Summary Site Location The proposed project is located southwest of the intersection of Chinden Boulevard and Meridian Road  in Meridian, Idaho. It will be between the existing Holy Apostles Catholic Church to the north and the  residential neighborhood to the south, as shown in Figure 1.  Study Area The study area consists of Chinden Boulevard/Meridian Road, the access to the east of Chinden  Boulevard/Meridian Road, Meridian Road/Catholic Church Access, and Meridian Road/Rio Vista Way.  Principal Findings The study area is able to accommodate the new school while still maintaining acceptable V/C ratios.   Conclusions and Recommendations  The project is estimated to generate 1,197 vehicles per day based on 450 students at a private  school (K‐8). 405 of these trips are estimated to take place during the AM peak hour while 270 of  them are estimated to take place during the PM peak hour.     All study intersections operate with a V/C ratio below the LOS D threshold of 0.90 and continue  to do so after growing background traffic to account for future growth.     Adding project traffic increases delay throughout the study area; however, all intersections  continue to operate with a V/C ratio below the LOS D threshold of 0.90.     No operational mitigation is currently required.  However, as the school increases its student  population and background traffic increases, it is likely the Chinden/Meridian intersection will  need to be improved through adding turn lanes or extra thru lanes.     A northbound right turn lane into the proposed new school access is warranted per ACHD  guidelines.    St. Ignatius Elementary School March 18, 2016  2   Proposed Development Site Location The proposed project is located southeast of the intersection of Chinden Boulevard and Meridian Road in  Meridian, Idaho. It will be between the existing Holy Apostles Catholic Church to the north and the  residential neighborhood to the south, as shown in Figure 1.    Land Use and Intensity The land for the proposed project is currently undeveloped. Meridian’s Land Use Map, shown in Figure 2,  designates the project area as Mixed Use Community.   Figure 1: Site Location  Project Location  St. Ignatius Elementary School March 18, 2016  3     Site Plan The site plan contains the school, parking, outdoor classrooms, and other playgrounds, play areas, and  athletic fields. The church to the north provides existing parking, and access is provided to both Meridian  Road and Chinden Boulevard. This site plan is shown in Figure 3 and the Appendix. The proposed development will be built in one phase, with opening day anticipated to be in the fall of  2017.  Analysis of Existing Conditions Physical Characteristics Roadway   Chinden Boulevard (U.S.20/26) is classified as an expressway with one travel lane in each direction and a  two‐way left‐turn lane in the center. The posted speed limit is 55 mph near the study area.    Meridian Road is a minor arterial with one travel lane in each direction with turn pockets at major  intersections. The posted speed limit is 45 mph near the study area.    Rio Vista Way is a two‐lane local road with a posted speed limit of 25 mph.  Traffic Control Devices   The intersection of Chinden Boulevard/Meridian Road is signalized. The parameters defined in ACHD 7100  were used for the signalized intersection. These parameters included a 150s cycle length, minimum left  time of 20s, and a lost time of 3s. PHFs were measured in the field and were used in place of the default  value of 0.90. All other intersections are stop‐controlled.  Figure 3: Site Plan  St. Ignatius Elementary School March 18, 2016  5   Transit Service There are no Valleyride routes near the study area.  Bicycle and Pedestrian Facilities There are no bicycle or pedestrian facilities in the study area.  However, there are intermittent bike lanes  south of this project near McMillan Road that will likely continue north to Chinden Boulevard as Meridian  Road is improved.  Geometrics Chinden Boulevard travels east/west, and Meridian Road intersects it at a right angle. Rio Vista Way  intersects Meridian Road at a right angle to the south of Chinden Boulevard.  There are single left turn  lanes at the Chinden/Meridian intersection with one separate right turn land at the westbound leg of the  intersection.  Traffic Volumes Turning movement counts were obtained at Chinden Boulevard/Meridian Road, Meridian Road/Holy  Apostles Church entrance, and Meridian Road/Rio Vista Way in March, 2016 by Horrocks Engineers. Due  to the nature of school peak traffic, the peak hours of traffic will be between 7:30‐8:30 AM and 2:30‐3:30  PM; which matches starting ending of school times. To best analyze the impact of the project, the counts  were obtained during these hours. These counts were used to establish a base condition and estimate the  direction of travel that vehicles will take to access and leave the site. The existing turning movement  counts can be found in the Appendix and the volumes are shown in Figure 4.     