The applicant, Brock Martinson, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval of a 54,000 sq.ft. shop, showroom and office for RV sales (classified as
vehicle sales) on 17.32 acres of land in the I-L zoning district.
The site is located at 1300 W. Overland Road.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to
verify if you need a buildingpermit and/or inspection. Ifyou do need a building permit, you
must complete that process before you commence the use or construction. Please contact
Building Services for additional details about building permits and inspections.
General Conditions of Approval
1. 100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public
roadways per the City of Meridian Improvement Standards for Street Lighting. All
street lights shall be installed at developer's expense. Final design shall be submitted as
part of the development plan set for approval. Applicant shall also include the location
of any existing street lights in the development plan set. Street lighting is required at
intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in
the Standards. The contractor's work and materials shall conform to the ISPWC and the
City of Meridian Supplemental Specifications to the ISPWC.
Site Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the
UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11-3A-6B.
2. Prior to issuance of Certificate of Occupancy, the applicant shall close the
driveway closest to the eastern property line, unless ACHD conditions of approval
are met to keep it open and condition 411 under Process Conditions of Approval is
met.
3. For any landscape plantings fencing construction within a Nampa Meridian Irrigation
District easement, a license agreement shall be executed between the applicant and
NMID. A copy of said agreement shall be submitted to the Planning Division prior to
Certificate of Occupancy.
4. The applicant shall tile the irrigation facilities as set forth in UDC 11-3A-6A, unless
otherwise waived by Meridian City Council.
5. A 25-foot wide sewer easement shall be granted across the length of the property

(east to west) and lining up with the location as shown on the recorded Kennedy
Commercial Center Subdivision plat. Applicant shall coordinate with Meridian
Development Services on location of sewer easement. Applicant shall provide a copy of
recorded easement to the Planning Division with the Building Division submittal.
Applicant will be responsible to bring sewer line across property at location of the
easement.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11-5C-3B. A surety agreement may be accepted for other
improvements in accord with UDC 11-5C-3C.
3. Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 11-
3B-14A.
4. The site plan prepared by CTA Architects on April 29, 2016, labeled G102, is approved
as shown in Exhibit B, with the following comments:
a. Fencing along the eastern boundary, abutting the residential use, shall be
closed vision, unless required to be otherwise per NMID standards.
b. Chainlink fencing shown adjacent to I-84 shall only he allowed on the
interior edge of the landscape buffer per UDC 11-3B-7C2c.
c. Drive aisle that services the service yard shall be curbed, and the security
fence shall be located on the property line, on the western side of the
required 5-foot wide landscape buffer.
5. The landscape plan prepared by CTA Architects on April 29, 2016, labeled L301, is
approved as shown in Exhibit C, with the following comments:
a. The western boundary shall be planted with at least 25 trees per UDC 11-3B-8C.
Currently 9 trees are shown on the landscape plan for this area. An additional
16 trees are required. Furthermore, the 5 foot wide landscape buffer shall
also be planted with shrubs, lawn, or other vegetative ground cover.
6. The elevations prepared by CTA Architects on May 18, 2016, labeled SK201 and
SK202, are approved as shown in Exhibit C.
7. The approved site plan, landscape plan and/or elevations may not be altered without
prior written approval of the City of Meridian Planning Division.
S. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
9. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy. Applicant shall provide any
requested changes to the Planning Division with the Building Division submittal.
11. Prior to Certificate of Occupancy, the applicant shall record a cross-access/ingress-
egress easement to the adjoining property to the east (Parcel #R4885160050) and submit
copy of said easement to the Planning Division in accord with the provisions of UDC
11-3A-3A2.
12. The City of Meridian requires that the owner enter into a Warranty Surety Agreement

and post a Warranty Surety in the amount of 20% of the total construction cost for all
completed public sewer and water infrastructure for a duration of two years. This surety
amount will be verified by a line item final cost invoicing provided by the owner to the
City. The surety can be posted in the form of an irrevocable letter of credit, cash deposit
or bond, and must be in place prior to Certificate of Occupancy. Applicant must file an
application for surety, which can be found on the Community Development Department
website. Please contact Land Development Services for more information at 208-887-
2211.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-313-6 and to install and maintain all
landscaping as set forth in UDC 11-3B-5, UDC 11-313-13 and UDC 11-313-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site.
4. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
6. The applicant shall have an ongoing obligation to maintain all pathways.
7. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC 11-3A-11.
8. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
9. The applicant and/or assigns shall have the continuing obligation to meet the specific
use standards for the proposed use as set forth in UDC 11-4-3-38.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before June 13, 2016, within fifteen (15) days after the written decision is issued, and contain
the information listed in UDC 11-5A-6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
May 27, 2017.

