Chapter 1 Concept Development
What is the history of the Borup Property?
The Borup Property is approximately 30 acres in size, located
northeast of the Cherry Lane and McDermott Road intersection
in west Meridian. Keith Borup, a longtime City Planning
Commissioner and one of the original Parks and Recreation
Commissioners, owned the land which he sold at a discounted
price (approx. $15,000/acre) to the City in 2002 and 2003. The
City intends for the site to be a park that will serve the future
needs of the residents of west Meridian.
In September 2003, the rodeo (which had previously been
located at the Fairview & Eagle intersection and prior to that
the Meridian Speedway) relocated to the Borup Property site,
under the direction of the Lions Club. The Lions Club has
continued to hold a yearly rodeo on the site since that time,
which is currently the only use on the site.

What is the goal of the park?
The park will be designed to provide the greatest benefits to
the residents of the City of Meridian and meet the demands for
future growth in the area. Potential long term uses include a
rodeo facility, a softball complex, a dog park, picnic shelters,
and/or playgrounds. Dog park use in Meridian and the
surrounding area has seen significant popularity growth in
recent years. That demand is anticipated to continue to grow.
Meridian currently only has one small dog park, and many
residents travel to Nampa to visit their recently developed dog
park. The Borup Property park site is intended to help support
the current and projected demand for dog park space in
Meridian.
What site constraints are there?
The Borup Property has several site conditions that need to be
considered as future development scenarios are proposed.
These conditions include land use and zoning, transportation
and access, and availability of utilities.

Land Use and Zoning
The parcel is located in unincorporated Ada County, within
Meridian's Area of Impact, and is bordered by existing
residential and agricultural uses. Prior to full development as a
park, the property would need to be annexed into the City of
Meridian. Interim uses would need to conform to Ada County
development codes (the current rodeo use is permitted through
a Conditional Use Permit issued by Ada County). Future
planning phases for this park site would need to consider
interim and permanent uses as they relate to County and City
codes. Some improvements, such as locating an animal shelter
on this site, would also need specific review to ensure code
compliance and land use compatibility.
An additional land use consideration is that the Borup Property
is separated from Ten Mile Creek by two small parcels, both
under separate ownership. If the park is to be developed with
access to or along Ten Mile Creek (i.e., through a pathways
system), the City may need to pursue ownership of these
parcels or easements along them. An encroachment agreement
allows for the structures in the northwest corner of the
property, stating that the existing structures “shall have a
permanent 10 foot access easement to so remain as situated as
long as the buildings remain and are put to their present use,
which easement shall also include an additional ten (10) feet
around the perimeter of the encroachment which shall be used
for access only.” This easement must be accommodated as
future designs and construction documents are finalized for
development of the park.
Transportation and Access
During the annual rodeo, the site is primarily accessed from a
gravel driveway off of Cherry Lane. Trailer access is also
temporarily provided from McDermott to the site by agreement
with the property owner to the west. An improved (paved)
roadway, located in accordance with ACHD policy, would be
needed once the park develops. Options for locating the road
will need to consider future plans for the Cherry Lane and
McDermott Road intersection, as well as providing joint access
to the property to the east.

Utilities
A fully developed park site will require water, sewer, gas, and
power service be available on site. At this time, water and
sewer have not been extended to this part of the County.
Currently, a 12-inch water main is located approximately 2,650
feet east of the parcel on W. Cherry Lane. Sewer service is
planned to extend to the future Can-Ada Lift Station, to be
located near the intersection of McMillan and Can-Ada Road,
approximately four miles from the site. Developing the park
prior to those essential utilities being available on-site could be
cost prohibitive and challenging. Phasing of improvements
(such as allowing portable toilets) may be possible until water
and sewer are extended to the site. For more information about
utilities and phasing improvements, please refer to Chapter 3.
Although natural gas is present on site, it is actually a site
constraint, as there are two Williams Gas transmission
pipelines that run diagonally across the northwest corner of the
property. In order to conduct regular maintenance or during
emergency situations, Williams must have unrestricted entry
and access to their facilities at all times, and they will also have
input regarding what can be constructed within their right of
way. An FAQ regarding Williams Gas Pipelines can be found
in the Appendix.
What design concepts have been developed?
Three concepts have been developed at this time. Concept A
includes a dog park and rodeo facilities. Concepts B and C
include dog park and softball/baseball facilities. This Concepts
Plan will not select a preferred or recommended concept, but
will highlight opportunities and constraints associated with
each option.