SCALE: DATE: St St. Ignatius Elementary School March 18, 2016  7   Level of Service Traffic conditions were simulated using the PTV Vistro software package. Using the 2010 Highway Capacity  Manual (HCM) method of calculating intersection delay, a Level of Service (LOS) grade was assigned to  each intersection for both the AM and PM peak hours.     LOS is a term used by the HCM to describe the traffic operations of an intersection, based on congestion  and delay.  LOS ranges from A (almost no congestion or delay) to F (traffic demand exceeds capacity and  the intersection experiences long queues and delay).  LOS D is generally acceptable for urbanized  intersections like the ones studied in this report.  LOS E is the threshold when the intersection reaches  capacity.  The delay criteria used to assign a letter grade to an intersection for signalized and unsignalized  intersections is shown below in Table 1.     Table 1: Level of Service Criteria Source: Highway Capacity Manual (HCM)  LOS is used to help size intersections, add turn lanes, change timing patterns, modify intersection layouts,  estimate the delay per vehicle at an intersection, and quantify measures of effectiveness.  ACHD also uses volume/capacity (V/C) ratios to measure LOS. A V/C of 0.90 is the threshold for LOS D and  1.00 is the threshold for LOS E.    Using the counts obtained, the LOS of each study intersection was analyzed to determine the status of  the study area without the proposed development. The analysis shows that all intersections operate at  LOS D or better (V/C <0.9), with the exception of the shared nursery access on Chinden Boulevard. Due to  the high volumes of traffic on Chinden Boulevard, delays for northbound lefts are high, even with a low  volume of left‐turning vehicles. Despite the high delays, the low volumes cause the volume/capacity (V/C)  ratios to be very low (0.03 during the PM peak hour) for that movement. As delays become unacceptable  or a safety issue, the access will effectively operate as a right‐in/right‐out access. Eventually, based on  access management standards, this access will become a right‐in/right‐out as Chinden Boulevard builds  out to its expressway classification. The analysis results are summarized in Table 2. The previously discussed analysis shows no major safety related deficiencies with the existing conditions.    Analysis of Background Traffic Physical Characteristics There are no plans at this point to alter the physical characteristics of the study area within the timeframe  of this analysis.  Traffic Volumes In order to successfully analyze traffic conditions at opening day, background traffic must be increased to  match the anticipated conditions in 2017. To find an appropriate growth rate, historic average annual  daily traffic (AADT) counts from ITD’s automatic traffic recorders (ATRs) for nearby segments were used.  These historic values indicate that there has been an average of nearly 2% annual growth in the area.  Table 3 shows the values and Figure 5 shows the locations of the traffic counts. ATR 159 would have been  used but it did not contain a sufficient amount of data.    Table 3: Project Area Growth Rate results are shown in Table 4. Delays are slightly increased when compared to the existing conditions due  to the 2% increase in traffic, but all intersections remain at acceptable levels according to the V/C LOS D  threshold of 0.90. Once again, the access on Chinden Boulevard has high delays due to the delay of the  northbound lefts. The V/C ratio is still low during the PM peak hour (0.03) for that movement. The access  may effectively function as a right‐in/right‐out access during peak times. Project traffic was estimated using trip generation standards found in the Institute of Transportation  Engineers’ (ITE) publication Trip Generation Manual, 9th Edition. ITE does not provide daily rates for Private  School (K‐8) (ITE 534). A comparison was made to Private School (K‐12) (ITE 536) in order to estimate a  daily rate for Private School (K‐8). The AM, PM, and daily rates for K‐12 are 0.81, 0.17, and 2.48  respectively. Assuming a similar ratio between K‐8 and K‐12 AM, PM, and daily rates, results in a value of  2.66 for the daily rate for K‐8. Total New Trips 1,197 599 599 405 223 182 270 127 143    Based on the trip generation rates provided by ITE, the project is estimated to generate 1,197 trips in a  24‐hour period during a typical weekday.  