The Meridian Parks Et Recreation Commission is a volunteer citizens' group that is created and
empowered to advise the City on issues relating to park facilities and recreation programs of the City.
Their mission is to gather input from staff and other qualified personnel on issues relating to the
creation and design of public parks and open spaces; to listen to public input; and to provide advice
and recommendations on parks and recreation related matters to the Mayor and City Council.

The mission of the Parks Committee is to help steer future locations, park identities,
amenities, and art to better serve the demands of the City of Meridian and to work closely
with the MPR Department to develop and implement concepts into functional parks that serve
all citizens.
GOALS Ft OBJECTIVES • Fiscal Year 2015-2016:
1. Implement the master amenities plan for all parks.
2. Recommend the design, construction, and installation of two artificial shade structures at
Bear Creek and Julius M. Kleiner Memorial Parks.
3. Assist in the design and development of the future South Meridian 77 -Acre Park and three
new neighborhood parks: Hillsdale, Bellano Creek, and Bainbridge.
4. Develop specific recommendations for adult amenities.
5. Work with the Arts Commission in using art to reinforce the identities of the three parks—

1. Review "Off -the -Shelf" Catalogs for Appropriate Artwork in Lieu of Utilizing a
Professional Artist
One of the Committee goals is to create some park identities at Champion, Renaissance,
and Heroes Parks. The first task on the list is to go over the possibilities of some public art
and specifically "off-the-shelf" catalog items because those can be purchased and installed
for a lot less than a one -of -a -kind piece that is done by an artist. The group reviewed
different catalog items, including sculptures, bike racks, banner poles, and utility box
wraps. There was one sculpture piece in particular the Committee really liked called
"Family" by Randolph Rose—a couple with three children holding hands which looks like
they are walking. They discussed where this piece may be appropriate, and Hillsdale Park
came to mind potentially at the park entrance drop-off/roundabout. Their next steps are
to call for pricing on the "Family" sculpture. At their July meeting, staff will return with
some specific recommendations for art in other places to create or strengthen existing
identities of parks. They will also solicit assistance from the Meridian Arts Commission
(MAC) to accomplish some of the goals.

The group also reviewed the Request For Qualifications (RFQ) that the MAC put out to
create a master roster of consultants which could work on parks projects. Eight proposals
were received from interested artists. The evaluation committee will review these RFQs
and hopes to have a selection to announce at the July meeting.

The mission of the Pathways Committee is to identify opportunities to implement and develop
a connected pathway system that enhances the quality of life through transportation
alternatives.

amenities in the City of Meridian, as well as develop and maintain relationships with
community organizations.

The map has been updated, but the Committee needs Jay Gibbons and Steve Siddoway to

out to other companies. They would like to review the draft at the next meeting to update
and identify information that needs to be on the z -card.

2. Update: Commissioner Presence in the Community - Use CalendarNear-at-a-Glance in
Meridian (Top Meridian Events Calendar)
Shelly put together a Summer Events flyer that lists various special events throughout this
summer. The Committee discussed generating a flyer for the spring, summer, and fall
seasons. For summer events, they would like to have at least one CableONE Movie Night
with an MPR Department booth and Commissioners present in August. Gene Kleiner Day is
scheduled for June 11, 2016. They would like Commissioner presence at the Meridian
Symphony Orchestra Concert that evening at 6 p.m. Shelly mentioned there is also a
Recreation Festival on June 18, 2016 at Eagle Island State Park from 10 a.m. to 2 p.m.
where there will be a booth and Commissioners. Jo asked Shelly to send out the Summer
Events flyer and a sign-up sheet to the Commission to solicit sign-ups.

The Committee discussed marketing items and is looking into a sports drawstring bag/back-

above). They also liked the footballs/basketballs but would like them larger. Shelly and
Colin will check the MPR Department's budget.

Parks Superintendent's Report:

1. Pine Avenue Road Widening - Significant coordination is occurring on this
project between MDC, ACHD, WH Pacific, The Land Group, and staff. We just
received 95% drawings so the work on the landscape portion can begin.
2. Reta Huskey Neighborhood Park - The name change from Bellano Creek to
Reta Huskey was approved by Council on the 28th of June. In addition to the
naming discussion, the park plans were discussed with Council at the same
meeting, and the direction is to move forward with the current design. There
will be significant coordination including another update to the MPR
Commission.
3. Bainbridge Park (William Watson) Neighborhood Park - The park plans were
discussed at the June 28th Council meeting, and we were given the go-ahead to