What stakeholder coordination was involved?
Several stakeholder groups were involved during the concept
planning phase of the park development. Specific groups,
including the Dog Park Task Force, and the Lions Club
representatives, participated in developing and evolving the
concepts for the park.
The general public and neighboring properties were invited to a
public meeting on June 30, 2010. The meeting brought one of
the City’s largest turn-outs for a park project, including
representatives from the Dog Park Task Force, Lions Club,
Idaho Senior Softball, United States of America Pickleball
Association (USAPA), Humane Society supporters, as well as
members of the public with interests in a variety of recreational
opportunities at the site. Over 45 people signed in to the
meeting, with an estimated 65 people in attendance.
A second property owners meeting was held on-site on
Saturday, August 7, 2010, with Director Steve Siddoway.
Sixteen surrounding property owners and representatives from
the Lions Club Rodeo attended the meeting. Concerns were
expressed by attendees about possible impacts from the
proposed animal shelter. Additional concerns were raised
about the dog park, ball fields, and weed management on the
site prior to development. The comments and sign-in sheet
from the public meetings can be found in the Appendix.
The Meridian Parks and Recreation Commission and City
Parks and Recreation staff were also involved throughout the
concept planning phase of park development.
What are the next steps?
This Fall, the Concepts Plan will be presented to the Parks and
Recreation Commission and the City Council. Following that,
the City intends to continue to work with the Dog Park Task
Force to obtain funds to design and develop a Dog Park. The
Task Force is currently working to raise funds for this use and
is hoping to construct interim improvements (fencing, portable
restroom facilities, parking) as early as 2011. This Concepts

Plan is important in ensuring that any investment in the Dog
Park is part of the overall vision for the site.
The City will also continue to engage the public regarding a
preferred primary use for the site and will further explore the
current and projected demand for softball and rodeo uses, as
well as a variety of additional uses that can be accommodated
on site. Further design work will need to be completed to
develop a Master Plan for the site, which will include details,
such as the amenities and overall look/feel for the park specific
to a preferred concept. Design of the park will begin once
funds are available. Development of the park will be dependent
on the extension of utilities to site, or finding other creative
solutions.

Chapter 2 Programming
What elements will be included in the park?
There are several amenities that will be included in the future
park, regardless of which “primary use” (rodeo, softball, or a
hybrid) alternative is selected. In addition to the primary use,
the park may also include restrooms, picnic shelters,
concession facilities, access off of Cherry Lane, parking lots,
and a 6-7 acre dog park.
The conceptual dog park has three separated areas within the
6.6 acres. Dog parks “A” and “B” are located on the north and
south ends (3.2 acres and 2.6 acres, respectively), with a 0.8
acre small dog park in the middle. A possible animal shelter is
shown just west of the small dog park, though additional
analysis of the Ada County code would be needed to ensure the
animal shelter is in conformance. The parking lot adjacent to
the dog park and animal shelter provides approximately 40
spaces. Within all three dog park areas are a series of pathways,
shelters, ponds, and trees to provide areas for every size dog
(and their owner) to walk, run, swim, and rest. Fences separate
the three areas and could accommodate closure of any of the
three areas for maintenance, grass rehabilitation, or other
operational needs.
Members of the Dog Park Task Force team have provided a
“wish list” of elements they would like to have included in the
dog park. The list (which can be found in full in the Appendix)
includes the items on the following page.