Of those, 405 will occur during the AM peak hour and 270 will  occur during the PM peak hour of the school.   St. Ignatius Elementary School March 18, 2016  12   Pass‐By Trips According to ACHD 7106.5.5, “Land use activities such as retail, office, and grocery stores generally attract  trips to that land use specifically.” Due to the nature of this project, it is not anticipated that this project  will have any pass‐by trips.  Internal Trips Internal trips are generally used at multi‐use developments. Due to the nature of this project, it is not  anticipated that this project will have any internal trips.  Trip Distribution and Assignment The new trips estimated to be generated from the proposed project were distributed onto the roadway  network based on the proposed site access locations, existing turning movements, existing traffic  patterns, and proximity to major roadways. In addition, the Holy Apostles Catholic Church provided survey  information from its parishioners that was used to determine the trip distribution of potential students.   The survey resulted in an estimation of how many parishioners would enroll their children in school and  where they lived. The survey showed which zip codes the majority of the students would come from, and  is represented in Figure 7.    Based on this data and the other factors described above, approximately half of the trips were determined  to come from the south, with the majority of the remaining trips coming from the east and west. The trip  distribution is shown in Figure 8. The trips assigned to the roadway system are shown in Figure 9.                St. Ignatius Elementary School March 18, 2016  13 The growth in this area should consist of the growth of background traffic (2%) and the additional trips  generated by the project. No other sources of traffic are known at this point.  There are a few open housing  projects that are under construction in the immediate vicinity of this project.  However, they are not  substantial enough to modify the 2% annual growth rate and would be considered to be part of the 2%  annual traffic increase.  Total Traffic Driveways and Other Access Points to ACHD and ITD System The project will use one existing access onto Chinden Boulevard and two existing accesses onto Meridian  Road. In addition, there will be a new access onto Meridian Road between the existing two. Access spacing  is discussed below in the Access Control on Adjacent Highways section.  Level of Service Analysis Project traffic was added to opening day background traffic, and delay and LOS were evaluated as they  were in previous scenarios, as summarized in Table 6, which compares conditions before and after the  project is added. All intersections operate with V/C ratios above the LOS D threshold of 0.90. The access  on Chinden Boulevard continues to have high delays due to the delays on northbound lefts, but the V/C  remains low at 0.08 for that movement. This access may effectively function as a right‐in/right‐out due to  the high delays. The eastbound movement at the Chinden/Meridian intersection has high delays nearing  the 0.90 V/C threshold.  Using the HCM method this intersection is at a LOS F due to the shared eastbound  thru‐right volumes.  To reduce this delay a right‐turn pocket may be considered in the future as volumes  approach the 1.0 V/C threshold.  Adding an eastbound right‐turn pocket would improve the LOS from F  to E.  Table 6: Opening Day + Project  Peak Hour Intersection Operations  Intersection Traffic Safety There are no immediate traffic safety issues within the project area.  However, the shared nursery access  on Chinden may need to be monitored for safety to do possible left‐turn exiting movements.   Traffic  safety issues are also discussed below in the School Site Checklist.  Traffic Control Needs No major improvements are necessary during the timeframe of this study.  Internal Project Site Circulation Projected Traffic on Internal Streets There are no public streets contained in the development. All internal streets are private. Most internal  traffic in this development will occur during the AM and PM peak periods when drivers are dropping off  and picking up students. This traffic should be accommodated by the drop off and pick up lanes within the  development. There are multiple accesses for drivers to use as well. Faculty and other visitors will be able  to use the same roads and use the parking that will be available near Meridian Road.  Conflict Points Sight Distance The new school access should have adequate sight distance in both the northern and southern directions.  