This letter is in reference to the Design Review Application for the proposed building at Ten Mile
Crossing in Meridian, Idaho. This proposed building will be a two-story, 75,950 square foot office
building. This is the first building of a multi -phased development. Previous approvals include a
Development Agreement between the City of Meridian and the owner/developer SCS Brighton LLC.
Following is a summary of how the Meridian Architectural Standards Manual and Unified Development
Code standards are addressed in the proposed design of the Ameri Ben building.
1. Architectural Character
The building is a 2 -story tilt -up concrete building. Stucco overbuilds add form, reduce the scale
of the building, and add architectural interest in variations of building height and modulations of
building depth. Additionally, the stucco contrasts materially in texture with the concrete.
Reveals are used to define windows and give the building scale and interest. The concrete is
painted in two colors to further emphasize reveals, recessions made with the stucco overbuilds,
and to highlight windows. Large windows are used throughout as another material element,
bringing natural light to the interior and visual interest to the exterior.
All Architectural Standards have been met, except Standard 3.113 requiring modulation no less
than every 50 feet. On the 70 ft long south facade between grid lines 3 and 5, we have chosen
not to add any stucco overbuilds in order to emphasize the main entry (southwest) facade.
Incorporating the stucco overbuild into the entry facade and leaving it off of the two adjacent
facades brings attention and draws visitors to the main building entrance. We have used other
techniques to create interest and pedestrian scale within the longer south facade, including
reveals, paint color changes, and fenestration.
2. Parking Lots
Parking lots comply with the Meridian Unified Development Code requirements for number of
spaces, grouping of spaces, landscape islands/buffers, and landscaping.
3. Pedestrian walkways and facilities
The building is connected to the rest of the future development with sidewalks, landscaping,
and lighting. The sidewalk is set back with a landscape buffer between the walk and road. The
canopy at the main building entry provides a clear and identifiable entrance point. Both the
canopy, large windows, reveals, and the stucco overbuilds provide pedestrian scaled
architectural details.

The Ameri Ben building incorporates all of the relevant design elements as required by the Development
Agreement including orienting the main entrance to the street; aligning the building with the fronting
streets; holding the corner by orienting the main entrance facade to the corner; and providing a human
scaled entry awning and ground floor windows.

To Whom It May Concern,
This letter is in reference to the Alternative Compliance Application for the proposed building at
AmeriBen Shell & Core Office Building at the Ten Mile Crossing development in Meridian, Idaho.
We are asking for an Alternative Compliance regarding the City of Meridian Unified Development Code
(UDC) 11-3B-8C.1c for the parking lot along the north and east site boundaries and for UDC 11-3B38C.2d
for the parking islands along the north boundary.
The parking stalls located along the north boundary have a perimeter landscape buffer along the entire
length of the north property boundary as well as required landscape islands. There is also a sewer
easement along the north property boundary that extends from the property line to the southern edge
of the first row of parking stalls and landscape islands. Due to the sewer easement, the trees required
by the UDC 11-3B-8C.1c and UDC 11-3B-8C.2d cannot be planted in the landscape buffer or landscape
islands. We are proposing replacing the trees with bushes at a 1:1 ratio. The bushes are allowed to be
planted in the sewer easement and will provide a landscape buffer, meeting the intent of the code
requirement. Please refer to the attached landscape plan for additional information.
The parking stalls located along the east boundary are temporary parking stalls, due to the fact that the
adjacent lot is the second phase for the AmeriBen office. AmeriBen will be expanding the office
building, which will also result in an expansion of the parking lot. The parking stalls on the east side of
the property will be removed and drive aisles will continue through this area in Phase 2. The expanded
parking lot will be built to meet code, with all required landscape islands and perimeter buffers.

Sidewalks around the building that abut parking need to be widened to a minimum of
7'; or, wheel stops need to be provided to prevent vehicle overhang (stall length may
be shorted to 17' with a 7' wide sidewalk)

Sidewalks around the building have been revised. All sidewalks are a minimum 7-
0" wide. See revised Landscape Plan and Revised Civil Plan (Items 4 & 6 on CD).
Item 4:
Can additional ROW be obtained on the property to the north for W. Smithfield Dr. in
order to construct a minimum 8 -foot wide landscaped parkway (or 6' wide if root
barriers are constructed) with a S' wide detached sidewalk?
Response:
The Developer, Brighton Corp, and the civil engineer have worked extensively with
the property owner to the north to enlarge the ROW, but have not been able to
make this happen
Item 5:
No trees are allowed within the sewer easement along the north boundary; submit an
application for Alternative Compliance to UDC 11-313-8C.2d as set forth in UDC 11 -5B -
SC— bushes should be placed within planters instead of trees and trees should be
relocated elsewhere on the site. (application fee is $160)
Response:
Trees have been replaced with bushes in the sewer easement along the north
boundary. Application for Alternative Compliance is attached (See Items 1-3 on CD).
Item 6:
Untextured concrete panels are prohibited as a field material for building facades,
except when used with a minimum of 2 other qualifying field materials and meeting
all other standard fenestration and material requirements per the Architectural
Standards Manual (p. C-26, #5.11); revise accordingly
