Dear Sonya:
Thanks for taking the time to meet with our team regarding Copperbrook. We appreciate your
thoughts and your insight to what is important for Meridian. We have taken a hard look at our project
and propose some of your very positive ideas to make Copperbrook a success.
Key Points for the project:
1. Highway 16
The Owner of the property has graciously agreed to reserve a strip of ground for the future
highway. We believe that having the Owner live on the property and care for it is the best solution
for the time between annexation and highway construction. We also understand that Meridian
wants the property to be presentable and that some clean up would be helpful. Additionally, the
cleanup of the north section of the future highway right-of-way will reduce the future tax burden of
removing the outdated structures. We propose to do the following as described below and
depicted on Exhibit "A":
a. Install a 5' pathway along McDermott for pedestrian connectivity.
b. Remove 4 existing drive approaches from the property.
c. Remove buildings, debris, equipment and other items.
We also suggest that a landscape buffer be constructed between the alley load units and the future
highway instead of along McDermott. This would allow for mature landscaping when the highway
is constructed; any landscaping along McDermott would be destroyed during the construction of
Highway 16.
2. 10' Pathway
We understand that Meridian desires to have its greenbelts along waterways wherever possible.
The Developer is agreeable to the installation of a 10' asphalt pathway. With this we will also
provide a pathway connection from W. Torana Drive to the 10' pathway which addresses the block
length question.
3. Pedestrian Crossing at 5 Mile Drain.
I met with Greg Curtis from Nampa Meridian Irrigation District (NMID). Greg felt strongly that the
board would not approve a crossing at this spacing.

4. 1/4 Mile Road Crossing.
As discussed we have prepared a roadway map and have forwarded it to ITD for their approval.
Attached as Exhibit "B", this exhibit clearly shows adequate access to all properties at our south
boundary. ACHD has a favorable staff report and we expect a favorable response from ITD.
5. Open Space.
Attached is an open space Exhibit "C"and spreadsheet for Copperbrook. We understand that Lot
83 Block 1 needs to be designed so that it does not feel or look like a drainage lot; which is our
intention. We added the additional pathway connection from Torana Drive and also added space to
the large park area by eliminating a lot. Our open space percentage is at 10.6%.
Note that we have approximately 2,380 linear feet of greenbelt to be constructed that is not
included in our open space requirements, as it is contained off-site.
The Planning and Zoning Commission denied Copperbrook with the only reason being that the project
was premature. This project is set up nicely with City infrastructure and follows the vision of the
Meridian comprehensive plan. Further, this project is setting the stage to accomplish Highway 15
which is substantial to the community.
We generally agree with the staff report and make only minor edits which are attached.
Again, we appreciate your help on this project and look forward to continued success in Meridian.