Concept A
Concept A includes a 150’ x 300’ rodeo arena with surrounding
bleachers and two concession/restroom facilities. Two picnic
structures are located on both sides of the arena and one tot lot
playground west of the arena. Four barns, a maintenance
building, and practice arena also surround the main rodeo arena
area. Trailer and contestant parking are located on the southern
end of the site. A meandering pathway is located around the
perimeter of the rodeo grounds, as well as through the dog park
(as described on previous pages).
Concept A includes approximately 400 parking stalls near the
park entrance on the north side, 40 stalls near the animal
shelter, and additional trailer parking and temporary contestant
parking near the south side of the site. Access to the park is at
two locations off of Cherry Lane. One access is just west of the
dog park and provides access to the main parking lot, as well as
the animal shelter and associated parking. The other access is
on the very western edge of the property and provides access to
the main parking lot as well as to the barns, trailer parking, and
temporary contestant parking on the south end of the site.

Concept B
Concept B includes four softball fields on the north side of the
site with a central concession/restroom facility. All four fields
will accommodate a variety of ages and skill sets, with outfield
distances up to 300’. Two picnic structures are shown on the
south side of the four-plex, and a maintenance building is
located at the northern end of the site. One tot lot playground
has been located near the picnic shelters to the south of the ball
fields.
Concept B includes approximately 400 parking stalls near the
park entrance on the south side and 40 stalls near the animal
shelter. Access to the park in this concept is at two locations off
of Cherry Lane, one just east of the dog park, and the other on
the east side of the main parking lot. Both locations provide
direct access to the main parking lot, as well as the dog park,
and associated parking.

Concept C
Concept C also includes four softball fields. However, in this
concept, two fields are located on the north side of the site, and
two are located on the south side. One of the main purposes of
this concept was to investigate a centralized parking option
with a possible collector road on the east side. The main
parking lot is located in the middle. Two concession/restroom
facilities are planned in this concept, one located near the fields
to the south, and one near the fields to the north. A
maintenance building is planned at the north end of the site. A
picnic structure and a tot lot playground are located between
the south ball fields and the main parking lot.
Concept C includes just over 500 parking stalls in the central,
main parking lot, and an additional 40 spots near the dog park.
Only one access point off of Cherry Lane, at the edge of the
site, provides two entrances to the main parking lot and dog
park area.

What are the Architectural Elements?
Concession and restroom facilities, as well as a maintenance
building, are located within each of the three concepts. No
design work has been done for those facilities; however, it is
anticipated that they will be similar to other structures in the
Meridian parks system.
Each of the three concepts also includes picnic shelter
facilities. Like the buildings mentioned above, no design work
has been done for these structures. It is unknown at this time
what the size and design will be for these facilities.
Several structures are shown in the site plan for Concept A,
including an arena, practice arena, and approximately four
barns. No design work has been completed for any of those
facilities at the time this Concepts Plan was prepared.
A 10,000 square-foot animal shelter (Meridian Valley Humane
Society) is shown within the seven-acre dog park area.
Preliminary architectural drawings have been prepared for the
structure and will provide facilities for stray dogs, surgical and
medical check-ups, laundry, waiting rooms, and a retail store.
Chapter 3 Implementation
How will this plan be implemented, and what is
needed in order to move ahead?
This Concepts Plan has been created to solicit public feedback
on the overall vision ideas for the park and to ensure that any
interim development is consistent with those ideas. Several key
elements are needed in order to move ahead in park
development, including selecting a preferred alternative,
design, and construction. Utilities must be brought to the site,
and an irrigation plan must be created to accommodate the site.
What utility improvements are needed?
There are currently no utilities extended to the site. Sewer
service to this site is master planned to go to the future Can-
Ada Lift Station, to be located near the intersection of
McMillan and Can-Ada Road, approximately four miles from
the site. If the property is developed prior to surrounding
development bringing utilities to the site, additional options
still need to be explored. One such option is tying into a
proposed temporary lift station near McDermott and McMillan
Roads. Another option that needs further investigation would
be the possibility of sewering to an existing 12” sewer line in
Black Cat Road at Ustick Road. Otherwise, until future
development brings sewer to the site, options will be limited to
holding tanks, portable restrooms, or similar solutions.
A 12-inch water main is located approximately 2,650 feet east
of the site on W. Cherry Lane. Similar to the sanitary sewer
needs as described above, if the property is developed prior to