There is nothing that may affect sight distance when looking to the south from the new access, as shown  in Figure 11. There are some trees when looking to the north, but they should be far enough back that  they shouldn’t greatly affect sight distance, as shown in Figure 12. These trees and any other vegetation  or signage should be maintained such that sight distance is not affected. There will be access delivery points at the rear of the school.  Drive‐Through Lanes There are drop‐off zones in front of the school with curbs on the right side. Vehicles using these lanes will  be able to circulate through the site and exit at multiple accesses.  Vehicle/Vehicle, Vehicle/Pedestrian Vehicle/vehicle conflicts may occur at parking aisles and where driveways intersect with other lanes, such  as drop‐off lanes, within the development. Vehicle/pedestrian conflicts may occur at the crosswalk at the  primary driveway and the other crosswalks within the site. Details of where these conflicts and crosswalks  are located may be found in the site plan (Figure 3).  The main crosswalk at the entrance to the school  and connects the church to the north will be a raised intersection.  Design Features Widths of Internal Roadways and Turning Radii The width of primary internal roadways varies from 22 feet to 32 feet. Turning radii are not included on  the current site plan.  Parking Dimensions There will be 60 new parking stalls built in the southwest corner of the new development. In addition to  the new parking, there is existing parking at the Holy Apostles Catholic Church to the north.  Driveway Stacking The 95th‐percentile queue length for any of the driveways occurs during the PM peak period after project  traffic is added and is approximately 32 feet. This should not be an issue.  Internal Circulation Internal circulation is improved through three accesses to the project from Meridian Road and multiple  drive aisles and drop‐off zones near the school.  Other Features Fire Lanes Fire trucks will be able to access the rear of the school through gates that will not be open to the general  public.  Delivery Truck Circulation Delivery trucks will arrive outside of the AM/PM peak hours to reduce congestion and pedestrian/vehicle  conflicts.  St. Ignatius Elementary School March 18, 2016  21   Conclusions and Recommendations    The project is estimated to generate 1,197 vehicles per day based on 450 students at a private  school (K‐8). 405 of these trips are estimated to take place during the AM peak hour while 270 of  them are estimated to take place during the PM peak hour.     All study intersections operate with a V/C ratio below the LOS D threshold of 0.90 and continue  to do so after growing background traffic to account for future growth.     Adding project traffic increases delay throughout the study area; however, all intersections  continue to operate with a V/C ratio below the LOS D threshold of 0.90.     No operational mitigation is currently required.  However, as the school increases its student  population and background traffic increases, it is likely the Chinden/Meridian intersection will  need to be improved through adding turn lanes or extra thru lanes.     A northbound right turn lane into the proposed new school access is warranted per ACHD  guidelines.    St. Ignatius Elementary School March 18, 2016  22 School Site Checklist In accordance with Idaho Code 67‐6519(3), ACHD requires an analysis of 22 items. These items are  addressed below.  1.Land Use Master Plan The land use plan for the project is shown below in Figure 13. As previously discussed, the primary  component of this project is the school, located towards the south of the map. Parking, playing areas, and  empty space comprise most of the rest of the area.  2.School Bus Plan Since this is a private Catholic school, students will be attending from various locations throughout the  surrounding area, as shown in Figure 7 previously shown above. As such, there will be no school buses  provided for this school.  Figure 13: Land Use Master Plan Access Safety The new access has been designed to promote safety. Some of the key features are:   No horizontal curvatures exist that would obstruct vision.   No vertical curvatures exist that would obstruct vision.   The sight distance, as discussed in a previous section, is sufficient in both the northbound and  southbound directions.   The throat length is over 150 feet, which provides enough distance between vehicles turning  into the development and the internal roadways, and also provides enough distance for vehicles  to queue while waiting to access the drop off lane without blocking the driveway.   A crosswalk will be provided to cross the driveway.   Sidewalks and ADA ramps will be provided.  