SWAC Booth at PW Expo - Update Items Combined and Discussed Together) Scott and Steve confirmed that Council presentation went well. There were very few questions. Good Job to Jacob and Scott for putting things together. Karie, Andrea and Rachelle met with Solid Waste Advisory Commission Meeting — May 25, 2016. Page 1 of 1 Kaycee Emery to discuss the outreach. Press release, face book, CityNews, etc. will be utilized to promote the intent and the current location of the "traveling" collection container. Republic will be putting the container in the Dairy Days Parade. A signup sheet for the "painting/kickoff" event for the Public Works Expo. June 9th is being passed around during this meeting. Please make sure to get on the list for coverage. Nametags will be made available during the event. The container will be placed on large tarps, heavy monitoring will be required. Request from Renee White with Parks to be allowed to paint the container during their July 4th Home Town Festival event. SWAC will consider the need or desire for additional painting events once the results have been reviewed from the June 9th event. The container is scheduled to be at Storey Park for collections. Handouts —how the fund works, Recycling rules, 300 reusable grocery bags donated by Albertsons Games — answer questions and for every correct answer you get a chance to win a prize Activity — place your handprint on the container to promote recycling. Hand in Hand We Recycle! Thank you to Mr. & Mrs. Dean for participating in this program. Any signage for the expo event should be sent to Andrea for use and placement. 7. New Business A. Ada County SWAC-Update Lots of space for up to 2080. There is money for next expansion, so as of now there are no anticipated rate increases for 2 or 3 years. Boise Compost project update expected at the next meeting. B. Old Town Clean Up -Update Last 2 years have really been insignificant. To the point of being considered a waste of resources/not seeing the volumes for the time, money, effort involved. Republic Services suggests downsizing the event/volunteers. Suggesting that Republic Services works directly with Code Enforcement on specific needs. In house staffers to meet with Code Enforcement and follow-up with SWAC C. Spring Collection — Update Went well. Two trucks used this year. Customer Service Reps did get complaints on the timing of information in the newsletter again this year. 8. Mobile Collection Pilot Program; and (2) SWAC Annual Activity Date: May 10, 2016 The City's Cot unity Recycling Fund Prograrn (CR P) is an Intogtal part of Meridian's Ittaidentiai Recycling Program, Since 2011 the following projects have received all or partial funding from t1w CP,FP; A. Old Towne Clean Up- $2,356.25 was spent for rental fees for HHW collection, flyers, and T- shirts; B. Western Ada Recreation District Pool -$5,000,00 was spent to purchase benches and trash can enclosures made frons recycled materials; C. Meridian Split Corridor Art Project - $20,000.00 was spent to partially fund the purchase of the, environmantally-ffiendly Split Corridor Am Project by CJ Rench entitled "Under the Sun and Dreatning"; D, "Meridian Recycles!" reusable bags® $6,959,80 was spent to purchase 5,000 bags for promotional purposes, At one event SWAC, Republic, Services, and MYAC combined to distribute 3,400 reusable bags to the con-ununity at four local grocery store locations, -lure was also opportunity for new sign-ups to the residential curbside recycling program. The remainder of the bags was allocated to the Environmental. Division and Community Liaison Representative for promotional opportunities, E Settlers Park Recycling Container Pilot Program- $13,501.20 was spent to install twenty permanent recycling containers at Sealers Park, This project has been overwhelmingly successful especially because Republic Services generously agreed to return a percentage of revenue received to the CRYP similar to the residential curbside recycling program. F. Meridian Youth Baseball, Purchase and Installation of Aluminum Bleachers at Settlers Park Baseball Complex- $8,902,50 was spent and MYB organization fulfilled their cash notch of $3,902,50 to complete the project. City of Meridian Parks and Recreation Department, Project #1: Recycling Containers Installation at Heroes and Julius Kleiner City Parks- $14,773.00 was spent to install additional permanent recycling containers like at Settlers Park, 1-1, City of Meridian Parks and Recreation Department, Project #29; 80' Street Playground Equipatent423,801.08 was spent to purchase playground equipment manuWured from 50% posiconsurner