surrounding development bringing utilities to the site,
additional options still need to be explored.
Several power poles are in place along W. Cherry Lane on the
south end of the site. Three transformers are also within the
immediate area. Power would need to be brought to any
structures and light poles on-site.
What roadways will provide access to the park?
All access to and from the park will utilize Cherry Lane. No
internal roadways are planned within the park other than those
from Cherry Lane to the parking lot. Concepts 1 and 2 have
two accesses from Cherry Lane on both the east and west side
of the parking lot. Concept 3, however, has only one access on
the west side of the property. Any adjustments to existing
public roadways and/or new access to public roadways must
receive ACHD approval once the design has been developed
and prior to construction.
Where will visitors park?
As discussed in Chapter 2, each of the three concepts includes
a main parking lot and a smaller lot near the potential animal
shelter and dog park area.
The City of Meridian does not have a specific requirement for
the number of parking stalls in City parks. However, it is
intended that the parks will have available parking for day-to-
day use, using the least amount of space for asphalt as possible.
Parking for large events will likely require an event plan,
which may include shuttling to off-site locations and/or nearby
parking availability.
The City recommends providing approximately 10-14 stalls per
acre of developed park land, depending on the use. If all 30
acres were developed, the site would need 420 stalls.
Depending on the concept, parking ranges from 400 to 500
stalls. Trailer parking in Concept A is provided in addition to
the main parking lots. Final parking lot layout and stall count
will be determined during the design of the park.

Will development of the park be phased?
The Borup Property Park will be designed and developed as
funding becomes available, although specific phasing plans
have not been identified at this time. The City’s current CIP
anticipates allocating funding for design in 2013 and park
development (construction) beginning in 2014. However, the
timing of the funding is contingent upon annexation of the
property into the City limits and the availability of water and
sewer utilities at the site.
In the near term, the Dog Park Task Force is working to raise
money to further develop the design of the dog park and is
hoping to construct interim improvements (fencing, portable
restroom facilities, parking) as early as 2011. Their draft cost
estimate is in the Appendix.
What could the park cost?
The cost to construct the park will depend on the selected
alternative, and will be refined as selection of a preferred
alternative is made. Costs provided on the following page are
intended as a rough estimate only, using recent parks projects
and the Capital Improvement Plan (CIP) budget as reference
data.
In the past, the City has assumed a per-acre cost to develop
community parks at $85,000. This would equate to $2,550,000
for the 30 acres of the Borup Property. Actual costs on recent
projects have ranged from $90,000/acre (Gordon Harris Park)
to $180,000/acre (Setter’s Park) depending on the amount and
type of amenities; some of the costs in each park have been
borne by partnerships. As illustrated in the ranges provided
below, the items under consideration currently exceed the
typical assumption and are closer to $135,000/acre. Additional
partnerships and potential funding sources need to be
identified. However, actual costs would also need to be refined
as part of the concept development and design phase.

It should also be noted that the costs below do not include costs
to extend water and sewer to the site, as that would happen as
development occurs in this part of the City. Costs for rodeo
facilities are not addressed at this time, as funding for those
improvements would not come from the City.

The number one thing that I got from the survey is that citizens of Meridian are
not aware of what programs are occurring with the parks. We need to do a much
better job of communicating with the citizens about our parks and programs that
are offered.

The responses to this question were varied. There was not a particular problem
that stood out. The responses were individual and aimed at a particular park that
the individual attends.