Dear Sir or Madam,
CTA Architects is hereby submitting CZC & Design Review documents for a new 53,375 sq.
ft. showroom, office, and shop for Bish's RV located on Overland Road.
The project site is currently zoned I-L and the proposed improvements are an allowable use.
The property is well suited for the proposed facility.
The architectural character of the proposed building is appropriately designed to
reflect the retail nature of the surrounding development:
a. Facades:
The exterior of the proposed building is clad with a combination of materials. The
shop bays are to be constructed as a pre-engineered metal building with a dark
charcoal metal panel profile that will wrap the roof panel down the exterior wall.
Exterior overhead doors will be aluminum with vision glass panels to provide visibility
and detail to the bay facade. An accent band of colored aluminum infill panels will
extend across all exterior overhead doors.
The storage and office portion of the building will be constructed of load -bearing CIVIL
in 3 distinct colors to break up the potentially monolithic appearance of the masonry.
The 3 colors will range from standard grey to a dark grey and will create the
appearance of striation in the facade. Windows in the storage and office portion of
the building will be aluminum storefront finished in a charcoal grey anodized color.
The showroom portion of the building will consist of dark metal panel to match the
adjacent metal panels, charcoal grey anodized aluminum storefront, exterior wood
siding, and exposed glu-lam wood elements to be finished with a natural stain. A
large canopy will wrap the north and east sides of the building, denoting entry
locations and providing covered areas for customers and salespeople.

b. Primary Entrances:
The main facility entrance is located on the east side of the building, adjacent to the
public parking area. Additional public entry points are located on the north side of
the building adjacent to the sales lot and on the south side of the building adjacent
to the service area. The south entry is intended to serve as the main point of entry
for customers requiring service or warranty assistance. Additional entry points will be
located on the north andsouthside of the service bays, but access will be limited to
employees and product suppliers.
c. Roof lines:
The roof has three distinct elements that are visibly unique. An overall shed style
roof form that extends from the service bays over the showroom area, the canopy
shed style roof that slopes in the opposite direction of the main roof form, and the
office parapet over the storage and office portion of the building that provides a
visual break from the overall roof form. The roof panels over the showroom of the
building are shown to receive an accent band of color to provide a point of visual
reference.
d. Pattern Variations:
Varied roof heights, slopes, and parapet locations provide an active facade that is
well articulated at all sides of the building. A restrained, yet varied, palette of
materials provides a harmonious appearance while also creating a number of distinct
textures. Dark metal panels, varied CMU colors, colored accents, and areas of wood
accent on the facade provide a visually stimulating appearance on all sides of the
building. Additionally, by allowing building volumes to intersect and interrupt one
another, the overall form of the building appears articulated rather than monolithic.
e. Mechanical equipment:
The mechanical equipment on the roof will be screened on the south, west and east
elevations with a 42" (minimum) parapet. The mechanical equipment will be set
back from the parapet in order to not be visible from the Right of Way.

Please refer to the building elevations and rendered image of the building included
with the CZC application packet for indication of the building exterior materials
3. Parking Lots:
The site plans indicates the extent of the parking lot to the east, north, and south of
the proposed building.
4. Pedestrian Walkways and Facilities:
There is an existing sidewalk on the south side of the site. Additional pedestrian
sidewalks will be provided around the public portions of the building to provide site
access and circulation.

Can you provide me with the square footage of just the vehicle display areas? I will then need the square footage
calculations of the required landscape buffers so I can look at the difference between the required landscaping and then
total landscaping to ensure that we have enough onsite per the specific use standards. This will then help determine
whether or not we need to actually use alternative compliance or not.
