Please accept an application from Envision 360, Inc. for a conditional use permit to construct a self -storage facility in the northwest comer of CentrePoint Market Place. Please refer to Exhibit A for location within the development and Exhibit B for facility site plan. As shown, the facility will border Champion Park Subdivision to the west, Jasmine Lane to the north, the future CentrePoint Way to the east and CentrePoint Market Place to the south. A self -storage facility at this location, near two principal arterials will provide service to not only the neighboring area but regionally as well. Further, although the facility is adjacent to residential areas on the north and west it will have much less impact associated with traffic, lighting and noise than many allowed uses in the C -G zone. This was evident in the neighborhood meeting and calls from residents that found this use the least intrusive use within a commercial development. Information on the self -storage facility follows: ❑ The rear walls of the storage facility will be 12 feet in height with picturesque towers that create both horizontal and vertical relief The towers will be approximately 14 feet tall and constructed of a stucco material with some metal accents. The materials are varied for texture and aesthetic value. ❑ Plans call for one entrance to the facility off of the new CentrePoint Way. Please refer to exhibit C that shows the entrance design and rear wall construction that will surround the entire project. The site plan also shows a secondary fire access entrance to CentrePoint Way per fire code. Conditional Use Application Self -Storage Facility CentrePoint Market Place June 6, 2016 ❑ A 795 square foot administrative/sales office will be located at the entrance to offer assistance to customers and monitor traffic in and out of the facility. ❑ An 862 square foot caretaker's quarters will be located above the sales/administrative office with 24-hour attentive security. ❑ Required bicycle parking will be provided at the administrative/sales office. ❑ Enclosed storage garages will be along the entire perimeter and approximately half of the interior space. The area in application is the west property line of CentrePoint Self Storage facility. This western property line butts up to 6 residential homes who have already installed 6' vinyl fencing. Our current application according to our development agreement allows for a 10' setback from this property line. This 10' setback area according to the Meridian City code is subject to landscaping requirements. We are requesting that we use trees/shrubs no shorter than 8' at at maturity only as no one will see anything shorter than 6' high due to fence already in place. This includes ground cover and foundation planting requirements. Anything less than a zero landscape buffer will be nothing but a maintenance issue and detract from the neighbors directly to the west. These codes are in place for the benefit of the citizens. In this case there is no benefit other than taller trees that can can provide screening and privacy.
