APPLICATION AND PROPERTY FACTS A. Site Address/Location: The site is located at 3997 N. Quenzer Way in the SE ¼ of Section 31, Township 4 North, Range 1 East. (Parcel #: R7288710010) B. Applicant/Owner (s): Prestige Homes, Inc. 723 N. Mitchell #201 Boise, Idaho 83704 C. Applicant's Statement/Justification: Please see applicant’s narrative for this information and the application file for the applicable relinquishment approvals. 5. PROCESS FACTS The subject application is a request to vacate a recorded plat note created with the recordation of Quenzer Commons Subdivision No. 10. Per Meridian City Code Title 11, Chapter 5, the City Council is the decision making body on this matter. The UDC does not require the site to be posted with a Quenzer Commons No. 10 Vacation – H-2016-0016 - 2 - public hearing notice sign. A. Newspaper notifications published on: February 22, and March 7, 2016 B. Radius notices mailed to properties within 300 feet on: February 23, 2016 6. LAND USE A. Existing Land Use(s): This property is a residential lot, zoned R-8. B. Character of Surrounding Area and Adjacent Land Use and Zoning: The surrounding area is primarily developed with single family residences, zoned R-8, and R-4. C. History of Previous Actions: • On May 16, 2006 the property received final plat approval (FP-06-020) for Quenzer Commons No. 10. 7. STAFF ANALYSIS The applicant requests approval to vacate a plat note that requires Lot 11, Block 13 to take access from N. Quenzer Way. The desire of the applicant is to construct a single family home on the lot, with the orientation of the home taking access from Leigh Field Drive (See Exhibit A.3). An email from ACHD states that Leigh Field Drive is not designated as a collector, therefore UDC 11-3A-3 does not restrict the home from taking access to E. Leighfield Drive. The original condition/plat note was required by ACHD. The applicant has received approval from ACHD for the proposed change (See Exhibit A.2), therefore staff recommends approval to vacate the plat note as proposed. 8. EXHIBITS A. Drawings 1.
