BY THE CITY COUNCIL: BIRD, BORTON, ROUNTREE, ZAREMBA
A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY
OF MERIDIAN APPROVING THE AMENDED BYLAWS OF THE MERIDIAN
PARKS AND RECREATION COMMISSION; APPOINTING COMMISSIONERS
TO DESIGNATED SEATS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, pursuant to Meridian City Code § 2-2-2(B), at its regular meeting
on September 12, 2007, the Meridian Parks and Recreation Commission voted
unanimously to recommend to City Council that it approve the "Bylaws of the Meridian
Parks and Recreation Commission" as amended, attached hereto as "Exhibit A";
WHEREAS, such Bylaws, inter alia, incorporate, in Article III, section 3, the
attachment of the terms of service enumerated in Meridian City Code § 2-2-1(C)(1) to
designated commission seats;
WHEREAS, the City Council of the City of Meridian deems the approval of such
bylaws and the appointment of sitting commissioners to designated commission seats to
be in the best interest of the City of Meridian in that they facilitate the efficient operation
of the Meridian Parks and Recreation Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF MERIDIAN CITY, IDAHO:
Section 1. That the City Council of the City of Meridian approve the amended
Bylaws of the Meridian Parks and Recreation Commission attached hereto as "Exhibit
A."

Section 2. That, pursuant to Meridian City Code § 2-2-1(C)(1), the following
members of the Meridian Parks and Recreation Commission be appointed to the
following seats and terms of service:

Seat 9, term to expire on May 31, 2008: Sara Steele.
Section 3. That this Resolution shall be in full force and effect immediately upon
its adoption and approval.

EXHIBIT A:
BYLAWS OF THE
MERIDIAN PARKS & RECREATION COMMISSION
BYLAWS of the MERIDIAN PARKS & RECREATION COMMISSION
ARTICLE I
SECTION 1. NAME OF THE COMMISSION. The name of the commission shall be:
"MERIDIAN PARKS & RECREATION COMMISSION," hereinafter referred to as the
"Commission."
SECTION 2. PRESIDENT AND VICE-PRESIDENT. These titles are interchangeable whenever
they may appear within the Articles of the Bylaws when the titles are used within their respective
contexts.
ARTICLE II
SECTION 1. POWERS OF THE COMMISSION. In addition to the duties as specified in
Meridian City Code § 2-2-3, the Commission shall have the duty to study, propose ordinances for,
and comment on all public issues pertaining to Meridian city parks. All such studies, proposed
ordinances, and comments shall be forwarded to the Meridian City Council for consideration when
making decisions for the city pertaining to parks, park policies, and parks recreation programs.
ARTICLE III
SECTION 1. DUTIES OF THE PRESIDENT. The President shall.: 1) preside at all meetings of
the Commission; 2) call special meetings of the Commission in accordance with the Idaho Open
Meeting Law; 3) sign documents of the Commission; 4) see that all actions of the Commission are
properly taken; and 5) make commission appointments to sub -committees as required.
SECTION 2. DUTIES OF THE VICE PRESIDENT. The Vice President shall perform the duties
of the President in the absence or incapacity of the President, and in the case of the resignation or
death of the President, the Vice President shall perform such duties as are imposed on the President
until such time as the Commission shall elect a new President. The Vice President shall be
automatically nominated for the position of President in the year following his term as Vice
President, unless he is unable or ineligible to serve.
SECTION 3. TERMS OF OFFICE. There are hereby designated nine membership seats on
the Commission. The tenns of the commissioners appointed to Seats 1 and 2 shall expire on
October 31, 2007 and every three (3) years thereafter. The terms of commissioners appointed to
Seats 3, 4, and 5 shall expire on October 31, 2008 and every three (3) years thereafter. The terms
of commissioners appointed to Seats 6, 7, and 8 shall expire on October 31, 2009 and every three
(3) years thereafter. The commissioner appointed to Seat 9 shall be designated to represent
Meridian's youth and shall serve a term of one (1) year, which term shall expire on May 31 of each
year.
SECTION 4. SUBCOMMITTEES. Subcommittees shall be established and appointed by the
President to assist the Commission in performance of its functions. Each subcommittee shall
consist of at least two (2) Commission members. Citizens and public officials may be appointed to

serve as members on the subcommittees by the Commission President, Subcommittee Chairperson,
or Mayor.
ARTICLE IV
SECTION 1. MEETINGS. No meeting shall run longer than three (3) hours unless the
Commission members present, through a majority vote, approve that particular meeting to exceed
the time limit.
SECTION 2. VOTING. Each regularly appointed member shall be entitled to one vote on any
matter that may come before the Commission. The vote of the majority of the members present at
any meeting attended by a quorum of its members shall be necessary to decide any items. The
President of the Commission is a member of the body and has the same rights and privileges as the
other members. The President of the Commission may enter into the discussion of items before the
Commission and may vote on any item of business to come before the Commission.
SECTION 3. RULES OF ORDER. The Commission shall operate under the precepts of
Robert's Rules of Order. The order of business for the Commission shall be as follows:
