Develop a connected pathway system across the City of Meridian, with the Five Mile Creek Pathway as the top priority. 2. Begin implementation of the updated MPR Master Plan. 3. Announcements a. Commissioner Hannah Sturtevant - Creg Steele Commission President Creg Steele announced this is Commissioner Sturtevant's last meeting and offered his thanks to her. He stated it is very important for the MPR Commission and the City has a whole to have a youth member. By the time a lot of the new parks come online in the distant future, it will be the Meridian youth representatives' future children playing in them. He added Hannah's input has been awesome and was glad she spent the last year with the Commission. Commissioner Sturtevant expressed her appreciation to President Steele. She stated it is amazing to have this kind of an opportunity at her age and thanked the Commission for making her experience enjoyable. She added she had a lot of fun and learned many things. b. 2016 MPR Facilities Tour - Mike Barton MPR Parks Superintendent Mike Barton reported MPR staff members have been discussing the Annual Facilities Tour, which will be held on September 14, 2016. Staff has been talking about how to make the tour different this year and/or unique. Out of those discussions came the idea of changing the start time. In the past, they met at 5:30 p.m., ate dinner, had a short introduction/ presentation of accomplishments for the year, then got on the bus and toured with stops to see projects MPR staff had worked on. With a start time of 5:30 p.m. daylight would be cut short. In order to make the tour more effective, Mike proposed moving up the time. Public Works conducts a tour which starts at 3:00 p.m. and leaves City Hatt. What would be the right time to hold the tour this year? This also depends on the schedule of the Mayor and City Council. Are there any other ideas to improve the tour this year and to communicate more effectively? There was general consensus from the Commissioners to start the tour at 4:30 p.m. and eat dinner on the bus. MPR staff will reach out to the Mayor and Council to obtain their feedback. Marketing Committee The Commission reconvened from committee meetings at approximately 6:33 p.m. 6. Committee Reports a. Parks Committee - Craig Robinson Committee member Craig Robinson reported the Parks Committee met that evening. Committee meeting with an opportunity to answer any further questions at that point. In addition, Mike will present to the entire Commission at the October meeting. b. Pathways Committee - Spencer Meinburg Committee member Spencer Meinburg reported the Pathways Committee met that evening. Those in attendance were: Spencer Meinburg and Jay Gibbons. • Staff Update on Current Pathway Projects - They initially started talking about the easements that are in progress. Jay has been having some open discussions and had a few callbacks this week. Therefore, there is some forward motion with a few easements coming through the downtown Meridian corridor. Jay is still getting held up on a couple of other conversations. • Future Pathway Mapping Update Policy - Jay provided a draft for a pathways policy to where the Commission can provide some support moving forward. When the other two Commissioners who were absent that evening join them at the October Committee meeting, they will then discuss the synopsis Jay wrote up. The group hopes to finalize the draft in October and have an in-depth discussion about the policy in November during the Pathways Workshop. • 2016 Pathways Workshop Planning - They discussed having the Pathway Mapping Update Policy ready for discussion at the Pathways Workshop in November. c. Marketing Committee - Jo Greer Committee Chairwoman Jo Greer reported the Marketing Committee met that evening. Those in attendance were: Chairwoman Jo Greer, Creg Steele, Hannah Sturtevant, Shelly Houston, and Rachel Myers (attended a portion). • Update on Park Et Pathway Z -Card Map - Rachel provided an update about the design of the z -card and brought in a rough draft for the Committee to review. After Rachel works with IT to make the revisions to the draft, the group does anticipate having a second draft emailed to them for further review. The goat is to have the z -cards for September activities, primarily the Community Block Party. Creg will be working on a printing sponsor in hopes of securing one within the next week (the sponsor's logo would also need to be incorporated somewhere on the z -card). • Update on Commissioner Presence in the Community - Shelly prepared some sign-up sheets that Hannah handed out to the Commissioners that evening of upcoming special events, including the Barn Sour Race (August), the Block Party (September), and the