continue with the current design. More updates will be coming in the next few
months.
4. 77 -Acre Park Phase One Design - A kickoff meeting was held, and a follow-up
programming meeting was also held. We are confirming the programming to
gain insight into what traffic counts and parking demands might be. This
information will be channeled through our consultant to ACHD. Once we have
feedback on offsite improvements and parking quantities, we can begin
schematic layout that will be brought forward for discussion.
5. Bear Creek Park Shade - A decision was made to use this fiscal year's shade
budget to add a shelter between the softball fields at Bear Creek Park. We will
install a 20'x20' shelter and concrete pad. Once the engineering for the
footings is complete, the project will go to bid.
6. Hillsdale Park - The park plans will be discussed at the meeting.
7. Storey Park Restroom - A Community Development Block Grant application
was submitted to renovate the old restrooms in Storey Park to make them ADA
compliant. The grant funding has been approved and will be in design soon with
a December 2016 bid date.
8. Maintenance Activities in the Parks - Crews are busy keeping up with
irrigation repairs, increased summer use, and events. Clean and green!
City Arborist's Report:
ELROY HUFF
1. Park Forestry Contracts - We have started work on the five-year park tree
pruning cycle. We started at Tully Park this year. This work is still in progress.
2. Park Tree Plantings - We have planted approximately 25 trees at Kleiner Park
and are now working on other parks.
3. Downtown Tree Box Replacement 2016 - This project is in progress. There
are nine (9) affected sites this year. The nine trees have been completed. We
will also replace some existing trees downtown. Some irrigation repairs have
also been taken of.
4. Tree Trimming Et Spraying - We have started raising several limbs on trees
that come down when they get in heavy leaf mode. We have also been
spraying trees for borers. They are mostly Ash and Maple trees.

Parks 8t Pathways Project Manager's Report:
JAY GIBBONS
1. Five Mile Creek Pathway - Segment H2, Badley to Fairview - Staff continues
to pursue easements to allow construction of a multi -use pathway building on
the success of the H1 project completed in 2012. CTA Architects has been
hired to provide design and survey services for the pathway segment. The
consultant has provided three (3) exhibits for review and discussion of the
pathway alignment, amenity locations, and connections to streets. Staff is
currently reviewing the draft construction documents for the project. Final
plans and the floodplain application are being finalized. Easement request
letters and exhibits have been sent to the three property owners.
2. Rail With Trail Pathway - A regional RWT Pathway Workgroup has been created
and has met twice regarding expanding the City's project to encompass a
pathway from the depot in Nampa to the depot in Boise. Members of the
workgroup represent each city, the highway district, and COMPASS. The
COMPASS Board has approved a workplan to assist the group with research,
studies, and project development support. Work is ongoing.
The funded 2016 project to secure construction documents for the first half
mile from Meridian Road to the point where Nine Mile Drain crosses the rail
corridor is underway. The City and ITD have entered into a State -Local
Agreement regarding the federal grant money for construction in 2018 and
2019. This allows the City to move forward to secure a contract with a design
firm to begin construction documents and associated work. Fee proposals are
being sought from two firms.
3. Transportation Improvement Projects - Staff is working with Development
Services and Public Works to coordinate roadway and intersection
improvements for near-term projects. These projects include Pine Avenue -
Meridian to Locust Grove, Meridian/Ustick Intersection, and Meridian Road
Widening - Cherry to Ustick.
4. FY16 Five Mile Pathway System Project - The funded project is to secure
pathway easements for all proposed segments from Black Cat Road to Eagle
Road. Staff has mapped the system and identified the property owners to be
contacted. The second aspect of the funded project is to construct widened
existing sidewalks in two locations; west side of Linder - Bud Porter to Ustick,
and the south side of East James Court to the Jackson Drain Pathway. Concept
drawings have been prepared with consultation from ACHD on Linder. The two
affected HOAs have been contacted to coordinate a meeting between staff and
the HOA Board to discuss sidewalk location, affects to the existing landscape
buffer, and talk about necessary easements. The E. James Ct. project is
progressing to final construction drawings. Coordination with Idaho Power and

CenturyLink to relocate utility conflicts is ongoing. Once easements are
secured, the project will be bid and constructed.
5. Lemp Canal/Larkwood Pathway Connection - The project will close the gap
between two existing multi -use pathways running parallel to McMillan Road
between Locust Grove and Meridian Roads across the frontage of the Larkwood
Subdivision. The pathway will impact the subdivision's entry landscape and
frontage. Several meetings have been held to discuss the project with
property owners and the HOA to identify how to address these impacts and
their wishes to improve the entry in conjunction with the pathway project.

