DESCRIPTION OF APPLICANT’S REQUEST
The applicant, LKV Architects, requests certificate of zoning compliance (CZC) and design review (DES)
approval to construct a new 7,221 square foot two-story addition to the existing 50,667 square foot
private school constructed on the site. This is the fifth construction phase for the project and includes the
addition of a gymnasium. The site improvements (parking and landscaping) were approved under a
previous CZC.
The subject property is located at 6100 N. Locust Grove Road. The property is zoned C-C.
DECISION
The applicant’s request for CZC and DES is approved with the conditions listed in this report.
Note: This is not a building permit. You must complete this process before you commence the
use or any construction. Please contact Building Services at (208) 887-2211 to verify the
building permit and/or inspection requirements.
Process Conditions of Approval
1. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11-5C-3B. A surety agreement may be accepted for other improvements in accord with
UDC 11-5C-3C.
2. The site plan prepared by LKV Architects, dated 03/21/2016, labeled SD-1.2 is approved as
shown in Exhibit B with no changes.
3. The landscape plan prepared by LKV Architects, dated 03/21/2016, labeled L-1.1 is approved as
shown in Exhibit C with no changes.
4. The building elevations prepared by LKV Architects, dated 03/21/2016, labeled A-5.1 is
approved as shown in Exhibit D with no changes.
5. The approved site plan, landscape plan and/or building elevations shall not be altered without
prior written approval of the City of Meridian Planning Division.
6. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
7. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Division for approval prior to
issuance of the building permit.
8. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.

Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ-07-017, PP-07-021, FP-08-006, DA #108022887, CZC-08-
060, CZC-09-018, CZC-10-049, CZC-15-008 and DES-15-005).
3. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A-3.
7. The applicant and/or assigns shall have the continuing obligation to meet the specific use
standards for the private education facility as set forth in UDC 11-4-3-14.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before 02/20/2016, within
fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-5A-6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under Idaho
Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
The administrative design review shall be exercised with the approval period of the underlying permit
(CZC) or the approval shall expire.
In accord with the above provisions, the subject Certificate of Zoning Compliance and Design
Review is valid until April 5, 2017.

The Ambrose School respectfully requests Certificate of Zoning Compliance approval of a 7,221
square foot gymnasium addition to be located southeast of the first four phases of the existing
private school building. With completion of the Phase 5 Addition, the total gross floor area of the
school will be 57,888 square feet.
The site's existing 130 off-street parking spaces exceeds the City's parking requirement based on
the total gross floor area of the facility. With the exception of the Phase 5 Addition and related
sidewalks, all construction and landscaping reflected on the accompanying site, landscape, and
building plans remains as previously submitted and approved.
Please see the accompanying Design Review application and narrative for a more detailed
discussion of the exterior design of Phase 5, particularly in light of a future Phase 6 expansion of the
facility. This remaining phase, which will be permitted and constructed as the school continues to
grow, will include approximately 21,000 square feet of additional building area as well as additional
parking at the south end of the site.

Planning Staff:
The Ambrose School respectfully requests Design Review approval of a 7,221 square foot
gymnasium addition to be located southeast of the first four phases of the existing private school
building. All three of the exterior facades of the proposed Phase 5 Addition will match the school's
existing architecture with respect to massing, form, materials, colors, detailing, and fenestration. It
should be noted, however, that architectural elements have been kept to a minimum on the south
facade as this will become an interior wall with the next phase of building expansion.
Architectural Character
The exterior walls of the addition will feature light taupe -colored stucco with off-white colored
stucco wainscot, accent bands, pilaster caps, and window sills and lintels. This motif is the same as
employed on Phases 1 through 4 of the building. As with Phases 1 through 4, parapet walls on the
addition are of sufficient height to screen roof -top equipment, and fenestration in the form of
narrow windows with dark, bronze colored frames is incorporated on the east facade.
The temporary exterior steel stairway, located at the east side of Phases 3 and 4, will be relocated to
the south side of Phase 4. This stairway is needed for second floor emergency egress until an
interior stair is provided in the building's final phase.
Siting and Landscaping
Most design review siting and building layout considerations and criteria are not applicable due to
the fact that the project is the next in a series of planned additions to a previously approved project.
The only new site work proposed with the Phase 5 Addition is a small amount of additional
concrete paving on the east and south sides of the addition.