Disc Golf Fall Classic (October). They are trying to have at least two Commissioners sign up for each event, excluding the Block Party with three shifts scheduled for that day at two people per shift. • Update on Parks Et Recreation Marketing Items - Shelly has ordered 1,000 of the drawstring backpacks with the MPR Department's information on them. The ETA on the order is anticipated by the Community Block Party date of September 17. • Update on MPR Presentation and Solicitation to Community Organizations - Spear -headed by Committee - Shelly is working on having a PowerPoint prepared and ready to go, if needed, in the event presentations have been scheduled with community organizations. Update on Chamber of Commerce Presentation - Anne Little Roberts has been looking into a grant to create a community presentation which would be similar to the Twin Falls Chamber of Commerce. Parks Et Recreation Month Activities Planning for 2017 -Because July has been recognized as "Parks Et Recreation Month," the Committee brainstormed ways to make this more visible next year through the MPR Department. One idea is to have a type of scavenger hunt by photo/social media for all the parks so people can take a picture with something in a particular park to make this event a type of game. 7. New Business a. ACHD Roadways to Bikeways Presentation --Brooke Green Ada County Highway District's Senior Transportation Planner Brooke Green was invited to join the Commission to discuss their Roadways to Bikeways Master Plan and the Integrated Five Year Work Plan (IFYWP)/Community Programs that relate to Meridian parks and pathways. She has been with ACHD for the past 1.5 years and has other roles within their agency, including the Bike/Pedestrian Coordinator, and overseeing the Community Programs and the Bike Advisory Council. Copies of Brooke's PowerPoint presentation slide handouts are attached to these meeting minutes. She also handed out a packet of the IFYWP/Community Programs - Implementation projects within the next 2-5 years, which is also attached. MPR Commission Feedback: • Commission President Creg Steele - He inquired about the Pine/Linder intersection improvements completed a few years ago near Meridian High School, specifically south of the railroad tracks and why either side of the sidewalk of Linder Road did not continue for students to walk to school. Brooke stated she was not familiar with this project but would follow up and see what the conversation was. She suspects railroad tracks do provide a different element to tackle. This project (Linder Road, Franklin Road/Pine Avenue), is, however, noted in the IFYWP. President Steele urged ACHD not to put off this project for five years as noted in the IFYWP, but to make this a top priority for kids' safety. b. Forestry Update - Elroy Huff City Arborist Elroy Huff provided an update about the City of Meridian's Urban Forestry Program for 2016 with a focus on downtown trees and tree boxes. Copies of his PowerPoint slide handouts are attached to these meeting minutes. MPR Commission Feedback: • Commissioner Phil Liddell - He inquired if Elroy is able to salvage any healthy trees that come out of the downtown tree boxes when they are being upgraded. The ones that come out of the existing tree boxes that Elroy planted 10-12 years ago are not salvageable, due to the expanded root system. c. Homecourt Update - Garrett White MPR Recreation Coordinator Garrett White provided an update about the Homecourt facility located at 936 Taylor Avenue in Meridian. The City of Meridian will take ownership of this building as of October 1, 2016. Copies of his PowerPoint slide handouts are attached to these meeting minutes. MPR Commission Feedback: • Commission President Creg Steele - He would like this facility to be one of the featured sites for the upcoming MPR Facilities Tour in September. • Commissioner Hannah Sturtevant - She was interested in the reservation process and inquired if basketball organizations would be the only ones allowed to reserve one of the bays, or could a family reserve the courts for a small event, etc. Anybody will be welcome and eligible to reserve the courts, if there is time open, and based on an hourly rate. Additionally, the MPR Department would like to offer an open gym program for a minimal fee so that the community is able to use this facility. Once fully staffed, this program will be offered four days a week to start with and will be assessed as time progresses. d. New Parks Update - Mike Barton MPR Parks Superintendent Mike Barton gave an update on three of the four parks that the MPR Department currently has in design. For review, he brought with him full-sized copies of the plans which have a schematic -level park