Recreation Manager's Report:
COLIN MOSS
1. Temporary Use Permits - We're through June which is the busiest month of
the year for events. All told there were 19 Temporary Use Permits that
operated during the month with 32 event days. That's an average of just over
an event per day for the month.
2. Park Concessions Contracts - All concessions locations are finally filled and up
and running, including Settlers, Kleiner, Tully, and a new snow cone stand at
Bear Creek.
3. Field Scheduling - Local sports organizations are utilizing our parks at a
tremendous rate, and keeping up with requests, reschedules, invoicing, etc.
continues to be a time-consuming task.
4. 77 -Acre Park Potential Partner Meetings - We have sent out information
about a potential partnership in the 77 -Acre Park property to all the local
sports organizations we know of and have been meeting with the few who've
shown an interest in partnering in the development of the park. Proposals are
due this month.
5. Contracted Events - The two events we contract out, Kleiner Park Live and the
new Youth Farmers Market, kicked off last month. Kleiner Park Live has had
three great concerts so far, and we've had two farmers market events at City
Hall. We're hoping that both gain momentum as the summer goes on. Kleiner

Park Live is hosted on Thursday evenings through July 28th. The Youth Farmers

6. New Software - Jake has been working to get a demo version of our new
software, SportsMan, available for all users in our office. It's now up and
running so we'll be able to dive into the nuances of the system and make a
final determination if it will work for our needs.
Recreation Coordinators' Report:
GARRETT WHITE, JAKE GARRO, Et RENEE WHITE
1. Spring Softball League - The league end -of -season tournament is underway and
will be completed July 18, 2016. We had 101 teams this year and turned away
12 teams.
2. Fall Softball League - The Fall Softball League will begin immediately after the
Spring League on July 18. We have 90 teams in the league this year and have
turned way 6 teams so far. Garrett is currently working on the schedule.
3. Red Eye Softball Tournament - The 4th Annual Meridian Men's Red Eye
Softball Tournament will be held on Friday, August 5, 2016 and run through the
night ending Saturday evening August 6. Team registration is now open.
Garrett has turned in the TUP and all other forms needed. Garrett is working
on concessions and sponsorships.
4. Homecourt - Garrett has been working with several organizations in regards to
scheduling the four basketball courts at the Homecourt. All schedules at the
Homecourt will begin October 1, 2016. Garrett has also been working on
Homecourt budgets, staffing, and the partnership with the YMCA. In addition,
he has also been inputting fees, schedules, and descriptions into ActiveNet with
the help of Ali. Garrett has been working on job descriptions for the staff at
the Homecourt as well.
5. Summer Camps - Jake continues to monitor summer camps. Camps include
Camp Mer -IDA -Moo Summer Day Camp being held at Willow Creek Elementary
and Siena Elementary, Outdoor Adventure Camp, and Let's Play Sports Camp.
6. 2016 Fall Activity Guide - Jake is working with contracted instructors for our
2016 Fall Activity Guide. He is currently in the process of scheduling fall
activities in the Meridian Community Center and formatting the guide. The
Activity Guide will be released on August 12 with classes beginning September
6 and concluding December 16.

7. 2016 Fee Schedule - Jake is compiling new fees and any fees that have been
increased to go to City Council on August 9.
8. ActiveNet - Jake is inputting activities and class descriptions into ActiveNet for
2016 fall classes.
9. CableONE Movie Night in Meridian - The popular outdoor movie night kicked
off Friday, June 3 in Settlers Park. Event attendance was approximately 3,500
for the opening night, a grand way to hit the ground running. Colin
accompanied Renee the'first three nights to ensure she understood and was'
comfortable with all elements, including his custom knot used to tie down the
movie screen. At the City Council's request, we presented the entire list of
movie night sponsors on Tuesday, June 21 to recognize and thank them for
their participation. June attendance has stayed strong.
10. Gene Kleiner Day - The 3rd Annual Gene Kleiner Day celebration was held on
Saturday, June 11. The Meridian Symphony Orchestra performed in the Julius
M. Kleiner Memorial Park bandshell. The audience favorite was the opportunity
to be a guest conductor, which drew nearly every youth from the crowd as well
as a few adults. Dunkley Music joined the event and presented an instrument
petting zoo which was well received. Colin shared information about the
history of the park, and Councilman Bird read a proclamation and a few words
from Gene Kleiner who was unable to attend. The weather was perfect for an
outdoor event and drew a delighted audience of approximately 1,200 people of
all ages.
11. Independence Day Festival - We recently presented the 9th Annual
Independence Day Festival. The event drew approximately 6,000 guests from
3-10 p.m. in Storey Park. Live music filled the air as kids bounced in inflatable
houses and obstacle courses, raced in sacks, and twirled hula hoops. The
Meridian Fire Department was able to post a truck for a few hours and instantly
drew crowds. This year the personal fireworks were discontinued, due to
safety concerns. We had very few guests show up with personal fireworks
(excluding a few sparklers). Storey Bark Park was closed at 9 p.m., without
incident, to secure the fireworks drop zone.
12. Barn Sour Race - Planning is still underway for the 13th Annual Barn Sour.
Returning sponsors include Pulse Running Ft Fitness Shop and Shu's Idaho
Running Company. We are currently seeking donations for race winners as well
as raffle prizes.

received a report from the Parks & Recreation Department regarding revisions to the City

WHEREAS, after receiving said report, the City Council directed that the revised
City of Meridian Park Properties Naming Policy be brought forward in Resolution form
to establish a Park Properties Naming Policy for the City of Meridian.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF MERIDIAN, IDAHO:
Section 1, That the City of Meridian Parks Properties Naming Policy be
adopted, a copy of which is attached to this Resolution and incorporated herein by this