DOG PARK DESIGN ELEMENTS
Occupancy • 25 dogs per acre
Size • 1 acre minimum.
• Based on current Meridian population, minimum 5 acres
Fencing • 6 foot minimum.
• Use fencing to create multiple enclosures within the park.
• Use fencing or sturdy dividers to allow for closing off separate areas as
needed for maintenance, lawn repair, special events, training, etc.
• If chain link, consider decreasing visibility between enclosures via
slats to prevent fence aggression.
Entrance • Entrance must be double-gated to prevent escapes.
• Concrete/cement should be used for entrance areas since high traffic.
• Depending on the size of the dog park, multiple entrances should be
considered, or one vestibule with multiple gates leading into the park.
• Locate main entrance near the parking lot. This helps the elderly and
handicapped, and prevents a “parade” of arriving dogs walking
through an open area from parking lot to the entrance, which can
excite dogs inside the park and lead to aggression upon entering.
• The entrance needs to be located away from areas of activity (such as
benches, tables, water features, etc.), and on the “long” side, away
from corners. This is VERY important. It should be located so as to
not cause dogs to gather near the entrance. If the entrance is near an
activity area, people will gather there, and dogs inside the park near the
entrance tend to run over to greet the newcomers. This can lead to
aggression and fights. The park should be designed so that activity
centers are as far away from the entrance as possible so that dogs
entering the park do not have to deal with a crowd immediately.
• The vestibule of the double-gated entrance area should be OUTSIDE
the perimeter of the dog park if at all possible. Do not create extra
corners inside the dog park near the entrance by placing the vestibule
inside the park. Most dogs will follow the perimeter/fence of a new
area. If the vestibule is inside the park and they follow the fence, they
will end up in a corner within a few steps either direction they go.
Dogs do not like to be cornered, especially in an unfamiliar area or by
several unknown dogs. It can lead to aggression and fights, especially
if multiple dogs inside the park run over to greet the newcomers.
• If both of these last two goals cannot be achieved, at a minimum, the
entrance should not be placed near any activity areas.
Multiple
Enclosures
• A separate, fenced area should be created and designated for only
small dogs (under 30 pounds). It should have its own separate double-
gated entrance that is not near activity areas or in a corner.
• Separate fenced areas should be created for other activities, such as
training, agility, special events, water features, etc.
• Having several separate areas (both fenced and non-fenced) within the
larger area allows smaller social groups to form, as opposed to a big

crowd.
Pathways • Pathways are a great way to lead arrivals away from the entrance area
to areas of activity.
• If the park is mainly grass, paths help minimize traffic wear and tear.
• Paths should be located near the perimeters as well as across grassy
areas to keep traffic flowing all around the park, and prevent large
congregations from forming (especially near the entrance.)
• Paths should be 6 feet wide, with surface material depth of 5 to 6
inches. (Point of reference: golf cart paths are typically 8’ wide.)
Surface Material • Cement/concrete is highly recommended for the entrance vestibule and
the areas immediately beyond the gates inside the dog park, since that
is the highest traffic area.
• Do not use grass for high traffic areas (such as near entrances to the
park and entrances to other enclosures within the park), areas of
activity, and near water fountains/features.
• Possible surface materials for higher traffic areas include:
(1) Decomposed granite is best. Many dog parks in the country have
switched from other materials to decomposed granite mixed with
stabilizer. Unfortunately, it is NOT AVAILABLE IN IDAHO.
(2) Manufactured sand, aka “chat”. This is a combination of crushed
rock, sand and clay. Use size 1/4" minus (3/8” is too large and has
sharp pieces). Packs well, so good for pathways. Can be dusty, so
requires regular watering via sprinklers. (Ruschman’s, 888-1666, $7
per CY, delivered by NOT installed. This has been used for golf cart
paths at Boise Ranch. They will be testing mixing it with a stabilizer
for cart paths at Foxtail GC summer of 2010).
(3) Stabilized road mix. (Do not use road mix by itself, as it does not
pack well and has sharp pieces that can hurt dogs’ pads.) Road mix is a
combination of crushed gravel, clay, silt and sand. Grass Roots
Argonomics in Emmett (Mark, 365-1246) has used “road mix” mixed
with organic stabilizer powder from www.stabilizersolutions.com for
golf cart paths at Crane Creek and Shadow Valley. Also used for
baseball infields at Mountain View High School, Meridian HS and
Rocky Mountain HS. (Expensive, at $60-$70 per CY, installed.)