design as well as some restroom designs, color boards, and playground graphics. He also highlighted other park elements, amenities, artwork opportunities, and theming, all of which were discussed. • Reta Huskey Neighborhood Park (8.9 acres) - This future park site is located in the Bellano Creek Subdivision which is just north of Ustick between Ustick and McMillan Roads on Ten Mile Road. MPR Commission Feedback: o Commissioner Spencer Meinburg - He inquired about location and placement of a park sign. A new sign standard has not been developed for parks. Will the new park signs all be identical, individual, metal, stone, on a building, etc.? MPR staff members need to work on this and return to the Parks Committee to hold a discussion. o Commission President Creg Steele - What is the status of park naming/theming and art? The park is a wide, blank slate at this point but will have a unique identity. The park will not have cookie cutter elements like the rest of the parks. What is the timeframe for park development? This project has been submitted for a Certificate of Zoning Compliance. The City does not currently own the property. The application is not yet being processed because they are waiting on an affidavit of legal interest/permission slip from Mr. Coleman. The goal is to bid the project in November 2016; open bids late December 2016/early January 2017; get all the contracts signed; hit the ground running in the spring of 2017, and start construction by mid- summer. Depending on the budget, a portion of the park may first be sod. o Commissioner Phil Liddell - Will Reta Huskey be recognized with a statue or a plaque? The Parks Committee discussed incorporating a biography plaque of some kind. o Commissioner Jo Greer - When will irrigation water will be brought to the park? After the Nampa Et Meridian Irrigation District tiles the ditch. The park naming request will be determined. MPR Commission Feedback: o Commissioner Phil Liddell - Has a theme been identified for this park? They have tried to pull in some unique features, not only with amenities, materials choices, and structure design, but to take it a step further and enhance that with art or other features. This is where they will bring in the Arts Commission to solicit their assistance. Will patrons be able to street -park along the frontage?, No. o Commission President Creg Steele - Has MPR staff talked with Dave Turnbull about a park name yet? Dave is working on an official park name. o Commission Vice President Sharon Borton - When will the park be developed? It has the same timing as Reta Huskey Park—bid in December 2016; open bids late December 2016/early January 2017; execute contracts in January 2017; and a notice to proceedl cons truc tion start date in March 2017. If there are only 22 parking spaces, the adjacent streets will be used for parking. She does not want to see the same parking issues arise similar to Settlers Park. o Commissioner Hannah Sturtevant - Will there be signage at the southern park entrance? It was a good point, which was noted, to sign both sides of the park. • Hillsdale Neighborhood Park (10 acres) - This future park site is located south of Amity Road near Cloverdale behind Hillsdale Elementary School and the new South Meridian YMCA facility. Marty Hill, who will donate the land, would like an agricultural theme or at least some historical references at the park. This park has the same construction timing as the other two parks noted above. PR Commission Feedback: o Commissioner Spencer Meinburg - Is there any consideration for acknowledging Dixie and Marty Hill in,the park? Marty will purchase a sandstone or granite rock with all of his family engraved on it, including the park name. 8. Old Business -NONE 9. Workshop -NONE 10. Staff Reports MPR Parks Superintendent Mike Barton reported on the following: • FY2017 Budget Enhancements - There have been two hearings with rounds of questioning, scrutiny, and everything looks on -target to be approved as follows: o MPR Software - The Department currently uses a registration software program called "ActiveNet" which has high user fees and does not allow for people to complete online shelter and field reservations. There is a new software program called "SportsMan" through Peak for consideration. It is the goal of the MPR Department to make online reservations available, minimize impacts to the front counter, and increase customer service through the acquisition of the SportsMan software. o Pathway Improvements - There is an $80,000 pathway enhancement primarily for some signage and construction documents for the segment that runs from Ten Mile to Black Cat Road. o Reta Huskey Neighborhood Park - This request would fund the construction