PROPERTIES NAMING POLICY
Adopted March 27, 2007
I. PURPOSE:
A sound -naming policy can add meaning, significance, and uniformity to the park and
recreation properties of the City of Meridian by developing park names that embody
the values and heritage of the local community. It is the intent of the naming policy
to establish reasonable criteria in which to suitably honor and acknowledge both
individuals and organizations for their contributions to the City of Meridian.
H. POLICY:
A. It is the policy for designation of names for park and recreation properties to
be in accordance with criteria and procedures set forth below:
1. To minimize confusion, proposed park names that are similar to those of
existing parks in the system shall be avoided.
2. Conditions and/or stipulations of original property donation, deed or
development shall be honored regarding the name of a park.
3. To avoid the appearance that the public park is a private park, the name of
the adjacent or surrounding subdivision shall be avoided as the name of the
public park.
4. If a park is to be named after a living individual then their permission
should be secured prion to the name being selected or the City Council may
consider a change if an objection is made by the person after the selection.
5. When a park is proposed to be named after a person who is deceased, then
the permission of the closest living relative of an individual, if practical,
should be secured prior to the name being selected. The City Council may
consider a change if an objection after the selection.
6. Park names should represent community values and be mindful of future
generations.
III. PARKS OR PORTIONS OF PARKS MAY BE NAMED IN THE
FOLLOWING MANNER:
A. Park Names:
An attempt should be made to name parks utilizing the Department theme for
naming parks. The theme is as follows:

Community Parks and Neighborhood Parks should be named for easy
recognition; utilizing reference to historic sites, geographical features or
descriptive names. The words "Community Park" or' Neighborhood Park"
shall be affixed to the end of the park name.
B. Temporary naming:
1. The Parks Commission may recommend the temporary naming of portions
of facilities. The Commission shall work with the individual organization
seeking a temporary name to determine the appropriate criteria for the
temporary naming to be consistent with the rest of this policy. The
Commission may allow a variance from this policy for a temporary name.
2. This temporary naming policy may apply to any playground, sports field,
sports court, amenity, or any other portion of the park facilities that can be
suitably and appropriately named to honor an individual or organization. This
temporary naming policy may also be applied to undeveloped parcels in the
City's parkland inventory to provide a convenient means of identification
prior to development.
3. Temporary naming under this policy can be for any designated period of
time, but shall not be longer than one (1) year from the date of approval with
the exception of undeveloped parcels which shall maintain their temporary
names until the selection of a permanent name pursuant to this policy.
Subsequent requests to continue the temporary naming may be considered, but
such request must be made annually.
C. Procedures for a Permanent Name:
1. Preliminary action in naming a park or facility may be initiated by the
Mayor, City Council, Meridian Parks and Recreation Commission or any
subcommittee thereof, Meridian Parks and Recreation Department staff,
property donor, or individual citizens. A formal letter of proposal shall be
submitted to the appropriate subcommittee of the Meridian Parks and
Recreation Commission which shall consider the proposal(s) and submit a
recommendation to the Meridian Parks and Recreation Commission. The
Commission shall review the proposed name(s), take public comment, and
make a recommendation for the name to the Mayor and Meridian City
Council.
2. In all cases, the Meridian City Council shall have the authority to accept or
reject the proposed park or facility permanent or temporary name and to waive
any requirements of this policy.

3. The City Council shall have final authority on the permanent or temporary
names and the length of time that such name may be used in connection with
the park or any portion thereof.
D. Changing of Names:
Nothing in this policy shall be construed to prohibit the changing of names of
parks or facilities by the City Council.
E. Final Decision:
All decisions for the permanent naming of a park facility or any portion of
park property shall be approved by resolution of the City Council. This shall
not apply to the memorial trees that are placed in the parks pursuant to this
policy.
IV. DEFINITIONS:
A. The following guidelines shall be considered when naming a park based upon
a donation:
1. Neighborhood Parks: When at least fifty (50) percent of the value of the
parkland is donated or when "substantially all" of the development is donated
at no cost to the City of Meridian.
2. Community Parks: When at least twenty-five (25) percent of the value of
the parkland is donated or when "substantially all' of the development is
donated at no cost to the City of Meridian.
3. Facilities: When "substantially all' of the facility development is donated
at no cost to the City of Meridian..
4. Valuing Donations: Valuing donations for the above section shall be
determined by City staff with the advice of the Commission. Donations must
be without costs or expense to the City of Meridian and are based upon value
at the time of donation. Donations that require credit towards impact fees or if
impact fees are to be reimbursed to the grantee shall not be considered
donations for the purposes of this naming policy.
5. Substantially all: The City staff with the advice of the Commission shall
determine whether the value donated is "substantially all' of the development.

