DESCRIPTION OF APPLICANT’S REQUEST
The applicant, Matt McAnulty, requests Certificate of Zoning Compliance (CZC) and Design Review
(DES) approval of a 796 square foot (s.f.) addition to an existing medical office building.
The site is located at 1618 S. Millennium Way Suite 100.
DECISION
The applicant’s request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you
need a building permit and/or inspection. If you do need a building permit, you must complete that
process before you commence the use or construction. As part of the application submittal, you will
need to provide one set of the final, stamped “approved” Planning Department plans, stamped and
signed by the architect and/or civil engineer as applicable. You must provide these plans in PDF
format and hardcopy as specified in the Building Services “Plan Intake Checklist” and include them
with your building submittal set. Please contact Building Services for additional details about building
permits and inspections.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11-5C-3B. A surety agreement may be accepted for other improvements in accord with
UDC 11-5C-3C.
3. The site plan prepared by Neudesign Architecture, labeled Sheet A-101, is approved by the City
of Meridian Planning Department with no changes.
4. The elevations prepared by Neudesign Architecture, labeled Sheet A-211, are approved by the
City of Meridian Planning Department with no changes.
5. The approved site plan and/or elevations may not be altered without prior written approval of the
City of Meridian Planning Department.
6. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
7. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.

8. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (CZC-05-012).
3. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before April 5, 2016,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-
5A-6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until March
22, 2018 .

Resolution is an existing subdivision located on Overland and S Millennium Way. ADA West
Dermatology is located on parcel R7406020112. The entire site has already been developed with a two
story building for mixed office use medical and standard.
Specifically, internal roads have been installed, parking currently exist, utilities are in place exist, and the
like. This project is to add first floor office space to the southeast corner of the building. An existing patio
will be reduced to accommodate the additional open office.
The addition will be of very similar design, colors, materials to the existing building that have been
previously approved and is currently constructed/occupied on site. It was our intent to have some
various features as to break up monotony amongst the subdivision, while still ensuring the buildings
character all mesh well together. Our true goal is Class A office space.
With stone wainscot, roof height modifications, use of stucco popouts, wall facade modulations, multiple
fenestration assemblies, etc., we feel the beauty of the building is well within the guidelines as requested
in the Meridian Design Manual. However, we will address each item below as it might relate to this
building:
1. Architectural Character:
a. Facades - there are many enhancements and changes in plane with recessed windows,
stucco pop -outs and the like.
b. Primary Public Entrances — The building already has a visible public entrance with
pronounced portions of the building to be the main entrances which creates visual
understanding as soon as one looks at the building as to where the entrances can be
found. It enhances importance and creates symmetry.
c. Roof Lines — This addition will have a flat roof and parapet wall in order to hide a small
condensing unit. The parapet will be accented by continuing the horizontal banding
providing variation that allows the buildings to show different forms as one travels by.
This also creates multiple roof changes in plane.
d. Pattern Variations - the differences in wall undulations, with stucco popouts, creates
many pattern variations and combinations.
e. Fenestration - natural light and options for interior tenant improvement layouts is
important to us, thus we have located numerous windows around the perimeter of the

building. Some windows are doubled up for their own additional architectural appeal, and
some windows are even provided as transom, adding natural light in patient areas.
Mechanical Equipment - all mechanical equipment will be located in and behind the
buildings, and will be screened with the use of vegetation from both the parking lot side
and residences behind.
2. Color and Materials - matching the same color qualities of the existing building, thus creating a
cohesive appearance throughout the site, has been important in considering the overall
character of the project site as well as of the building, as you can see from the photographs
provided (color samples). The well composed mixture of stone to stucco, with a secondary
stucco trim color combined to create an overall highly attractive building with variations in
textures, colors and materials - similar (and even improved) to other attractive buildings in the
Meridian area.
3. Site Plan and Building Layout:

c. Access - one access is currently off of S Millennium Way. and the other access is from E
Gala St. Both are in place and currently used for the existing businesses as previously
approved.
d. Street Layout and Internal Circulation - existing as approved via previous Design Review
process.
e. Pedestrian Walkways and Facilities — already established
Cohesive Design -
The addition will have similar finishes, style and scale to existing building in the
subdivision/neighborhood. Connectivity is present through unified use of existing drives and walkways
throughout the area. Additionally, landscaping completed with original permits. This addition relates well
to the overall character and intent. It is our goal to make this one of the premier places for businesses to
locate, as our great city continues to expand in all directions.
