Mr. Hood requested a re -ordering of agenda topics to allow additional time for Mr. Martin to
get to the meeting. (Topic C, Parking Issue at Paramount/Rocky Mountain High School was
discussed first.)
c. Parking Issue at Paramount/Rocky Mountain High School (C. Hood)
Mr. Hood provided an update on the topic and provided feedback from the discussions with
the developer for both short and long term solutions. The developer was open to the
suggested solutions from the Commission and also contacted Anne Marie -Baird of the HOA to
get on their agenda as well as do a `knock and talk' with the neighbors regarding the longer
term solution of `no parking' signs. Mr. Hood has not spoken to Sgt. Arnold yet about
enforcement. Mr. Hood will also remind Ms. Carson to work with the school regarding
noticing the students. ACHD coordinattion and support is necessary to put up signage and
recommendation on location. This topic should be kept on the agenda for an additional update
after the HOA meeting, but at this point it is not a `done deal'. Discussion took place and
questions were asked and answered.

a. Chateau Trak Calming (email attached; S. Martin/J. Wasson)
An update was provided by Assistant Traffic Engineer John Wasson from ACHD. ACHD has
recently completed 3 speed studies in the Chateau area in addition to 3 others over the past
year. The study information was presented and discussed. Three criteria are considered for
traffic calming measures: speed, volume and cut -through. If measures are met then traffic
calming is instituted, if not, then no traffic calming measures are instituted. Based off the data no
calming measures are necessary at this time. Public comment from Peggy Gardner was heard
and she requested the Commission's further review/support for traffic calming in the area due
to safety issues and speed by the park. After considering Ms. Gardner's request Commissioner
Hall asked ACHD what next steps would be necessary if residents want traffic calming.
Additional discussion took place regarding next steps (i.e. resident petition w/sponsorship) and
potential traffic calming options (i.e. dips, traffic tables, etc.). Thorough Commission discussion
took place; questions were asked and answered.
Motion by Commissioner Lewis to petition ACHD for traffic calming at Ten Mile/Todd, second
by Commissioner Baumgartner, 3 -ayes, 5 -no - motion failed.
Mr. Hood will invite the developer to the next Commission meeting and leave this item on the
agenda as old business.
b. Records Ave./Village Drive Crosswalk (S. Martin)
Mr. Martin provided an update and shared that a crosswalk is being installed at the intersection.
No further action at this time; this item will be closed.
a. Master Mobility Map (C. Hood)
No update at this time, will hold for future agenda.
b. Transportation Projects Update (memo attached; C. Hood)
Mr. Hood provided an update and drew the Commissioner's attention to the page 5 of the
packet. New information is in bold and Mr. Hood highlighted a few items:
i. On page 7 under `Other', Transit Lifestyle Service - The City Council agreed to
the concept of the lifestyle service but won't vote on budget funding until the
August 30`h budget hearing. Council agreed to utilize the FYI 6 "fun bus" funds
for startup costs for the lifestyle service.
ii. On page 8 the Integrated Five -Year Work Plan for ACHD — A worksheet was
distributed to the Commissioners for the projects in Meridian that are new,
advanced or delayed; one project has been removed. The spreadsheet shows
ACHD prioritization, cost of projects, etc. but doesn't necessarily mean it will be
integrated in the five-year plan. Mr. Hood has highlighted the Meridian projects
for the Commissioners to review and included a link to ACHD's site to review
the entire work plan.
iii. On page 8 ITD comments — Mr. Hood thanked those that provided comment
however; ITD's online comment system had a glitch so those comments were
not received. Therefore, ITD has reopened the public comment period through
August 26`h. Mr. Hood asked and encouraged the Commissioners to go to the
site and comment on the ITIP, again so those comments could be captured.
4. New Business Items
a. Meridian Police Department Status Report
Sgt. Arnold provided an update on several items:
i. Willowbrook and speeding - traffic violations were written over a 2 day period
so hoping the issue is resolved and traffic has calmed down.
ii. Records Avenue crosswalk— resolved per Mr. Martin's previous update.
iii. Speed limit issues on Meridian Road — Sgt. Arnold spoke with John Wasson and
those issues will be address and resolved.
iv. Intersection of Eagle and Village — Signage was installed and helped for ~ 6
months, but there are a lot of crashes occurring here. Sgt. Arnold's
recommendation is not to allow left hand turns, but that has met resistance from
the Village. Sgt. Arnold has met with the Traffic team and another suggestion is
to lower speed limit in the area, but that would need to be vetted with ITD.
There is serious concern from Meridian Police as this a dangerous area. Mr.
Hood reminded the Commission that Amy Schroeder from ITD was expected
to return at a future Commission meeting and suggested she be invited back to
provide an update. Mr. Hood will contact and invite her. Prior to any
recommendation to ITD of the left hand closure, Mr. Hood suggested letting
Center Cal to finish their Eagle Road improvements.
b. COMPASS TIP Update
Ms. Tisdale provided a handout and apologized for not getting the memo into the
Commissioner's packets prior to the meeting. Several of the Meridian projects were reviewed
previously by Mr. Wasdahl last month. Ms. Tisdale continued with an overview of the
Transportation Improvement Program (TIP), including big picture, funding programs, detailed
projects list, basic project list and major changes list. She also reviewed the supporting
documentation and where additional information could be found and how to use it, including
acronyms/definitions, labeling, funding codes, etc. TIP comment period is August 19 —
September 19th and open house on September 25th at bpm with presentation from member
agencies. September 28" there is Board meeting for approval of the TIP which also needs
approval from Idaho Transportation Department. After approval from both COMPASS and
ITD the information is forwarded to the federal highway and transportation agencies.
COMPASS's FY starts in October, but final approval for funding from the federal government
doesn't occur until December. Questions were asked and answered.
c. Potential TAP Projects
Mr. Hood drew the Commissioner's attention to the Memo on page 9 and provided an update.
He refreshed the Commissioner's attention on the previously suggested projects: Five Mile
Creek pathway; Lighting project along the Ridenbaugh near the high school; and a Sidewalk gap
project along McMillan. Mr. Hood also mentioned the internal bi-monthly meeting with Parks &
Rec and Public Works where they meet and discuss transportation information. That group
identified five potential projects for the next submission period, which is included in the packet
on page 9 & 10. Discussion took place; questions were asked and answered. Ms. Tisdale
reminded the Commission that Phase I application with basic conceptual information is due by
the end of November.
d. Staff Communications
Mr. Hood drew the attention of the Commission to the memos included in the packet and
responded to them. No other updates at this time. Questions were asked and answered for
clarification.