of Reta Huskey Park through Impact Fees. o Seasonal Parks Labor - There has been increased park usage and an overall increase in Meridian's population. There are more people frequenting the parks, more people using the picnic shelters, and more events held. This request would fund three six-month seasonal summertime help staff. o Shade Structure - There are a couple of projects MPR staff is thinking about. Right now a picnic shelter is being added at Bear Creek Park. Shade still needs to be developed at Kleiner Park. MPR staff will take a couple of ideas to the MPR Commission for decisions, including potentially adding large shade trees on the hill to have shady spots to sit under and then another shade structure out in front of the bandshell. This enhancement request is for $32,000. o Groundskeeper I - There is a request for a new full-time, year-round employee—an entry-level Groundskeeper—which is tied to the three neighborhood parks (Reta Huskey, Bainbridge, and Hillsdale) that will come online next summer. Someone would be hired later on in the winter to get them trained and acclimated. Then they would take over park maintenance. o Homecourt Operations Et Staffing - In addition to the update Garrett White provided earlier in the evening about the Homecourt facility, one of the capital improvement items worth noting related to the moisture issue and dripping on the hardwood floor would be to seal the vapor barrier. Storey Park ADA Restroom Improvements - This CDBG-funded project has been approved. The design kick-off meeting will be held next week. Ten Mile South Medians - Funding from the savings regarding the Meridian Road Interchange project will be shifted over to this project. The middle islands are the City's responsibility; they will be landscaped. 77 -Acre Park - MPR staff members reviewed a couple of concepts last week, submitted feedback to the consultant, and are working on traffic studies. Mike will provide an update about this future regional park at the October Commission meeting. I (.Adjourn Commission President Creg Steele entertained a motion to adjourn the meeting. PURPOSE: A sound -naming policy can add meaning, significance, and uniformity to the park and recreation properties of the City of Meridian by developing park names that embody the values and heritage of the local community. It is the intent of the naming policy to establish reasonable criteria in which to suitably honor and acknowledge both individuals and organizations for their contributions to the City of Meridian. II. POLICY: A. It is the policy for designation of names for park and recreation properties to be in accordance with criteria and procedures set forth below: 1. To minimise confusion, proposed park names that are similar to those of existing parks in the system shall be avoided. 2. Conditions and/or stipulations of original property donation, deed or development shall be honored regarding the name of a park. 3. To avoid the appearance that the public park is a private park, the name of the adjacent or surrounding subdivision shall be avoided as the name of the public park. 4. If a park is to be named after a living individual then their permission should be secured prior to the name being selected or the City Council may consider a change if an objection is made by the person after the selection. 5. When a park is proposed to be named after a person who is deceased, then the permission of the closest living relative of an individual, if practical, should be secured prior to the name being selected. The City Council may consider a change if an objection after the selection. 6. Park names should represent community values and be mindful of future generations. III. PARKS OR PORTIONS OF PARKS MAY BE NAMED IN THE FOLLOWING MANNER: A. Park Names: An attempt should be made to name parks utilizing the Department theme for naming parks. The theme is as follows: MERIDIAN PARKS AND RECREATION PROPERTIES NAMING POLICY Page 1 of 4 Community Parks and Neighborhood Parks should be named for easy recognition; utilizing reference to historic sites, geographical features or descriptive names. The words "Community Park" or "Neighborhood Park" shall be affixed to the end of the park name. B. Temporary naming: 1. The Parks Commission may recommend the temporary naming of portions of facilities. The Commission shall work with the individual organization seeking a temporary name to determine the appropriate criteria for the temporary naming to be consistent with the rest of this policy. The Commission may allow a variance from this policy for a temporary name. 2. This temporary naming policy may apply to any playground, sports field, sports court, amenity, or any other portion of the park facilities that can be suitably and appropriately named to honor an individual or organization. This temporary naming policy may also be applied to undeveloped parcels in the City's parkland inventory to provide a convenient means of identification prior to development. 