6. Development: Development must be in accordance with the approved site
master plan or statement of character and/or criteria approved by the Meridian
City Council.
7. Donations: For the purpose of this policy, donations may include
monetary as well as in-kind donations and may be a one-time or cumulative
donation or a bequest. All donations are subject to final approval and
acceptance by the City Council.

1. Implement the master amenities plan for all parks. (MPR Master Plan adopted by City Council in
December 2015)

a. Director of the Year Award - Creg Steele
Commission President Creg Steele announced and congratulated MPR Director
Steve Siddoway for being named this year's City of Meridian Director of the Year.
b. Jason Bourne YMCA Events - Steve Siddoway
MPR Director Steve Siddoway announced on July 20, 2016 at The Village Cinema in
Meridian, actor Matt Damon is coming to town for the first nationwide premiere of
the new Jason Bourne movie. There is an event from 5-6 p.m. in The Village
plaza. The Mayor will be present to help welcome Mr. Damon to town. The movie
will start at 6 p.m. A crowd of 3,000-4,000 is anticipated. The whole event is to
raise money for the South Meridian YMCA project, which now has a name—"The
Hill"—partly after the idea of the donors—Marty Hilt—but also with the idea of
growing and rising in health, wellness, fitness, and learning with the library and
schools. There will be a big branding effort coming for the new facility.
c. Disc Golf Fall Classic - Creg Steele
Commission President Creg Steele encouraged everyone to attend the Disc Golf
Fall Classic scheduled for October 22, 2016.

a. Parks Committee - Sharon Borton
Committee Chairwoman Sharon Borton reported the Parks Committee met that
evening. Those in attendance were: Chairwoman Sharon Borton, Mike Barton, Phil
Liddell, Craig Robinson, and Rachel Myers (attended a portion).
• Update on RFO Proposals and Begin to Consider Which of the Three Parks
(Champion, Heroes, Renaissance) to Consider First for Professional Artwork -
The Committee discussed narrowing down a park to focus on the process of
installing artwork. They decided Heroes Park would be the first park. As next
steps, the group will need to figure out a process to help them identify the
type of art based on the funding and the theme.
• Briefly Review the Chanes Implemented in Committee Goals Ft Objectives for
Correctness - Committee members reviewed their Committee Goals and
identified the ones that have been completed. They also made one very minor
edit to Goal #3 and changed "Bellano Creek" to the recently renamed "Reta
Huskey Park."

Committee Chairman John Nesmith reported the Pathways Committee met that
evening. Those in attendance were: Chairman John Nesmith, Matt Stoll, Spencer
Meinburg, Jay Gibbons, Rachel Myers (attended a portion), and Joe Layton (citizen
guest).
• Staff Update on Current Pathway Projects - Jay provided an update which is a
slightly more current version than what his written staff report indicated. Jay
is currently working on easements and coordinating with various HOAs,
property owners, etc.
• Update on Future Pathway Priority Projects Fieldwork - John and Jay went on a
journey to look at a few pathway segments, including a section from Cherry
Lane to behind the high school (per President Steele's suggestion), and looked
at the feasibility for development.
• Future Pathway Mapping Update Policy Discussion - Spawning from Jay's and
John's fieldwork noted above, the Committee discussed how to update the
Pathway Map in an official manner with missing pathway segments they may
identify. For the August meeting, Jay will provide a protocol on how the
Committee will handle taking their recommendations to the MPR Commission.
c. Marketing Committee - Jo Greer
Committee Chairwoman Jo Greer reported the Marketing Committee met that
evening. Those in attendance were: Chairwoman Jo Greer, Creg Steele, Hannah
Sturtevant, Colin Moss, and Rachel Myers (attended a portion).
• Update on Park Et Pathway Z -Card Map - Rachel provided an update about the
design of the Z -card. She stated staff members are reviewing the draft created
by the IT Department. MPR staff members have worked with Kaycee Emery
(Communications Manager) on branding. The Committee anticipates receiving a
draft for review at the August Committee meeting. Creg is looking into a
potential printing sponsor by August 2016.
• Update on Commissioner Presence in the Community - At the May meeting, the
Committee had asked for a sign-up sheet from Shelly Houston for the
Commissioners to attend different events. She has been out but wilt be
reminded to complete this action item. The next big event is the Community
Block Party scheduled for Saturday, September 17, 2016.
• Update on Marketing Items - It has been determined the MPR Department will
purchase drawstring bags to hand out. These bags will be purchased by August.
Shelly is in charge of ordering.
• Update on MPR Presentation and Solicitation to Community Organizations -
Spear -headed by Committee - Colin will contact Ken Corder to see if he has a
list of community organizations for outreach by the Committee.
• Update on Chamber of Commerce Presentation - Anne Little Roberts has been
looking into a grant to create a community presentation which would be similar
to the Twin Falls Chamber of Commerce. Committee members will also ask
Kaycee Emery if there is an intern or if she had a contact to get a student who
may be interested in doing a final project/thesis and potentially putting
together a video, if the grant is not approved.
• Parks Et Recreation Month - Because July has been recognized as "Parks Et
Recreation Month," the Committee discussed ways and will work to make this
more visible next year through the MPR Department.