Lifestyle Update, which will be listed as regular agenda item next month.

3e. Transportation Projects Update

Re: August Transportation Projects Update
Below is a summary/update on some of the transportation and roadway projects City Staff
has been involved with recently. This is not an exhaustive list, but rather highlights some of
the more important activities that have recently transpired (or are about to occur) in the
transportation realm. Staff will be at the August Commission meeting to discuss some of
these topics in more detail. Please feel free to contact staff should you have any
comments, concerns, or questions on any of these projects. New information is in bold .
KEY ACHD PROJECTS:
Franklin, Black Cat to Ten Mile Road: This is a Federal Aid project, programmed for
construction in 2016-2017 with the Franklin/Black Cat intersection. The project will widen
Franklin to five lanes including curb, gutter and sidewalks. Low-impact storm drain
techniques. As part of the scoping of this project, the City requested detached sidewalks, a
center median, lighting, and reclaimed water is included with the project. On 90-day bid list.
To be bid by ITD. Estimated cost is $7.5M. Project should start in September.
Ustick Corridor: There are several projects in the design and right-of-way phases along
Ustick Road. There are plans to design and construct projects at the Ustick/Meridian
intersection, and roadway widening projects for the segments between Locust Grove and
Meridian and Meridian to Linder. In the 2015-2019 ACHD IFYWP, these projects are
programmed for construction in 2018/2019. In the recently adopted 2016-2020 IFYWP, the
Ustick corridor projects advance to 2016-2018. Knife River is the anticipated contractor
for this project (ACHD Commission has not approved yet). Notice to proceed is
anticipated in mid-September. Estimated cost is $8.3M.
Pine Ave, Meridian to Locust Grove: This project, to improve Pine between Meridian Road
and Locust Grove, is planned for construction in 2018 in the adopted 2016-2020 IFYWP.
The City and MDC want to partner with ACHD to ensure the design and construction of
Pine Avenue is consistent with the communities’ needs. Because Meridian Public Works is
planning to do sewer improvements in Pine, the roadway between Main and E. 6 th will be