4. Pedestrian Plan Pedestrians will be able to enter/exit the study area via sidewalks located on the north end of Meridian  Road on the east side of the street, in addition to two sidewalks that lead to the south, one along Meridian  Road and one just east of that. These routes are illustrated in Figure 14.    5. Crossing Guard Plan Crossing guards are generally required when there are large numbers of students using a crosswalk in  areas with high amounts of traffic. As previously discussed and shown in Figure 7, survey results indicate  that these students will be coming from various locations in the surrounding area. As a result, it is  expected that there will be very few students walking to/from school or using the crosswalks in the area.  Figure 14: Pedestrian Plan St. Ignatius Elementary School March 18, 2016  24 Therefore, it is not anticipated that crossing guards will be necessary at this time. If crossing guards  become necessary, guidance on adult crossing guards is available in Section 7D.02 of the MUTCD.  6.Barriers Between Highways and School The site plan, shown in Figure 3, shows the layout of the school and its relationship to Chinden Boulevard  and Meridian Road. It is located such that parking provides a buffer to the north and west towards Chinden  Boulevard and Meridian Road respectively. Areas where students will be playing are located to the south  and east of the school, away from the highways.  7.Location of School Zone Although the maximum number of students that will attend this school is 450, it is anticipated that there  will be between 50 and 100 the initial school yar. As previously discussed and shown in Figure 7, survey  results indicate that these students will be coming from various locations in the surrounding area. As a  result, it is expected that there will be very few students that will be walking in the area. Therefore, it is  not anticipated that a school zone will be needed at this time.  8.Need for Flashing Beacon The MUTCD, Chapter 4L discusses the use of flashing beacons. They are generally used to provide traffic  control when used as an intersection control beacon or to provide warning when used in other  applications. According to Section 4L.04, speed limit sign beacons may be in included within the border of  a school speed limit sign. There is no planned speed limit change for this school, so no flashing beacon is  required for this purpose. This school also lacks midblock crosswalks, or an obstruction in or immediately  adjacent to the roadway, which are other uses for flashing beacons.  It is not likely that a flashing beacon  will be needed for this school unless a school zone is created in the future.  9.Need for Traffic Control Signal All intersections in the study area were analyzed both before and after full build‐out of the 450 student  school. Before the project traffic is added, all intersections, with the exception of the access on Chinden  Boulevard, operate at an acceptable LOS, as shown in Table 2 and Table 5.  The reason for the unacceptable LOS at the access on Chinden Boulevard is the northbound lefts crossing  the high volumes of traffic on Chinden Boulevard. The V/C ratio for that movement remains low (0.08)  during the PM peak hour even after project traffic is added. Drivers will notice if delays become excessive  and will avoid that movement, causing the access to function as a right‐in/right‐out access. The overall  low volumes, the proximity to the signal at Meridian Road/Chinden Boulevard, and the availability of other  accesses make a signal at this access unwarranted.    10. Anticipated Future Improvements Chinden Boulevard is expected to be widened into a multi‐lane expressway at some point in the future.  The school was constructed away from the road so that there would be sufficient room for this to occur.  Meridian Road is also anticipated to become a three‐lane roadway throughout the study area with  improvements made to the cross‐section throughout. These improvements include a 5 foot wide  detached sidewalk and 3 foot gravel shoulders with possible bike lanes.  At the access on Chinden Boulevard, the eastbound approach has a paved area that functions as a tapered  right turn, as shown in Figure 15.   St. Ignatius Elementary School March 18, 2016  25 A representation of a tapered right turn provided by ACHD is shown in Figure 16. This allows vehicles  turning right into the access from Chinden to be less of an obstruction to through traffic.  Figure 16: Chinden Blvd./North Access EBR Tapered Right Turn  Figure 15: ACHD Right Turns St. Ignatius Elementary School March 18, 2016  26 11. Speed on Adjacent Highways Speed data from ITD’s ATR #159, which is on Chinden Boulevard, 433 ft. west of McDermott Road, was  used to analyze speed in the area. Data from 2015 shows that the 85th percentile speed on the roadway  was 59 mph for every month with data available. This speed is near the posted speed limit of 55 mph but  is still slightly higher.   