Executed Task Order 10121.a SPF 77 Acre Park Well Development[1]TASK ORDER NO. 10121.a Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND SPF WATER ENGINEERING (ENGINEER) This Task Order is made this � day of November, 2013 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by (SPF WATER ENGINEERING), hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category 6a) between the above mentioned parties dated December 6, 2011. The Project Name for this Task Order 10121.a is as follows: CITY OF MERIDIAN 77 ACRE PARK WELL AND PUMP CONCEPTUAL DESIGN PROJECT UNDERSTANDING We understand the following: • The park site totals approximately 77 acres, and is supplied with surface water from New York Irrigation District and groundwater under water right license 63-33318 and water right permit 63-33320. • The City desires to fully develop water right permit 63-33320 prior to the end of the authorized permit development period on June 1, 2015. • The new well can be used for supplemental irrigation of agricultural crops prior to park development. • The well and pump shall be sized to divert both water right license 63-33318 and water right permit 63-33320, with a total capacity of 1.54 cfs (691 gpm). • The City shall conduct planning to determine an appropriate well location. The planning shall consider current surface water irrigation delivery, future irrigation pond location, potential future road right of way, existing 3-phase power, and other constraints or opportunities. Task Order 10121.a 77 ACRE PARK WELL AND PUMP CONCEPTUAL DESIGN Page 1 of 4 SPF WATER ENGINEERING SCOPE OF WORK Task 1 — Prepare a Conceptual Design of the Well and Pump System SPF shall prepare a conceptual design for the well and pump system for review and approval by City. As part of this task, the following work items are contemplated: 1. Engineer shall coordinate with Idaho Power Company as needed to assist City with obtaining their new power service. 2. Engineer shall describe the proposed well, including location, total depth, casing diameter, and anticipated well screen interval. At this time, Engineer anticipates either a 10 -inch or 12 -inch diameter well. Based on the well log for the existing irrigation well on the adjacent property, Engineer anticipates a maximum well depth of 500 feet. 3. Engineer shall describe the proposed well pump system, including anticipated pump size (gpm, horsepower, setting depth), control method, discharge point, and pump setting depth. For preliminary planning purposes, Engineer anticipates a nominal 50 -hp submersible pump with a pitless unit discharge and constant speed motor control. Motor controls will be enclosed in an outdoor rated cabinet. A well house is not anticipated. Engineer shall present a conceptual design in a technical memorandum for City approval prior to proceeding with additional work tasks. Task 2 — Water Right Transfer Application Water right license 63-33318 authorizes a single diversion point located on the adjacent Murgotio property. A water right transfer application is needed to add the new well site as an authorized point of diversion under the license. The application shall be prepared by SPF after the well site has been determined. SPF shall work with IDWR as needed to answer inquiries and to facilitate processing of the application. • Includes $500 for the water right transfer filing fee Task 3 — Prepare Biddable Plans and Specifications for the Well and Pump System SPF shall include City input from their review of the Task 1 technical memorandum and shall prepare biddable plans and technical specifications for the well and well pump. Engineer anticipates that separate bid packages shall be prepared for the well and the well pump, allowing pump selection to be made following drilling and testing of the well. The pump bid package shall include the pump, motor, pitless unit, up to 200 feet discharge piping, flow meter, valves, motor controls, and related electrical components. • Engineer shall prepare the technical specifications and bid schedules for the project, • City of Meridian shall prepare the bid packages (general conditions, instructions to bidders, bond requirements, etc.) Task Order 10121.a 77 ACRE PARK WELL AND PUMP CONCEPTUAL DESIGN Page 2 of 4 SPF WATER ENGINEERING Task 4 —Bidding Assistance, Construction Oversight, and Project Close -Out Report Engineer shall provide bidding assistance including attendance of pre-bid meetings, issuance of addenda, and recommendation for award. Construction services shall include (1) review of contractor submittals, shop drawings and invoices, (2) periodic inspection during construction, (3) final well design based on review of drill cuttings and geophysical log, (4) supervision of test pumping, (5) assistance during pump system start-up, and (6) preparation of as -built plans and well completion report. ASSUMPTIONS ITEMS NOT INCLUDED IN SCOPE OF WORK • Design of 3-phase electrical service to the well site. We anticipate that Idaho Power will provide this service. • Environmental assessments, wetland delineations, or environmental permitting • Structural engineering or architectural design associated with a well house • Surveying • Discharge piping design greater than 200 feet from the well location • Design of pressurized irrigation piping • Bid package preparation, including general conditions, instructions to bidders, bond requirements, etc. For those services above that are needed and not covered by others, they can be added to the scope of work upon request. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by Decemer 20, 2013 and resulting in Final Design being completed by March 2014. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not - to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses are per the Master Agreement (by this reference made a part hereof) and will be the basis for any additions and/or deletions in services rendered. Travel and meals are excluded from this Task Order unless explicitly listed in the Scope of Services AND Payment Schedule.