3. Temporary naming under this policy can be for any designated period of time, but shall not be longer than one (1) year from the date of approval with the exception of undeveloped parcels which shall maintain their temporary names until the selection of a permanent name pursuant to this policy. Subsequent requests to continue the temporary naming may be considered, but such request must be made annually. C. Procedures for a Permanent Name: 1. Preliminary action in naming a park or facility may be initiated by the Mayor, City Council, Meridian Parks and Recreation Commission or any subcommittee thereof, Meridian Parks and Recreation Department staff, property donor, or individual citizens. A formal letter of proposal shall be submitted to the appropriate subcommittee of the Meridian Parks and Recreation Commission which shall consider the proposal(s) and submit a recommendation to the Meridian Parks and Recreation Commission. The Commission shall review the proposed name(s), take public comment, and make a recommendation for the name to the Mayor and Meridian City Council. 2. In all cases, the Meridian City Council shall have the authority to accept or reject the proposed park or facility permanent or temporary name and to waive any requirements of this policy. The City Council shall have final authority on the permanent or temporary names and the length of time that such name may be used in connection with the park or any portion thereof. D. Changing of Names: Nothing in this policy shall be construed to prohibit the changing of names of parks or facilities by the City Council. E. Final Decision: All decisions for the permanent naming of a park facility or any portion of park property shall be approved by resolution of the City Council. This shall not apply to the memorial trees that are placed in the parks pursuant to this policy. IV. DEFINITIONS: A. The following guidelines shall be considered when naming a park based upon a donation: 1. Neighborhood Parks: When at least fifty (50) percent of the value of the parkland is donated or when "substantially all" of the development is donated at no cost to the City of Meridian. 2. Community Parks: When at least twenty-five (25) percent of the value of the parkland is donated or when "substantially all" of the development is donated at no cost to the City of Meridian. 3. Facilities: When "substantially all" of the facility development is donated at no cost to the City of Meridian. 4. Valuing Donations: Valuing donations for the above section shall be determined by City staff with the advice of the Commission. Donations must be without costs or expense to the City of Meridian and are based upon value at the time of donation. Donations that require credit towards impact fees or if impact fees are to be reimbursed to the grantee shall not be considered donations for the purposes of this naming policy. 5. Substantially all: The City staff with the advice of the Commission shall determine whether the value donated is "substantially all" of the development. Development: Development must be in accordance with the approved site master plan or statement of character and/or criteria approved by the Meridian City Council. 7. Donations: For the purpose of this policy, donations may include monetary as well as in-kind donations and may be a one-time or cumulative donation or a bequest. Park Tree Plantings - We have planted approximately 35 trees at Kleiner Park and are now working on Gordon Harris, Champion, and Settlers. 3. Downtown Tree Box Replacement 2016 - We will replace seven (7) existing trees downtown. The existing boxes will be saved and the trees removed and replanted. This project is underway. 4. Tree Limb Raising - We have started raising several limbs on trees that come down when they get in heavy leaf mode. Trimming will run through the month of August. Parks Et Pathways Proiect Manager's Report: JAY GIBBONS 1. Five Mile Creek Pathway - Segment H2, Badley to Fairview - Staff continues to pursue easements to allow construction of a multi -use pathway building on the success of the H1 project completed in 2012. CTA Architects has been hired to provide design and survey services for the pathway segment. The consultant has provided three (3) exhibits for review and discussion of the pathway alignment, amenity locations, and connections to streets. Staff is currently reviewing the draft construction documents for the project. Final plans and the floodplain application are being finalized. Easement request letters and exhibits have been sent to the three property owners. 