12. Traffic Volumes on Adjacent Highways AM and PM peak hour traffic volumes for the highways adjacent to the study area were collected in March  of 2016 by Horrocks Engineers. These volumes, in addition to volumes grown to anticipated opening day  volumes, are shown for each segment of the roadways in Figure 17.  13. Need for Acceleration or Deceleration Lanes ACHD 7100 provides left‐turn and right‐turn guidelines for two‐lane roads. Figure 19 shows the left‐turn  plot with the Rio Vista access on Meridian Road plotted. The other two accesses on Meridian Way were  not plotted since they already have southbound left‐turn lanes. Using the 5% left‐turn plot, neither the  AM nor PM peak hours warrant a left‐turn lane.  Figure 20 shows the right‐turn warrant plot for the church access and the new school access. The Rio Vista  access was not plotted since it already has a right‐turn lane. The plot shows that a right‐turn lane is  warranted at the new school access during the AM peak hour.  The access on Chinden Boulevard was not plotted for either case since it is not anticipated to be a long‐ term full‐access driveway.  Figure 19: Left‐Turn Lane Guidelines for Two‐Lane Roads, 45 mph  Rio Vista Access  St. Ignatius Elementary School March 18, 2016  30 15. Internal Traffic Circulation Traffic will enter and exit primarily through the three accesses on Meridian Road, in addition to the access  on Chinden Boulevard. Traffic will then circulate through the development as the arrows indicate in the  site plan (Figure 3).  16. Anticipated Development on Surrounding Undeveloped Parcels Most of the surrounding area has been developed. Much of the open space to the south and east of the  church near the study area will be developed into the current project. There is some additional open space  to the west that may be developed into residential areas. The growth expected in these areas is accounted  for by the growth rate used for the opening day scenario. The surrounding area is shown in Figure 21.  Figure 20: Right‐Turn Lane Guidelines for Two‐Lane Roadways Church Access  New School Access  St. Ignatius Elementary School March 18, 2016  31 17. Access Control on Adjacent Highways ACHD has several access management standards that a new development must meet. The pertinent  requirements for this project are taken from ACHD’s Section 7200. 7205.4.4 states that there should only  be one driveway on an arterial unless one or more of the following conditions are met:  The daily volume using one driveway exceeds 5,000 vehicles (total volume for entering and exiting traffic). Traffic using one driveway exceeds the volume to capacity ratio (v/c) equal to or greater than 1, of a STOP controlled intersection during either the peak hour of the street or the peak hour of the site traffic generation. A District approved traffic impact study and analysis determines that conditions warrant additional driveways. This development has one existing shared access on Chinden Boulevard and one new access on Meridian  Road, in addition to two existing shared accesses on Meridian Boulevard. For these accesses on Meridian  Road, Table 8 from ACHD, was used to determine the required spacing.   Figure 22: Zoning in the Vicinity  St. Ignatius Elementary School March 18, 2016  33 Since Meridian Road is a Minor Arterial with a speed limit of 45 mph, 380 feet is the required distance  between driveways on this road. Figure 23 shows the spacing on the road, with accesses labeled for  convenience. The measured distances show distances between A1/A2 and A2/A3 are less than the  required 380 feet. However, the school access is located so that it can be aligned with the access on the  west side of Meridian Road. Having this alignment will benefit traffic operation in the area by pulling traffic  away from the Chinden Boulevard intersection. A2 is the primary access for school while A1 is the primary  access for the church on Sundays during off‐peak times.   Table 8: ACHD Access Spacing on Minor Arterials St. Ignatius Elementary School March 18, 2016  34     19. Required Striping and Signing Modifications If a northbound right‐turn lane is added to the new access on Meridian Road, since it is warranted, striping  will be required to add the additional lane. It is anticipated that improvements will be made on Meridian  Road in the near future, so additional striping and modifications will be made at that point.    20. Funding of Highway Improvements to Accommodate Development Funding for highway the right turn lane into the school would be funded by the developer.  The future  widening of Meridian Road will be funded through ACHD.    21.
