Broadway Ave. Meridian, Idaho 83642 RE: Paisley Meadows Subdivision — Preliminary Plat Application Dear Mayor and Council, As representative for Hayden Homes Idaho, LLC, we respectfully request that the City accepts the attached Preliminary Plat application for the Paisley Meadows Subdivision. The application includes a Preliminary Plat for an existing 20.18 acre parcel located along E. Amity Rd., just east of Locust Grove Road, in Meridian, Idaho. The property is currently located within City limits and has an R-4 zoning designation without a development agreement. The project includes a proposal for approval of 75 single-family, detached, building lots and 6 common lots with a project gross density of 3.72 units per acre. The enclosed application has been prepared in accordance with the requirements of the Meridian City Code (M.C.C.). Rezone A rezone of the property is not being requested with this application; the proposed preliminary plat was developed in accordance with, and complies with, the current R-4 zoning designation as per the M.C.C. Subdivision Building Lots and Density The project includes 75 single family detached homes and 6 common lots with a gross density of 3.72 units per acre. The proposed building lots range in size from 8,000 sq. ft. to 11,262 sq. ft., with an average size of 8,405 sq. ft. The development will include public streets, public utility infrastructure, a pressure irrigation system, qualified open space, and site amenities. Building setbacks will be as per the M.C.C. for an R-4 zoning designation. Roadways and Access All streets will be public and will be constructed to Ada County Highway District (ACHD) standards. Access will be taken directly from existing street stubs located at the north (S. Rangewood Way), and westerly (E. Melwood St.) project boundaries. No new vehicular access is proposed to E. Amity Rd. We've reviewed the specifics of the proposed development access arrangement, and the internal street design, with ACHD staff who take no objection to our proposal. 6213 N. Thru-block pedestrian connections are provided within landscaped common lots, as well as (2) pedestrian connections from within the development to the fronting sidewalk along E. Amity Rd. Open Space, Common Areas & Landscaping The Meridian City Code requires that the proposed development provides 10% qualified open space and (1) amenity. The project provides 11.79% qualified open space through: 1. Parkways planted with grass and trees along the local internal streets. 2. A centrally located common area that is greater than 50' x 100' (Lot 18, Block 2) that will include a pathway, a tot lot play area, (3) sitting benches, and a pet station. 3. Thru-block pedestrian connections and landscaping on Lot 12 Block 2, and Lots 4 & 16 Block 2. 4. Two (2) pedestrian connections are provided to the fronting sidewalk along E. Amity Road from the internal subdivision sidewalk system. 5. Enlarged landscape buffer along the project E. Amity Road frontage (25-feet required; 37- feet provided) 6. Landscaped open space on Lot 3, Block 2 that is not utilized for the proposed storm water pond. All common landscaping will be located within common lots and will be owned and maintained by a Homeowners Association that will be established for the subdivision. Shared Driveways The subdivision includes shared driveways for Lots 8 & 9 of Block 2; and Lots 3 & 4 of Block 4.. Shared driveway requirements, including easements, and landscaping, will be provided in accordance with the M.C.C. Storm water Drainage . Project storm water from the ACHD right-of-way will be detained on site within a drainage pond located on Lot 3 of Block 2. The drainage facility banks will be landscaped to the extent that ACHD will permit. Drainage facilities will be designed in accordance with the ACHD requirements. Water & Sewer The subdivision will be served by the City of Meridian municipal water and sewer system. A connection to the City's potable water system is available within the S. Rangewood Way & E. Melwood St. City sanitary sewer will be extended from the existing sewer stub located within the S. Rangewood Way stub street. Pressure Irrigation The project will include a pressure irrigation system to serve all lots. The system will be owned and operated by the Nampa Meridian Irrigation District. Ted Clinton from the Nampa Meridian Irrigation District indicated that the development could be served by an extension of the existing NMID system that serves Estancia and Bellingham Park, and that the pump station upgrades to serve the Paisley Meadows development have already been completed. Back-up pressure irrigation will be provided from a metered, backflow protected, connection to the City's potable water system. 6213 N. Overland Boise, ID 83705 RE: Soil test holes on Cherie Dalton property As requested I investigated two soil test holes on the above .mentioned 20-acre parcel located in the West 1/2 of the Southeast 1/4 of the Southwest % of Section 29, Township 3 North, Range I East, Boise Meridian. A map is attached which shows the approximate boundary and GPS test hole locations. Also attached are detailed descriptions of the two test holes. The test hole at the south end of the parcel (THI-05) was excavated to a depth of 15 feet. Gravelly and sandy materials were encountered below a depth of 55 inches. No free water was observed in the pit, but the material below 14 feet was near saturation. Test hole TH2-05 at the north end of the property was excavated to a 12 foot depth. Sand and gravel were encountered below 58 inches and free water was present in the pit at 102 inches below ground level. At 12 feet the excavation was sloughing badly and digging was stopped. A PVC pipe was placed in each test hole prior to excavation to allow for monitoring of groundwater levels. We will measure the water tables on a biweekly basis throughout the irrigation season and provide you with a mid - season report in July and a final report after the water is turned out of the canals in October. Overland Boise, ID 83705 RE: Final groundwater monitoring on Cherie Dalton property I have completed the groundwater measurements for the 2005 irrigation season on the above referenced parcel north of Amity Road and east of Locust Grove Road. Measurements were taken on a biweekly basis from April 26 h through September 2811i. Attached is a table that displays all of the readings. Also attached is a map showing location of the two test holes on the property. The highest reading during the period at THl was 59 inches below ground level on the July 7ih reading. This test hole lies along the west side of the grain field and was impacted to some degree by irrigation of that crop. The peak reading date coincides closely to the date the frlal irrigation was applied to the grain. Since that date, the level has continued to fall. It is my opinion that the true peak at TH2 is the 54-inch figure recorded on the July 201h reading. Four other high readings of 20, 22, 32 and 39 were recorded on other dates. At the time of these readings, irrigation tailwater was standing around or near the monitor pipe. Therefore, I would disregard those readings as they are not a true reflection of groundwater activity. Note that all other readings were mostly in the 60 to 70 inch range. Here the level has fallen steadily since the August 3 d reading. To project what the "true" groundwater levels are, the baseline numbers March 16`h must be considered. These values are the observations in the test pits at the time of excavation. THI was dry to 178 inches and TH2 had free water at 98 inches. This date is a full two weeks before irrigation water is turned into the canal and irrigation activity begins. If all irrigation were removed from this and Cherie Dalton —page 2 all surrounding properties you could assume those numbers as the groundwater level. However, since irrigation will continue to occur nearby even after this parcel is developed, a projected number must be used. For a non -irrigated situation, I would suggest you use 120 inches below ground level for THl and 90 inches for TH2. These should be conservative values for design purposes.
