Voigt. He has asked that the City sign a form which indicates that Mr. Voigt and Mr. Wolf I think, excuse me Mr. Groves that they donated some land to the City. They have the form here and we are not stating on the form that it was of a certain value, we are just signing to state that they did donate the land to the City and I am requesting that the Mayor and the Clerk sign this. It is an IRS form, form 8283 for a non-cash charitable contribution. I will present this to the clerk because he is the keeper of the record and ask him to present it to the major for proper execution. Morrow. The City represented and agreed that it would sign required Noncash Charitable Contribution forms so that Gary and Craig could claim the $100,000 value of the "gift" as an income tax deduction. Without this inducement, Gary and Craig would have resisted making the gift. I have sent you the form on at least four occasions, commencing on October 22, 1996, and continuing through February 28, 1997. I have never received any response, other than a call from Marlene in your office requesting that another set of forms be sent. Copies of my letters are enclosed for your review. As you probably know, the tax filing deadline is April 15. In order to take advantage of the only benefit that they were to receive from the gifting of the four acres, Gary and Craig need to have the signed IRS forms. The only thing the City needs to do is to fill in Part IV on page 2, the donee acknowledgment. The City needs to fill in its employer identification number in the top line. In the bottom line, an authorized official needs to sign, insert his title, and date the document. It shouldn't be too difficult.