7. New Business
a. Ada County Parks Ft Waterways Presentation - Scott Koberg
MPR Director Steve Siddoway introduced Director Scott Koberg from Ada County
Parks 8t Waterways. Steve attended a meeting a month or two ago at Ada County
at the Barber Park facility about their Ada County 2025 Plan. Therefore, he
thought it would be a timely opportunity for the MPR Commission to get an update
from Scott about what facilities they manage and some of their upcoming projects
with an opportunity to ask questions.
Scott Koberg shared some information in the form of a PowerPoint presentation
concerning the properties they manage and how his department interacts within
Ada County. He also touched on a couple of future greenbelt pathway projects
that were approved for funding. Copies of his slide handouts are attached to these
meeting minutes. In addition, Scott disseminated some quarterly newsletter
publications to the Commissioners.
R Commission Feedback:
• Commission President Creg Steele - He thanked Scott for joining them, in
keeping the Commission informed, and stated his appreciation regarding other
efforts going on around the Treasure Valley.
• Commission Vice President Sharon Borton - She also thanked Scott for his
attendance and presentation.
b. Hillsdale Park Design - Mike Barton
MPR Parks Superintendent Mike Barton gave a PowerPoint presentation about the
Hillsdale Park schematic design. This is the park that is planned for behind the new
South Meridian YMCA facility and Hillsdale Elementary School located on the east
side of Eagle Road south of Amity. The YMCA is targeting a groundbreaking this
fall. Although Mike has not yet seen a preliminary plat presented to City Council,
MPR staff members have restarted the design process and have gotten to the point
where they can discuss specific layout and park amenities. Copies of Mike's slide
handouts are attached to these meeting minutes.
MPR Commission Feedback:
• Commissioner Phil Liddell - Will the new street (approximately '/a mile) going
in on the north side of the park have parking on both sides? Mike is uncertain
at this time. He believes parking will be included on the park side but is not
sure if it there will be parking on the commercial development side of the
street.
Who is the designer of the park? Jensen -Belts Associates.
Commissioner Matt Stoll - Is it potentially redundant having the fitness
stations along the pathway, side by side of the YMCA? No. The YMCA requires
a membership for facility usage while the park is open to the public. MPR
Director Steve Siddoway interjected and stated he does not see them as
redundant but as similar. Even for the YMCA members to be able to go to an
outside pathway and have a different type of exercise experience seems like a
different opportunity to him.
When will the park be open to the public? If everything goes according to plan,
the kids will have grass to play on in the fall of 2017 for the school year. If

budget allows, they may sod a portion and possibly erect some temporary
fencing.
Commission President Creg Steele - What portion is the City paying for versus
others? The land is being donated. The school and the YMCA are paying for
utilities to the site—water, sewer, electrical, and power. They are also paying
for access to the site, public streets, and the parking lot. The City of Meridian
is paying for the greenup of the park, the pathway, and the amenities—
playground, picnic shelter, water wickets, and restroom building.
Commissioner Hannah Sturtevant - Typically with elementary schools, they
have the'/4 mile of pathway for them to do pacers at recess. How long would
the looped pathway be? Mike believes it is roughly %2 mile. They will do some
recalculating of the distance.
To get a better perspective, how big are typical elementary school playground
spaces usually? There will be two different playgrounds: One will be supplied
by the school to accommodate kindergarteners and will be on the asphalt area
of the school; the other playground set will be for users 5-12 years old which
needs to accommodate 25-30 kids at a time. There will be more conversations
with the school district to not only confirm the relationship to the school and
access but also confirm the size.
Would the 10 -acre open grassy area be too much for the adults to supervise
next to the busy street? Vice President Sharon Borton stated good practice
would say the school/adults would be outside supervising. They would set a
sightline and teach their students where the boundary would end.
Commissioner Spencer Meinburg - South of the park, is that all neighborhood
development? Yes.
Are there any new developments in the same area with neighborhoods that
have to build aquatic features? The Hill Century Farm Subdivision has a
proposed private pool.
Are there still aquatic features being planned for the new YMCA? Yes, but not
at this time. This will be phase 2 or 3.
Is there a construction manager for the park project? The City has hired
Russell Corp, the same company building the school and the YMCA.
He expressed he liked the proposed site rendering.
c. Memorial Program Update - Mike Barton
MPR Parks Superintendent Mike Barton gave a PowerPoint presentation about the
existing Memorial Program at Tully Park and Generations Plaza, including trees and
plaques, and the new proposed program, including trees, plaques, benches and a
replacement agreement. The MPR Department's pricing structure was put in place
15+ years ago, which has become outdated. Some of the thought process behind
the proposed changes stemmed from research into other cities' programs, which is
consistent and was patterned after the City of Coeur d'Alene. Copies of his slide
handouts are attached to these meeting minutes.