plastics, The, Parks and R=readons fultillod. Its cash match of $8,260,00 to completo this project, L City of Meridian Environmental Division, Graphics Animation "It Starts at Home -Solid Waste & Recycling Services in Meridian''- $5,000 went towards this project. This national award winning video is used at schools and other community education functions. J. Storey Park Dog Park: $ 1,000 was spent for a bench made from recycled material for the City's new dog park. Clearly, the community has benefitted from the efforts of residential recyrlers and Republic Services return of 80% of net revenue derived therefrom to the CRFP. However, due to a sustained global decline in the value of recycling conunodities, no money has been returned to CRFP since Late 2012, Tho current C balance is $2,255,84, Part of the problem is that commingled recycling ha contributed to the negative value. Global markets are no longer interested in buying baled commingled material due to confamination so the local MRF Jim had to charge a higher processing fee to "unmingle" the delivered commingled material into separated baled commodity streams for market. The container will otherwise be literal ly covered with painted handprInts of Individuals who recycle In. Meridian, Attao W- is a Visual of both the ologan and a painted oonta!Aer, Four separated streams of commodities (cardboard, aluminum, plastic, and newsprint) will be collected in separated compartments of the container. The four divided compartments will have appropriate commodity signage supplied by Republic Services, The "hand painted" container will reside in-between events at Republic Services' Meridian Transfer Station and be available for free drop-off of the four commodities year-round. When fall, the container will be hauled by Republic Services to Western Recycling's Nampa baling and shipping facility to be processed for market, Republic Services has agreed to donate the w of the container and hauling services; Wes tem Recycling has agreed to donate its processing services, Advertising of the program will be a collaborative effort as well. All available newsletters, billing statements, social media, will be utili7xd to promote the program and event locales. Through this generous collaborative effort, SWAG hopes that the sale of the separated commodities will yield revenue back to the CRFP and generally promote enthusiasm for clean recycling in the community, If the pilot program is approved by City Council, SWAC will launch the program at the PW Expo event on June 9h at City Hall, The launch will consist of having Republic Services' (freshly green - painted) 30 yard container placed strategically in the parking lot to promote access and visibility, In front of the container will be a staffed table by volunteers .frons SWAC and Republic Services, oil the table will be a supply of a different colored latex paint (donated by Stericycle from the landfill HHW store). The volunteers drill ask individuals walking by, "Do you recycle here in Meridian?" If the answer is, "Yes," then the person(s) will be invited to choose a paint color of their choice and apply their painted handprint anywhere on the container. If a person doesn't currently recycle, lie/she will be invited to sign up then and there, and if they do, then they will be given the same opportunity to apply their painted handprint to the container. There will be hand cleaning supplies available. Taped down drop cloths around the table and container should protect the parking lot No recyclables will be collected at this time. SWAC believes this program will also promote recycling generally just by its positive message and presence at highly attended IwW events and will directly contribute to the CRFP by presenting a mobile collection opportunity for the community to drop off clean separated recyclable material. SWAC ANNUAt, Acnvrrv: Beginning in 2016, SWAC has chosen to adopt an annual activity of which it wishes to advise the Mayor and City Council, SWAC intends to participate with a manned booth at the annual PW Expo event at City Hall. This year that will be on June 9, 2016. The Subcommittee will continue to meet to work on the logistics of both activities and give an update to SWAC at the May SWAC meeting on 5/25. Look at your schedules and start planning ahead to: (1) Attend the SWAC meeting on 5/25 as we would like to take a Commission photograph; (2) Sign up for slots to help with the outdoors "Hand in Hand We Recycle!" painting event at the PW Expo @ City Hall on June 9th from 4-7 pm; and (3) Sign up for slots to help with the SWAC Booth on the same day and time (indoors, City Hall).
