with the proposed motion of approval per Section III of the report in its exact state.
After receiving the report, I did inquire with Joshua Beach, the city planner in charge of the application
review, about the intended meaning of Item 1 .1.2 under the Site Specific Conditions of Approval. I
understand that the intent of the condition is that, only if the an agreement can be reached between the
myself and the Salmon Rapids Homeowners Association, documentation of the agreement will be a
requirement prior to the City's signing of the Plat.
In the event that an agreement cannot be reached, I understand the condition to be met by default.
Although I have already committed to join the HOA if possible, there are potential obstacles that my
attorney is helping me to work out. Any of these obstacles may prevent an agreement with the
Association from being made: If a vote must be taken by the HOA pertaining to the annexation, the HOA
board will need to conduct the vote in a timely fashion and the HOA membership will need to vote for
the proposed annexation, and vote participation will need to be great enough for approval of the
annexation.
