Presentation Rodney Remling, Controller for Republic Services presented the proposed rate changes for FY 2017. 90% of CPI index was used as allowed in order to calculate the increases shown. Several new fees to be added to the approved list. These fees are intended to more standardize the services/charges that other agencies in the area are receiving from Republic Services. * One specific area discussed is the special collection fee currently based on time versus the newly proposed large/bulky item flat rate fee. Are they replacing the special collection fee? Concerns of billing the pickups. Republic Services explained that these were two spate service types and that a special collection request would require a different truck than a bulky item request. Truck dispatched will need to be determined at the customer service rep level as they are the call from the customer. Solid Waste Advisory Commission Meeting —July 27, 2016. Pagel of 1 Recommendation to proceed to Council with a modification to the summary report. Not only about the new rates, point out that the temp fuel tax charge was backed out, and no change to HHW. Andrea felt that we were not ready to make a recommendation because we had not had a chance to fully vet their summary Karie felt that if we were not ready to make a recommendation to proceed, she would prefer a special meeting to be called in order to resolve the issues sooner than later. Mike felt that it was not the commissions place to oversee the summary report that Republic Services writes. Changes made to date = swapped out attendants for more experienced staff, Rep. Services trucks bypass the line, Account holders no longer need their loads checked, they now have staged 40 yd. containers for material placement rather than waiting specifically for the dumping floor, will have a 2nd attendant to "prewrite" tickets as needed to speed up the payment processing. 8. Roughly 87% of Meridian households participated in the residential curbside recycling program which has been on the rise over the last two years (up 2% from FY2015 Q3). The average pounds of recyclable materials collected per household on a monthly basis was up 0.9ofa pound to 25.9 pounds (25.0 lbs. - FY2015 Q3). Meridian residents recycled 1,156 tons in FY2016 Q3. This was an increase of 6.2% (67 tons) from FY2015 Q3, almost double the increase in households. z The average price per ton paid for recyclables declined in FY2016 Q3. To date, city residents have recycled 3,430.7 tons and program subsidies are at $-71,241.30 in processing and shipping costs in FY2016. In FY2015 Q3 we collected 645 gallons from 358 households. This is the second consecutive quarterly growth in oil setouts. Oil collected is recycled by Safety Kleen, 0 Q1 Q2 Q3 Q4 a FY15 a FY16 Household Hazardous Waste Collection The Meridian Household Hazardous Waste (HHW) collection site continued to be located in the Republic Services parking lot in FY2016. The Meridian location was again the busiest mobile collection site in Ada County and is open Noon - 7pm every Monday (except major holidays). The Household Hazardous Waste site collected 37 tons of material from 1,735 visitors during FY2016 Q3. By a comparison, 1,995 visitors delivered 31 tons in FY2015 Q3. This was a decrease-of-260-- vIsitors, but an increase - of 6 tons -6f materials dro6ed off. Meridian residents pay $0.24/month/hh, for the HHW program. Operation of the Meridian Mobile HHW site $18,059-ir1 FY2016 Q3, an average cost of $0.20/monJ Program costs generally increase in Q4 when additional HHW truck and staff members are required to process the high volume of visitors and tons during the summer months. With improving recycling markets, these positive diversion numbers saw a commercial recycling program subsidy of $4,413.56 during FY2016 Q3. Commercial Trash Commercial trash in Meridian continued to be offered in 3, 4, 6, or 8 cubic yard containers with service up to six days a week. Recently, container maintenance and delivery duties became the Industrial Supervisor's responsibility. Container inventory is staged at the Meridian facility which has been modified to include welding bays and a paint booth. Commercial trucks collected 5,501 tons of trash in FY2016 Q3, a 10.7% increase from FY2015 Q3. Commercial trash tons have increased every quarter dating back to FY2013. The industrial sector is comprised of permanent services such as "box stores;' and temporary services, such as construction site debris removal work. It should be noted that an error was found in the industrial recycling data from previous reports, resulting in over reported recycle tons. That error has been remedied, and historical tons have been corrected, as shown in the above graph. s Transfer Station Reception Republic Services' Transfer Station accepts waste from commercial trucks, residential trucks, roll off trucks, mini roll off trucks, public vehicles, and local businesses. The waste collected at the transfer station is consolidated and taken to the Ada County Landfill for disposal. In FY2016 Q3, the Transfer Station collected 35,990 tons of material, a 42% (10,763 ton) increase over FY2015 Q3. In the month of June, the Boise Transfer Station closed for maintenance purposes. Boise Transfer waste is being routed to the Meridian Transfer Station, explaining the large spike in volume. Boise Transfer Station maintenance is scheduled to be completed byJuly 31, 2016. Donations Made to City Services City Park Recycling Donation values are based on contracted commercial rates Republic Services tracks utilization of the 5 yard recycling in the City of Meridian, plus any additional temporary dumpsters at Settler's Park, Kleiner's Park, and Heroes' services. Commercial rates include; cost of removal, Park. disposal, and container rental. In addition to services, Meridian Parks and Recreation have free access to the Transfer Station for disposal ($1,652 in FY2016 Q3, $2,569 YTD). A total of $28,356 was donated in contractor provided services during FY2016 Q3 per Republic Services' Franchise Agreement with the City. One hundred percent of the revenue generated from the program will go back to the City's fund, which has not received any revenue from the City's residential co -mingled (not separated) recycling program since 2012, due to poor market conditions in the recycling industry. Over the years the Fund has helped pay for many public use amenities in the City that promote recycling including; the addition of permanent recycling containers in many City parks, new playground equipment, benches, picnic tables, bleachers made from recycled material and much more!