re-built. Establishing a Cost Share Agreement with ACHD and a project agreement
between the City and MDC will need to occur.
E. 3 rd Street Extension: When ACHD adopted the 2014-2018 Integrated Five Year Work
Plan, E. 3 rd Street, from Carlton to Fairview, was listed as a project in the Economic
Development Program. This project was split into two phases by ACHD – north (phase 2)
and south (phase 1) of Carlton. In the ACHD 2016-2020 IFYWP, phase 1, between Franklin
and Carlton, is in PD.
Meridian Road, Cherry to Ustick: Project includes widening Meridian Road to 5 lanes with
curb, gutter, sidewalk and bike lanes. Design is underway. Construction is planned for 2020
in the adopted IFYWP at a cost of $4.387M.
Linder Road, Franklin to Pine: Project includes the widening of Linder Road to 5 lanes with
curb, gutter, sidewalk and bike lanes. Project includes upgrade of the railroad crossing and
a safe routes to school request. Construction is planned for 2020 (was 2019) to
correspond with the upgraded railroad crossing ITD plans to do that year. Cost of
$3.425M.
Cherry Lane, Linder to Meridian Road Lighting: Using federal funds, ACHD is working with
Precision to design roadway lighting for approximately one mile of Cherry Lane. The City is
providing a local match. The PS&E Package should be submitted by mid to late
September. The federal funds have shifted from 2016 to 2017 for project construction.
ACHD COMMUNITY PROGRAM PROJECTS
2016 Construction:
• Fairview, E. 3 rd Street to Locust Grove – Sidewalk on both sides of the street.
(February 2016; $230K) Capital Paving is the contractor. Notice to Proceed was
8/10 .
• Black Cat, Moonlake to Ustick – Sidewalk on one side of Black Cat and a ped
signal. Diamond Contractors is the chosen consultant. Contract amount is
$100,000. Substantially complete on 6/16.
2017 Construction:
• W. 1 st , Broadway to Pine – Sidewalk for two blocks near Meridian Elementary.
• W. 4 th , Broadway to Maple – Sidewalk on one side near Meridian Elementary.
ITD PROJECTS
SH-55 (Eagle Road): Design work began to add an additional northbound and southbound lane to
Eagle Road, between River Valley and I-84. From River Valley to Franklin, The Village developer
(CenterCal) is making improvements via a STAR agreement with the State and ACHD. Portions of
sidewalk, a designated right-turn lane onto westbound I-84, and other related improvements will
be included. The design is complete for improvements and CenterCal intends to construct before
the end of the calendar year.
US 20/26: On March 28 th , the US 20/26 Task Force met. The next TF meeting will be held
on Monday, September 19th.