2. Rail With Trail Pathway - A regional RWT Pathway Workgroup has been created and has met twice regarding expanding the City's project to encompass a pathway from the depot in Nampa to the depot in Boise. Members of the workgroup represent each city, the highway district, and COMPASS. The COMPASS Board has approved a workplan to assist the group with research, studies, and project development support. Work is ongoing. The funded 2016 project to secure construction documents for the first half mile from Meridian Road to the point where Nine Mile Drain crosses the rail corridor is underway. The City and ITD have entered into a State -Local Agreement regarding the federal grant money for construction in 2018 and 2019. This allows the City to move forward to secure a contract with a design firm to begin construction documents and associated work. Fee proposals have been received from two firms. Consultant selection and a contract will take place this month. 3. Transportation Improvement Projects - Staff is working with Development Services and Public Works to coordinate roadway and intersection improvements for near-term projects. These projects include Pine Avenue - Meridian to Locust Grove, Meridian/Ustick Intersection, and Meridian Road Widening - Cherry to Ustick. 4. FY 16 Five Mile Pathway System Project - The funded project is to secure pathway easements for all proposed segments from Black Cat Road to Eagle Road. Staff has mapped the system and identified the property owners to be contacted. The second aspect of the funded project is to construct widened existing sidewalks in two locations; west side of Linder - Bud Porter to Ustick, and the south side of East James Court to the Jackson Drain Pathway. Concept drawings have been prepared with consultation from ACHD on Linder. The two affected HOAs have been contacted to coordinate a meeting between staff and the HOA Board to discuss sidewalk location, affects to the existing landscape buffer, and talk about necessary easements. The E. James Ct. project is progressing to final construction drawings. CenturyLink to relocate utility conflicts is ongoing. Once easements are secured, the project will be bid and constructed. 5. Lemp Canal/Larkwood Pathway Connection - The project will close the gap between two existing multi -use pathways running parallel to McMillan Road between Locust Grove and Meridian Roads across the frontage of the Larkwood Subdivision. The pathway will impact the subdivision's entry landscape and frontage. Several meetings have been held to discuss the project with property owners and the HOA to identify how to address these impacts and their wishes to improve the entry in conjunction with the pathway project. Staff is preparing a concept site plan for use by the HOA and affected property owners. Recreation Division Recreation Manager's Report: COLIN MOSS 1. Temporary Use Permits (TUPs) We are up to 52 scheduled TUPs this year, 29 of which are at Kleiner Park. Constant coordination with event organizers is required. 2. Field Scheduling - The fall sports season is getting ready to begin which means another push to ensure invoices are being paid and all the leagues are being taken care of. 3. Event Assistance - I continue to support Renee White in her new role and help get her up to speed with events as they are coming up in the calendar. The Barn Sour is in August, and the Block Party is in September. Lots of logistical coordination is taking place. 4. Kleiner Park Live - Kleiner Park Live just wrapped up on July 28. We continue to feel like we are building momentum, but attendance has not taken off yet. We are hoping that with the Council's approval of funds for next fiscal year to bring in large shade trees for the crest of the hill so that the amphitheater will be a more desirable location to sit and watch a concert. 5. Youth Farmers Market - The new Meridian Youth Farmers Market is already gaining steam, and it seems like we are getting more vendors almost every week. The attendance has remained a little low, but we are confident that with consistent quality vendors, it will start getting attended better. We have also been running Facebook ads which have received a lot of attention. The market will continue every Saturday through September. Home Court Facility - Garrett has been working with other departments, including Finance and Building Maintenance, on schedules, staffing, and budgets for the Home Court. 