Rosario Street, Suite 100 Meridian, ID 83642 Subject: Phasing Analysis and South Connection to Amity Road Brundage Estates Subdivision Dear Becky: As requested by ACHD, this letter summarizes the phasing analysis conducted for the Brundage Estates Subdivision to estimate the single-family dwelling unit threshold that trigger signalization or roundabout improvements at the Victory Road and Linder Road intersection and the Harris Street and Meridian Road intersection. Background, off-site and site traffic data used for the phasing analysis are taken from the traffic impact study report for Brundage Estates Subdivision dated February 2, 2016. The TIS divided the development into two phases – Phase 1 with 183 dwelling units by 2020 and Phase 2 with 183 dwelling units and an 8.24-acre City Park by 2024 (total of 366 dwelling units). For this phasing analysis, the City Park trips and captured trips were equally distributed over four years between 2020 and 2024. This analysis assumes that the Brundage Estates Subdivision does not have connectivity to the east via Harris Street. We also evaluated how an additional southern connection to Amity Road (without the Harris Street extension) would impact the dwelling unit threshold and timing of intersection improvements. Victory Road and Linder Road Intersection (future signal or roundabout) The maximum number of dwelling units that can be constructed before the Victory and Linder Road intersection is projected to exceed ACHD’s minimum operational thresholds is 290 dwelling units (79 percent of full build-out), which is all of Phase 1 and a portion of Phase 2. This is anticipated to occur by 2022. The additional southern connection to Amity Road is not expected to change the site, off-site or background traffic patterns to a significant degree that it would delay the need for signalization or roundabout improvements at the Victory Road and Linder Road intersection. Harris Street and Meridian Road Intersection (future signal) The Harris Street and Meridian Road intersection is projected to exceed ACHD’s minimum operational thresholds with 2020 background traffic and will require signalization. However, this traffic reduction is not sufficient to change the timing of the warranted signalization improvements at Harris Street and Meridian Road intersection.