(4) River rock. Good for buffer areas between cement pads where water
fountains are located, and grassy areas (to prevent mud puddles from
forming in the grass all around the cement pad). Use tiny to 1” max
pieces. Smooth, no rough edges; low maintenance. Larger pieces tend
to migrate easily, and round materials do not pack well, so not good for
walking pathways.

• For pathways, avoid materials that don’t pack down well, that migrate,
or have sharp edges that can hurt dogs’ paws. If the above materials
cannot be obtained, arena sand is another option as it packs well.
• Although pea gravel has round pieces (versus sharp pieces that can
hurt dog feet), it doesn’t pack well and migrates very easily out of
place. It could be an option for higher traffic areas and buffer between
cement and grass, but not good for paths.
• Do not use regular “road mix” or crushed asphalt alone, without
stabilizer, as they have small sharp pieces (including glass) that can
hurt dogs’ pads, especially when it gets hot from sun exposure.
Nampa dog park used crushed asphalt alone, but now wish they hadn’t,
as it constantly migrates off the paths into the grass. They are planning
to coat it with a substance in summer 2010.
• Although wood chips or wood mulch can mask the odor of urine and
feces, and is gentle on dogs’ feet, it needs to be replaced often, some
dogs like to chew it and dig in it.
• If grass is used for open areas, it should be strong, drought-tolerant and
wear-resistant grass. Consider maintenance issues (mowing,
watering), weed-control, and insect and burrowing rodent control.
Many dog parks are closed one day per week for maintenance. Larger
dog parks with multiple enclosed areas rotate closing each area for up
to 4 weeks at a time to allow grass to rejuvenate.
Drainage • Especially important near high traffic areas, water fountains and rinse
stations. Entire area should be well drained to avoid unwanted swamp
or pond creation during wet seasons. Use cement/concrete in the
highest traffic areas and around water fountains.
Water fountains • Separate fountains for humans and dogs.
• Consider sizes – small dogs, large dogs, adults, children, etc.
• “Rinse area/Hose station” for rinsing off dogs.
• Ensure areas with water are well drained and surface material is
cement, surrounded by decomposed granite, river rock or pea gravel to
prevent mud puddles forming around cement.
• Do not place near entrance.
Waste receptacles • Place at various locations throughout park and near entrance.
• Waste bags. Pooper scoopers/shovels. Hand sanitizer.
Storage shed • Lockable, to store items (including “community chest” of dog toys,
balls, etc.) and equipment during closure.
Human comforts • Benches. Design should not allow for appendages to get stuck in
narrow slots.
• Tables.
• Place most in shade.
• They should be as far away from the entrance as possible.
• Do not create large groupings.
• Spread out in several small groupings.
• Crowded amenities lead to crowded humans, and thus dogs, which
increases stress and tension and fuels fights.