Interstate 84: ITD is collaborating with COMPASS to apply for two federal grants through
FHWA (FASTLANE and TIGER) to fund improvements to I-84 in Canyon County, including
interchanges. The improvements would go from Northside Boulevard to Franklin Boulevard.
This corridor is listed as the number one priority in the regional long-range transportation
plan.
PATHWAYS
Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with
Trail (RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove).
Currently, there are $75,000 in FY2016 for design and $500,000 in FY18 and FY19 for
pathway construction in the Regional Transportation Improvement Plan (TIP).
MDC PROJECTS
Idaho Avenue Placemaking: Both the City and MDC have budgeted $15,000 towards “right-
sizing” Idaho Avenue in this block. The City-MDC funded improvements have been
installed . Businesses and MDBA are working on activities and a ribbon-cutting with
the Chamber on 9/9.
OTHER
Transit: A public transit service focusing on seniors and persons with disabilities has
been developed. This Lifestyle Service concept, which includes two service zones,
was presented to the Council in July. The Council agreed to help with start-up costs
and try the service for FY17 (pending budget hearings.) The service is anticipated to
begin in October.
Parklets: In other cities throughout the US, parklets (on-street parking areas converted to
public seating/use areas) are becoming more and more popular. Some businesses in
downtown Meridian are interested in installing parklets. The Master License Agreement
between the City and ACHD was executed the week of April 25 th allowing parklets
downtown.
ACHD 2016 CIP Update Task Force: Every four years ACHD updates its 20-year Capital
Improvement Plan (CIP). The Task Force (TF) is made up of city staff, ACHD
Commissioners, members of the CICAC, as well as commercial and residential developers.
The CIP and Impact Fee Ordinance is scheduled for public hearing on August 24 th at
ACHD.
Transportation Alternative Program (TAP): Potential TAP projects were discussed with the
TC previously. During the December meeting, the TC requested a summary of the TAP
applications and potential fallback projects/applications. For 2015 the City applied to
COMPASS for one TAP application: a pathway segment in north Meridian, between Black
Cat and Ten Mile. The Rail with Trail corridor is also a top priority, and the safe routes to
school coordinator positions are also important. Alternative or potential fallback TAP

projects are currently being identified by staff. This is a new business agenda item for
the August meeting; see memo below.
Eagle Road Adaptive Traffic Signals: In 2018, ACHD and ITD plan to upgrade 14 signals
along the Eagle Road corridor, between Overland and Chinden, to adaptive traffic signals.
This is a $490,000 project.
Eagle Road Bike/Ped Project Development: COMPASS has contracted with Keller
Associates to further develop a bicycle and pedestrian plan for the corridor. The boundaries
of the project are Overland and Chinden. Reports for the four highest ranking segments
have been prepared and are being reviewed and edited for final approval.
ITD 2017-2021 ITIP: The 2017-2021 Idaho Transportation Improvement Program is open
for public review and comment. Originally, the public comment period was going to
end at the end of July. However, ITD’s online commenting system failed and they
have extended the public comment period until August 26 th . If you provided
comments to ITD on the draft ITIP via the interactive map on their website, please re-
submit your comments as they likely did not go through.
ACHD 2017-2021 IFYWP Initial Draft: On Wednesday, August 10 th , the ACHD
Commission approved the release for public comment of the 2017-2021 IFYWP.
Public comments are being accepted through September 9 th ; the adoption hearing is
planned for October 26 th . Here are the changes to Roadways, Intersections and
Community Program Projects from the currently-adopted IFYWP to the draft IFYWP
within the Meridian area:
NEW Projects: Linder Road, Cayuse Creek Drive to Chinden Blvd., 2021; Linder
Road, Ustick Road to McMillan Road, PD; Lake Hazel/Eagle, UF; Linder
Road/UPRR Crossing Upgrade, 2020; Black Cat Road/UPRR Crossing Upgrade,
2018; and, Locust Grove Road, Puffin Street to Overland Road Pedestrian
Improvements, PD.
ADVANCED Projects: Eagle Road, Amity Road to Victory Road, PD to 2021; Eagle
Road and Amity Road Dual Lane RAB, PD to 2021; and, SH 69(Meridian
Road)/Lake Hazel Intersection, UF to 2021.
DELAYED Projects: Linder Road, Franklin Road to Pine Avenue, 2019 to 2020;
Ten Mile Road/Amity Road, 2019 to 2021; and, Eagle Road Adaptive Traffic Signal
Improvements, 2017 to 2018.
REMOVED Projects (Does not include completed projects): Ten Mile, Victory
Road to Overland Road.
During the August 15 th meeting, Staff will hand out a spreadsheet with all of the
roadway and intersection projects in the draft IFYWP. For a link to more information

