Broadway Avenue, Meridian, ID 83642 Phone 208-884-5533  Fax 208-888-6854  www.meridiancity.org May 13, 2016 MEMORANDUM TO: P&Z Commissioners CC: City Clerk FROM: Caleb Hood, Planning Division Manager RE: Ten Mile Road Urban Renewal District May 19th, 2016 Agenda Item In accordance with Idaho Code Title 50, Chapter 20, the Meridian Planning & Zoning Commission is being asked to review and recommend conformity of the Ten Mile Road Urban Renewal Plan/Project with the City’s Comprehensive Plan. The Commission is required to submit a written recommendation to the City Council; a draft Resolution has been prepared for the Commission to consider approving. On April 27th, 2016 the Meridian Development Corporation (MDC), the duly constituted and authorized urban renewal agency for the City of Meridian, approved and submitted to the City a proposed urban renewal plan (Plan) entitled “Urban Renewal Plan for the Ten Mile Road Urban Renewal Project.” On May 3rd, the Meridian City Council referred the Plan to the Planning & Zoning Commission for review and recommendation concerning the conformity of said Plan with the City of Meridian Comprehensive Plan. City Staff has reviewed both the Ten Mile Urban Renewal Plan and the City’s Comprehensive Plan and believes that in all respects the Ten Mile Urban Renewal Plan conforms and is in accord with the City’s Comprehensive Plan (see below for a list of applicable Comprehensive Plan policies). If during the May 19th meeting, the Planning & Zoning Commission also makes the same finding, City Staff will provide the City Council with a signed copy from the Commission of a Resolution relating to the Plan. The City Council will hold a hearing on June 14th; this meeting is a public hearing for testimony, both oral and written, so it is strongly encouraged that the public participate at that juncture. The City Council meeting is the more appropriate time for the public to weigh-in and support or oppose the Plan. APPLICABLE COMPREHENSIVE PLAN POLICIES AND GOALS The Comprehensive Plan Future Land Use Map (FLUM) designates this site as: Commercial, Lifestyle Center, Medium-High Density Residential, High Density Residential, Medium Density Residential, and Mixed-Use - Community. A wide range of commercial/office and residential uses are envisioned in this area. Staff finds the following Comprehensive Plan policies to be applicable to the property contained in the Ten Mile Road Urban Renewal District Plan:  “Develop incentives that encourage utilization of unimproved or underdeveloped land within City limits in order to maximize public investments, and curtail urban sprawl.” (3.01.01E)  “Establish incentives for new commercial development within under-utilized existing commercial areas” (3.01.02B)  “Pursue construction of the City’s pathway network to and through downtown.” (3.03.01E)  “Develop City utilities in priority areas.” (3.04.01E)  “Continually improve public participation in matters relating to financing, construction and location of public facilities.” (3.04.01K)  “Identify underdeveloped areas for potential development.” (5.01.01F) City staff finds the proposed Ten Mile Road Urban Renewal District Plan is consistent with the goals, objectives and action items of the Comprehensive Plan. Staff will provide a summary of the Ten Mile Plan, and further explain how it conforms with the Comprehensive Plan, during the May 19th meeting.