• The fewer the human comforts, the better the interaction is between
owner and dog. Less distractions for humans leads to better
supervision of dogs.
Pond • Bodies of water are often-requested feature of an established dog park.
• Pond should be fully fenced for safety reasons, and so those patrons
not wanting a wet dog don’t end up with one.
• Consider drainage, maintenance, and other issues a large water feature
(especially standing water) creates (e.g. debris, vegetation, algae,
unwanted frogs, spray for insects, etc.)
Information Board • Separate bulletin boards: 1 locked for Parks & Rec control, 1 open for
patron use. (City notices, park group notices, event listings, trainings,
etc.)
• Enclosed displays for pamphlets (dog park behavior tips, rule
explanation, dog ownership & training information, etc.)
• Consider featuring informational “Did you know” posts (small,
lockable signs) throughout the inside of the park that can be changed
every few months featuring responsible dog ownership and training
tips, that can also reinforce park rules.
Rules • Posted at the entrance, and inside the park.
• An “If…then you must leave” clause is important.
• Volunteer committee properly trained and authorized to enforce the
rules, and maintain the park.

Hi, here are the items that were discussed a couple of months ago.
1. 6 foot chain link fencing, fence gauge to be determined, tension wire to be installed at the bottom, gates also
included.
2. Dog prep or staging area near the entrance.
3. Concrete mow strip under fencing.
4. Park irrigation, irrigation pond and play or water dog training area.
5. Parking lot or unimproved parking lot area.
6. Mutt mitt stations.
7. Trash can receptacles.
8. Drinking fountains / human, Probably 2 or 3.
9. Doggy drinking fountains, Probably 2 or 3.
10. Park benches.
11. Turf and non turf areas in park design.
12. Trees, probably 200, that’s 22 per acre
13. Dog park donation box.
14. Informational signage, safety , emergency
15. Shade covered structures, canopy or umbrella, Probably 0ver 24 depending on the size. That is just 3 per acre.
16. How about a fire hydrant, dogs seem to like those.
17. There was also some discussion about a dog wash station, where they could get cool off. So there would be a
need for drainage for that.
18. Pathway system through the park to take people out into the area and away from the entrance.
19. Doggy play items, like pipes, doggy dig area, or other things that are entertaining for dogs.
20. Small dog and large area. How ever that works for the acreage.

Gordon and Don,
We want to thank you for meeting with us on June 3 to discuss the future Borup Property Park,
near Cherry Lane and McDermott Roads. Below are our draft notes from the meeting. We
welcome your review and comment on these notes. Please let us know when you have marked the
pipeline locations on the site.
1. Both Gordon and Don were comfortable with Site Plans C.1, C.2, and F. All of these plans
involve open grass field areas and/or asphalt paving within the 75’ wide easement. No building
structures will reside within the easement. Parking lots for normal vehicles (excluding heavy
equipment) are allowed for our usage. Final grading elevations within the easement to be approved
by Williams.
2. All excavation work, within the easement, for park development, will require Williams personnel
at the site.
3. Fencing installation will require Williams personnel at the site to ensure that fence posts are
not located directly above gas lines.
4. There are two (22” & 24” dia.) underground high pressure (800 PSI) gas lines traversing the
Borup property. Twenty feet of separation exists between the two lines and both are within a 75’
easement. The first line is parallel to, and 20’ from the southwestern edge of the easement. The
second line lies another 20’ to the northeast.
5. Typical buried depth of gas lines is 36” minimum. Based upon 1992 data, these lines are
buried somewhere between 48” – 60” on the Borup property.
6. It is anticipated that the gas line easement will be inspected/evaluated next year for
conformance to agency guidelines.
7. It is further anticipated that within 5-7 years, one or both of these gas lines will undergo
repair or replacement as a result of future population growth in the area according to agency and
governmental requirements regarding commercial/industrial/residential development.
8. If and when Williams excavates within the easement, upon completion, they typically backfill
and compact to meet their coverage requirements. Paving or landscaping may be the responsibility
of the owner. Williams does, however, on a case-by-case basis, negotiate with the owner the
costs incurred to replace the final surface to the original state.
9. Williams will visit the site within approximately two weeks. They will clearly mark (stake) the
location of the two gas lines and the parameters of the easement. Additionally they will probe the
depth of the lines at three locations: near the Borup south property line along Cherry Lane; near
the Borup westernmost property line; and at the existing earth ditch running north/south
(positioned roughly 295’ east of the western property line).
