BY THE CITY COUNCIL: BIRD, HOAGLUN, ROUNTREE, ZAREMBA
A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
MERIDIAN, ADOPTING THE 2011 PRIORITY TASK LIST FOR MERIDIAN
PATHWAYS AS RECOMMENDED BY THE MERIDIAN PARKS AND RECREATION
COMMISSION; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Meridian City Code section 2-2-3(A)(7) charges the Parks and Recreation
Commission with setting priority to plans, recommendations and suggestions for the future growth
and development pathways throughout the city, subject to approval by the mayor and city council;
and
WHEREAS, on March 9, 2011, the Commission did unanimously vote to recommend to the
Mayor and City Council that certain enumerated tasks be adopted as the City's priorities in
improving the community's pathway system in 2011; and
WHEREAS, the Mayor and City Council find that it is in the best interest of the health,
safety, and welfare of the people of Meridian to adopt such recommended priorities;
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF MERIDIAN CITY, IDAHO:
Section 1. That the tasks and priorities assigned thereto enumerated in the Resolution of the
Meridian Parks and Recreation Commission, adopted by the Commission on March 9, 2011, and
attached hereto as Exhibit A, are hereby accepted and adopted by the Mayor and City Council of the
City of Meridian.
Section 2. That the Director of the Meridian Parks and Recreation Department is authorized
to carry out said tasks, in such manner and timeframe, and as allowed by the annual budget
appropriations for the Parks and Recreation Department, per the discretion of the Director.
Section 3. That this Resolution shall be in full force and effect immediately upon its
adoption and approval.

A RESOLUTION OF THE PARKS AND RECREATION COMMISSION OF THE CITY
OF MERIDIAN, IDAHO, ESTABLISHING COMMISSION RECOMMENDATIONS
REGARDING PATHWAYS DEVELOPMENT PRIORITIES.
WHEREAS, the Commission finds that providingopportunities for f
pp safe, fun,
interconnected foot and bicycle travel is in the best interest of the health, a th, safety, and welfare of
the people of Meridian;
WHEREAS, Meridian City Code section 2-2-3(A)(7) charges the Commission with
setting priority to plans, recommendations and suggestions for the future growth and
development pathways throughout the city, subject to approval by the mayor and city council;
WHEREAS, the Commission has undertaken site visits toathwa s systems throughout

the City and has studied the Pathways Master Plan and concluded that b assigning i
y g g mpro vement
and development priorities as set forth herein, the City can maximize connectivitybetween
een
pathways and parks within the City of Meridian and capitalize ono opportunities to connect ect large
pathway segments; and
WHEREAS, the Commission has identified and prioritized
potential pathwayproJects
that will:
• Improve, connect to, and/or expand upon the Five Mile Creek Pathway p as the spine of the
City's pathway system;
• Fill gaps between existing pathway segments that connect much larger pathway
g p y loops or tie
to important destinations;
• Provide the greatest benefit for the least cost;
• Connect to schools, services, or commercial centers;
• Qualify for grant -related funding versus capital funding;
• Provide viable connections between major pathways;
• Increase pedestrian safety or security; and/or
• Be located in areas where pathways would not likely be constructed by development.

NOW, THEREFORE, BE IT RESOLVED BY THE PARKS AND RECREATION
COMMISSION OF THE CITY OF MERIDIAN, IDAHO, AS FOLLOWS:
Section 1. That as soon as resources and/or opportunities become available the City
should undertake the following activities, listed in order of urgency and importance g y p to
connectivity:
l . Goal: Improve that section of Five Mile Creek Pathway Segment ment G that runs
between the Bud Porter Pathway output where it crosses Meridian Road and connects
to the existing Jackson Drain pathway in Destiny Cove and continues south to the

Fairview Lakes development, by addingsignage indicating g na a g g that it is a pathway, by
widening the existing pathway to ten feet wide in the common area along East James
Court Drive, and by working with the Ada Count Highway D'

implement on -street crosswalk striping and solar in -pavement flashers ashers or a HAWK
signal.
Purpose: Clarify pathway status of a large, existing pathway segment,

functionality and safety.
2. Goal: Connect Settlers Creek Pathway Segment A at Destro
g y Cove to the Fothergill
Pathway.
Purpose: Connect two large, existing pathway segments by adding a relatively atively short
segment.
3. Goal: Work with homeowners' associations and/or subdivisions ton

portion of the proposed Five Mile Creek PathwaySegment Hl that will run

Pine lne and Fairview.
Purpose: Extend the Five Mile Creek Pathway to the east to connect to existing
neighborhoods and build on the success of the Bud Porter Pathway.

4. Goal: Assist with coordinating the Meridian Rail -With -Trail Action Plan.
Support
and advance the efforts of the Meridian Planning and Public Works Departments p is to
create an east -west pathway connection using the existing rail corridor.
Purpose: Create a major regional pathway connection usingthe existing railroad
right-of-way g ad
ght of -way that connects downtown to the Eagle Road area Ten Mile area,
beyond to the edge of Meridian's area of Impact east and west.
S. Goal: Work with ACHD and the Bridgetower Homeowner's Association to
design
the proposed Five Mile Creek Pathway Segment E, 1.06 miles ofathwa h
p y on to
north side of Five Mile Creek near the Bridgetower Subdivision.
Purpose: Extend the Five Mile Creek Pathway to the west to connect to existing
neighborhoods and build on
g the success o f the Bud Porter Pathway.
6. Goal: Improve the Ridenbaugh Canal Pathway Segment F where it crosses Eagle

Road near Victory, by adding signage indicating that it is a pathway and by working
with ACHD to implement on -street crosswalk striping and solar in -pavement flashers

or a HAWK signal.
Purpose: Clarify pathway status; improve functionality y and safety.
7. Goal: Provide a Bridgetower Subdivision/Sawtooth Middle School Connection
Purpose: Closes gap between existing pathwaysegments across undeveloped g ped 40 acre
property along Nourse Lateral between existing Bridgetowerwa athLinder Road

and Sawtooth Middle School. Provides short-term solution-
redevelo ment.

8. Goal: Extend the Ten Mile Creek Pathway at Tuscany Lakes
Purpose: Partner with Public Works to complete a pathway connection between
Tuscany Lakes common area pathway and Locust Grove Road.

9. Goal: Extend Five Mile Creek PathwaySegment g ment E by providing a paved pathway
around the ACHD storm drainage pond at Ustick and Linder
Purpose: Partner with ACHD to utilize an existingmaintenance ance access road to
connect the proposed Five Mile Creek PathwaySegment E to the
g intersection of
Ustick/L
ander.
10. Goal: Provide a South Slough Pathwayconnection to the e Bud Porter Pathway
Purpose: Extend an existing pathway in Vallin Courts Subdivision south across the
South Slough and south to Fivemile Creek, providing a link between neighborhoods
and building on the success of the Bud Porter Pathway.

11. Goal: Install a HAWK signal at Franklin/E. 3' (Storey Park) and stripe a bike
lane/route on both sides of E. 3rd and Ada Street to Main. This will be a part of the
bicycle route for downtown.
Purpose: Clarify pathway status; improve functionality and safety.
Section 2. That this Resolution shall be in full force and effect immediately upon its
adoption and approval.