there are many open spots available on the wall at Generations Plaza. He is not
sure if the proposed $200 for the brass plaque would sell since at $100 all of
the plaques have not been sold. Under the current pricing structure, $290
covers a tree and a granite plaque with a concrete base. People would rather
pay this amount than $100 for a brass plaque at Generations Plaza to get
"more bang for their buck. " MPR Director Steve Siddoway interjected they
have not been marketing Generations Plaza much if at all. Tully Park is the
site for the Memorial Tree program. The $290 was set 15+ years ago to cover
the cost of the plaque; it doesn't cover the cost of the tree ($300), planting,
staff time to get the memorial, or any tree replacement costs. The proposed
prices are more in line with the actual costs to manage the program.
Are there any agreements in place with the people that have them currently
with the sunset clause, or eventually, would the plaques be taken away? Steve
responded this is unspecified. Council will need to approve a sunset clause.
The City is a Tree City USA with the goal of planting as many trees as possible
which is in the Department's budget. Therefore, why the increase in the cost
of a tree? He does not see the benefit of only purchasing the tree unless there
is an identifying plaque associated with the tree.
Commissioner Jo Greer - She does not agree with the percentage increase in
taking something no longer attainable to the average persons who have lost
someone and who has spent a lot of money on funerals and making the price
more for the elite.
Commissioner Spencer Meinburg - Who is eligible for this program—anybody
that has lived anywhere or do they have to be a Meridian resident? Anyone.
Commissioner Meinburg recommended those who are eligible for the program
should be a consideration.
Another option for consideration is having a memorial wall or memorial walk at
each park, and anybody that would sponsor a tree or give money for the tree—
their name would not be linked to that tree specifically—but there would be a
list of plaques of people. (Commissioner Nesmith liked his idea.)
Commission Vice President Sharon Borton - Is there is a specific caliper
measurement/ requirement for the tree? Yes, a 2 Y2 inch caliper.
Commissioner Matt Stoll - Are people asking for memorial trees with plaques?
Is the MPR Department having to turn them down? If so, how many? Mike's
guess would be that roughly 10-20 have been turned away in the last year.
In general, he expressed the proposed fee increases could potentially be
received by the public as price gouging. He would like to have better facts on
what sort of demand and inquiries the MPR Department is receiving to make an
informed decision.
Based on all of the Commission feedback, Mike and MPR staff will do more work on
the program, specifically detailed costs and supporting information, and return to
the Commission at a future meeting date with an update.
d. Review Park Naming Policy - Creg Steele
The MPR Commission took a moment to collectively review the Meridian Parks and
Recreation Properties Naming Policy (Resolution No. 07-552), which was adopted
on April 3, 2007. This document is attached to these meeting minutes. MPR

Director Steve Siddoway and Deputy City Attorney Ted Baird highlighted some of
the main points of the policy as follows:
1) The proposed park name cannot be anything similar to an existing park.
2) If the land were donated with certain stipulations that are in the original
property donation, deed, or development, the deed will be honored.
3) Do not name a park after a subdivision.
4) If someone wants to name a park after a living individual, their permission is
required.
5) If someone wants to name a park after a deceased individual, permission is
needed from one of the closest relatives.
6) The name should represent community values in general.
7) Regarding Neighborhood Parks, if at least 50% of the value of the parkland (not
necessarily the entire cost of development of the park) is donated, then the
developer could potentially get some naming rights (guideline).
8) For Community Parks, if at least 25% of the value of the parkland is donated,
then the developer could potentially get some naming rights (guideline).
9) Facilities (a structure of some type) are named when they are donated at no
cost to the City of Meridian; i.e., a picnic shelter, etc.
10)A naming request can come from the Mayor, Council, and/or the MPR
Commission, as appropriate when the right circumstances exist for this to
happen.
11) The City Council can waive any requirement of the policy.
MPR Commission Feedback:
• Commissioner John Nesmith - It might make sense with regard to naming a
park after someone who is deceased for the developer or requestor to also add
some information about the person in a written statement concerning their
contributions and values they brought to the community (if any) along with
their biographical information as part of the naming policy. Then when the
park is developed, he suggested adding a small plaque onsite highlighting some
of this information for park patrons who may not be familiar with the
memorialized individual.
• Commissioner Jo Greer - She concurred with Commissioner Nesmith. In order
to understand who the person was, more factual information would be helpful,
if there is any.
She suggested having some biographical information at the actual site in the
form of a plaque.
• Commissioner Matt Stoll - In future cases when naming a park in memoriam of
someone, he would like for the MPR Commission to always have a copy of the
Park Naming Policy on hand (or attach it to the request) at the time of the
discussion so that the Commissioners can review it and read the guidelines to
see what they can work with and know what the requirements are or aren't.
(President Steele concurred.)
He concurred with Commissioners Nesmith and Greer. Having the biographical
information regarding the person does make sense so that for future
generations of park patrons who walk through the park can read a plaque and
have a general understanding of who the person is.