2. Fall Softball League - Garrett has been staffing and rescheduling games. We have 91 teams this year in the Fall Softball League and turned away a few more. Garrett has been working with umpires as well. 3. Red Eye Softball Tournament - The tournament will run August 5 and end August 6. We have 13 teams in the tournament this year. 4. Summer Volleyball League - Ross has been working on the Summer Volleyball League, including the schedule and standings. 5. Fall Flag Football - The registration deadline for the Fall Adult Flag Football League in August 19. We have started to advertise this program. 6. Fall Volleyball League - The Fall Volleyball League deadline is Wednesday, August 31 this year. The league will begin the week of September 19. Garrett has been working with the officials on the start dates. 7. Fall Basketball League - The Fall Basketball League will now begin the week of September 19. We normally start the league in late October, but now that we have gym space, we can start the league earlier in the year. 8. Summer Camps - All summer camps will conclude in August. Outdoor Adventure Camp will conclude August 5. Let's Play Sports Camp will conclude August 12. Camp Mer -Ida -Moo will conclude August 12. 9. 2016 Fall Activity Guide - Our Fall 2016 Activity Guide will be released August 12. Class registration for fall 2016 will begin August 15. Department employees have demo versions of Sportsman on their desktops so we can begin familiarizing ourselves with the program. 13. CableONE Movie Night in Meridian - It has been another successful year for Movie Night in Meridian. While weather has taunted us on occasion, it has never caused a real issue. Huge audiences of movie goers continue to come early to enjoy the park and stay late to watch the family -friendly movies. Large groups of teenagers continue to be our biggest challenge, but MAV security is very helpful in managing the youth who are just looking for a place to hang out. We are working with the video projection company to secure the highest quality video projector every week. The season concludes on Friday, August 26 with the new release of "Zootopia" and a special performance by the Navy Band. 14. Barn Sour -The 13th Annual Barn Sour is almost here. The 10k/6K and 1 -Mile Fun Run takes place on Saturday, August 20. Returning sponsors include Pulse Running Et Fitness Shop and Shu's Idaho Running Company. 19 Sports has joined us with a $250 sponsorship for the end -of -race awards party and two season passes for our boy and girl 1 -Mile Fun Run winners. Thanks to help from our intern Franklin Watts, we have secured more than 60 donations for prizes including one for each age/gender division, 1St, 2nd and 3rd place winners and 20 plus general raffle prizes. The race begins and ends in Settlers Park. The 6k'ers will run along the Bud Porter Pathway to Tully Park and turn around, while the 1 O participants continue onto Chateau Park and back. The race is a fundraiser for the Care Enough to Share youth scholarship program. 15. Meridian Community Block Party - This event is on the horizon; it takes place Saturday, September 17, from 10 a.m. - 5 p.m. in Julius Kleiner Park. The one - day event is sponsored by Idaho Central Credit Union, The Village in Meridian, Meridian United Soccer, Boise Co-op, Westside Bodyworks, and Rocky Mountain Roll. Saint Alphonsus will provide the first aid station, and media sponsors from Town Square media's radio stations Mix 106 and Lite 108 will be promote the event, as well as be onsite for live radio remotes. The day will feature the Mascot Dance Off and a large variety of youth activities and local businesses. 16. While there are not many MPR -specific projects slated for the next fiscal year, the following three projects would involve MPR on some level: Downtown Tree Replacement Partnership - MDC has allocated $25,000 towards the annual partnership with MPR to continue replacement of downtown trees with the city's Arborist assistance. Bike Repair Stations - MDC has allocated $4,000 for the purchase of three additional bike repair stations to be sited with MPR's input. Pine Avenue - MDC continues to set aside dollars for the three-way partnership with the city of Meridian and ACHD towards right-of-way improvements between Meridian Road and MDC's eastern boundary at East Sixth Street. MDC's main focus for FY2017 includes the continuation of the facade improvement program, moving forward with building improvements for MDC -owned buildings at 703 and 713 North Main Street and the continued implementation of the new downtown branding "Meridian Historic Downtown" through vehicular, pedestrian and other forms of signage in the the downtown district. In addition, MDC has a line item entitled "Special Projects" which is not dedicated to any specific project but rather allows opportunities for unanticipated projects to be presented to the board for consideration.
