DATE: March 31, 2016 SUBJECT: Copperbrook Subdivision In anticipation of the Council meeting, we have made progress on several items over the last two weeks. Please accept the following summary and attachments. 1. Nampa Meridian Irrigation District Clarification — See attached letter from NMID and the site plan showing the regional pathway. 2. Written support from neighboring property owners — See Attached. 3. Inter -Agency meeting with ITD, ACRD, Meridian City, and the Developer a. ITD indicated that the 300 foot parcel and general configuration of our development is consistent with their plan for Highway 16. b. ITD indicated that they do not have an objection to the %2 spacing location of the collector street at McCrossen. Further, ITD clarified that the road location is under the jurisdiction of ACHD and they will yield to the decision of ACHD and the City. ACHD indicated that the location as shown is consistent with their approved master plan. 4. Contacted owners representative for the out -parcel on McMillian to acquire right-of-way to construct the pathway. a. We have requested right-of-way and are in communication with owner's representative. This pathway would lay within the fee title property owned by NMID for the maintenance of the Five Mile Drain. This area also has a user's ditch fed off of NMID's Noble Lateral and must be protected. In these comments provided I am speaking for NMID only. Additional comments should be sought by the water users in relation to their concrete ditch as future maintenance will be affected. As for the pathway paralleling the lower embankment of the Five Mile Drain, I do believe this concept has the potential to be approved by NMID providing it is presented in a Land Use Change Application and it meets all district requirements. However, I would like to see the proposed pedestrian crossing (bridge) over the Five Mile Drain be incorporated into a existing or future new road crossing rather than a stand-alone crossing. As proposed would just further congest this area and make maintenance of one of our largest drains more challenging and currently would lead to undeveloped property.