He stated it is reasonable to modify the policy to add the additional
requirement that the MPR Commission has some biographical information that
is provided in a plaque at the park so that the information is not lost in the
future. (Commissioner Nesmith concurred and recommended putting an
addendum at the end of I I.A.5. of the naming policy.)
Commissioner Spencer Meinburg - He expressed the policy is good as written.
Deputy City Attorney Ted Baird - He stated what the Commissioners have
described is almost something for the Parks Committee to discuss as a park
amenity and to do it retroactively for the ones where it is required.
He also suggested that staff work with the Legal Department to make the
request more of a robust staff report instead of stating "the request complies
with the policy" to show the elements that it complies with and why for the
MPR Commission to check off. He gave an example of a land use requirement.
(President Steele agreed and added it would also help City Council having that
much more information.)
e. June 8, 2016 Team -Building Activity Debrief - Creg Steele
Commission President Creg Steele stated participants had a great time in getting
to know one another more at the June 8, 2016 Team -Building Barbecue at Settlers
Park. Commissioners were taught how to play Pickleball. He encouraged the
Commissioners to attend the event next year.
MPR Commission Feedback:
• Commissioner Matt Stoll - He thought the food was good and appreciated staff
putting on the event. Overall, he expressed it was a great event.
• MPR Director Steve Siddoway - He liked that there was a built-in activity. For
next year, he threw out the idea of playing disc golf at the course in Kleiner
Park.
• Commissioner Spencer Meinburg - He explained as a new Commissioner, he
thought it was highly beneficial. He got to know quite a few of the other
Commissioners on a more personal level than he would from just attending the
monthly meetings. He expressed his appreciation.
• Commissioner Jo Greer - She liked the idea of playing disc golf next year.
• Commission Vice President Sharon Borton - She concurred with Commissioner
Greer. She made a recommendation to have a mini lesson on how to throw the
discs with some added practice time.
There was general consensus to continue the tradition of holding an event next
year and to include disc golf as an activity.

MPR Director Steve Siddoway reported on the following:
• Home Court - The Purchase Et Sale Agreement for the Home Court is in effect.
MPR staff is expecting to take over ownership of the property, close on it towards
the end of September 2016, and take over operations starting October 1, 2016.

They are actively gearing up for operations and are working with Human Resources
on staffing requisitions, etc. The task staff has been most involved in recently is
working out the operational agreement between the City/Department and the
YMCA, particularly in the interim while they are still at the Home Court and the
City is the owner.
South Meridian YMCA - At the Hillsdale site at the South Meridian YMCA, the
Memorandum of Understanding has been signed, which is the high-level
partnership agreement that expresses the intent for all of the partners to work
together. The project now has the name as "The Hill."
Fiscal Year 2017 Budget - There has been a Commission presentation in prior
months about the enhancements, etc. The main, first couple of days of workshops
were held in June with the Mayor, City Council, and staff. On July 20, 2016,
workshop #3 will be held and in the Meridian Council Chambers. The budgets are
moving forward as were presented to the Commissioners previously. MPR staff will
provide an update about the hearings and final outcome next month.
Parks >:t Recreation Month - July has been officially designated by the Mayor and
Council as "Parks and Recreation Month." Rachel Myers sent out a news article
about this from The Valley Times. There is a national Selfie Contest through NRPA
(National Recreation Ft Park Association), which the City is promoting via social
media (Facebook, etc.). Prizes include Amazon gift cards and others.
MPR Parks Superintendent Mike Barton reported on the following:
• Storey Park Restroom Project - MPR staff submitted a grant application to the
CDBG (Community Development Block Grant) program. After months of
determining whether or not Storey Park would actually qualify because it is just
outside the low -to -moderate -income area of the City, it was determined that the
park is eligible. The MPR Department was given the "green light" to go ahead with
the project. The old, original restrooms where the shop is located will be gutted
and made ADA compliant. There is a budget of $80,000 to complete the work,
including consulting fees. Mike anticipates the project will go to bid in
November/ December 2016 and slated for a January 2017 project.
• South Meridian 77 -Acre Future Park - MPR staff recently underwent a programming
exercise, which is more or less consistent with the concept plan that was
developed during the master planning effort. Staff members want to determine
levels of parking and traffic counts. The traffic consultant will write a scoping
memo to ACHD and inform MPR staff what kind of a traffic study is needed. As
soon as there is something to share, MPR staff will get in front of the Commission
early to provide an update.
MPR Recreation Manager Colin Moss reported on the following:
• Temporary Use Permits - Last month in June was the Department's busiest month
during the year for events. There were 19 different events that operated for 32
total days which equates to just over an event per day for June. There is constant
coordination to make all these events happen.