4c. Potential TAP Projects

Re: Potential Transportation Alternative Projects (TAP)
Potential Transportation Alternative Projects (TAP) were discussed with the TC late last
year and earlier this year. During the December 2016 meeting, the TC requested a
summary of the TAP applications and recommendations for potential fallback projects and
future applications. City Staff from various departments have discussed potential TAP
projects which are included below as are the current TAP projects.
In the fall of 2012, the City applied for an $85,000 TAP grant to study the Rail with Trail
(RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove). Currently,
there are $75,000 in FY2016 for design (local funds) and $500,000 in FY18 and FY19 for
RWT pathway construction in the Regional Transportation Improvement Plan (TIP). In 2015
the City applied to COMPASS for one additional TAP application: a pathway segment in
north Meridian, between Black Cat and Ten Mile along the Five Mile Creek. The City is
working on the scope and budget for this project and looking at running it through
COMPASS’ Project Development program. Costs include a bridge and are anticipated to
be approximately $400,000. Historically, there has been approximately (only) $450K/year in
TAP funds available in the region.
Jared Holyoak, ITD Program Manager was contacted about ITD’s TAP process last year as
the State has funds and a competitive application process as well. For the State’s program,
there is a local match requirement; funds can’t be used for property acquisition or right-of-
way, and there is a $500K project limit/cap. The City has not applied for State funds.
As mentioned above, City Staff met and discussed several potential TAP projects for future
application. The top five projects to evaluate for potential future TAP applications are:
o East 3 rd Street Pathway
o Design & Construction, Franklin to Ada Street. Ada gets
bicyclists/pedestrians from the south past the cros sover.
o Design of railroad crossing and roadway (including pathway)

As the issue I am going to describe is within several departments jurisdiction and I'm not sure who
is responsible for what I have included the City of Meridian, City of Eagle, City of Boise and ACHD
for this.
I bicycle on Linder Road from McMillan to Beacon Light daily and the shoulder/bike lanes from
McMillan- Highway 55 are in desperate need of a sweeping. I cannot remember the last time these
may have been maintained and the current condition of them is dangerous for cyclists that travel
the road especially over the bridges. In many cases the debris is just loose gravel but it varies from
pebbles to softball sized stones and dead animals that force cyclists to veer into the automobile
traffic lanes to avoid the debris. In the case of the new LDS Temple construction at Linder and
20/26 continued messes are dropped onto the bike lane and are not being cleaned up which is an
especially busy area.
I would ask that all parties establish a plan to sweep some of these highly traveled cyclist arteries
so we can keep everyone safe on the road, not just in this instance but in many other cases as
well. Any help would be greatly appreciated by cyclists abound.

Thank you for the information!
This is great to know. It would be nice to have a marked crosswalk where the Five Mile
Path starts/ends on Pine street to cross back over to a side walk.
On another note, there is a crosswalk across from the school on Carlton near 2nd street
that is not marked with street signs. There is also a fire hydrant there that doesn't have red
curbing. The only way I found this out was running one evening when the school had an
activity and there were cars parked over the crosswalk and blocking the hydrant. I thought
this was illegal but then looked and found that there was no "no parking sign" or any
colored curbing preventing this. May be something that needs investigated in a school
zone.
Thank you to you both for helping keep a great city great! Meridian is a wonderful place to
live and I appreciate the people that help make it amazing.

There is a project that is in design right now to improve Pine Avenue between Meridian
Road and Locust Grove. This project includes continuous sidewalk/pathway on both sides
of the road and bike lanes. Unfortunately, there isn’t really a way to expedite this project. It
takes about a year to design it, a year to buy the property (right-of-way) and a year to
construct. It is set to be constructed in 2018. So, unfortunately a couple of more years
jogging in the shoulder. By the way, all intersections are legal crosswalks, they just aren’t
all striped. I can ask ACHD if they’d consider striping a crosswalk at 5 th if she thinks that
would help. No guarantees they will paint it though. Feel free to have Kristen contact me if
