The condition directed us to move N. Swainson to the east and resubmit the revised plat to the staff before the Council meeting. As mentioned by City Planner Bill Parsons at the hearing, moving the street to the east is not that simple. Moving the street created a new cul-de-sac length that did not meet City policy. So we had to connect the Swainson cul-de-sac to Sandlewood Street, creating a new section of Sandlewood Street. There were home lots in the location of this new street section, so we made the lots along Swainson smaller. However, the new lot design still meet the zoning requirements and they are separated from the homes in Sunburst Subdivision (to the south) by a 35' wide irrigation easement/pathway/landscape lot. We also still needed to use the sewer connection at the previous Swainson intersection, so we built a pathway at that location which also serves as a sewer easement. Another staff condition was to move the pathway from the Swainson cul-de-sac to tie to Ten Mile Road, so that the path could also be used to connect a water line in Swainson Court to a water line in Ten Mile Road. It turns out we don't have to make that connection any longer since we now loop the water line through the subdivision (it's a water pressure thing), but we kept the pathway to Ten Mile anyway. The first attachment is the revised plat that will be presented to the Council tomorrow/Tuesday night. The second attachment is the plat that was analyzed in the staff report and presented at P&Z. 2 If you have questio ns, give me a call tomorrow morning before 9 am or later in the afternoon, as I am in meetings from 9 am until about 2 pm. And I've got some changes to share. After the redesign of our plan to move the irrigation pipe through the subdivision (as described below), we found out that this pipe route created sewer conflicts. In addition, the irrigation district was not fond of this more circuitous/indirect route. So….we met with the City planning staff and figured out a way to route the irrigation pipe along just a portion of the southern property boundary. We opened up that irrigation lot to be over 30' wide and included a gravel road for the irrigation district and a sidewalk, along with landscaping and lighting. We've provided a larger connection to this southern sidewalk from the central park. We didn't extend the southern lot to the east boundary due to concerns by the staff and police that this area would be an dead-end lot. These changes have moved our Planning and Zoning Commission hearing to Thursday February 18, 2016. We recently made our application to the City of Meridian for the Brinegar Prairie Subdivision. Just a few notes about our work since the neighborhood meeting: In response to comments received at our neighborhood meeting on December 7th, we removed lots along the east and south borders of the project so that the remaining lots are larger. We made our application to the City in December with this revised plan; however, the City responded that they did not like our irrigation pipe alignment along the south side of the property. You may recall that our route for the irrigation pipeline resulted in a 20-25' wide lot along all or a portion of the southern boundary of the property (see preliminary sketches attached). The City requested we revise our plan and reroute the irrigation pipe through the subdivision, resulting in the plan that is attached (PPlat SHT1). The long south lot is now eliminated except for the section in the southeast corner. There is no pedestrian access to this lot proposed at this time. You can see the full application on the City of Meridian Citizen Portal website by using our project number: H-2015- 0046. I've attached our letter that accompanied the application and also the landscape plan. We are currently scheduled to be heard by the Meridian Planning and Zoning Commission on Thursday, February 4th.
