Meeting of the Meridian Planning and Zoning Commission of January 21, 2016, was
called to order at 6:00 p.m. by Chairman Steven Yearsley.
Present: Chairman Steven Yearsley, Commissioner Patrick Oliver, Commissioner
Rhonda McCarvel, Commissioner Ryan Fitzgerald and Commissioner Gregory Wilson.
Others Present: Machelle Hill, Andrea Pogue, Bill Parsons and Dean Willis.

Yearsley: Good evening, ladies and gentlemen. At this time we would like to open the
regularly scheduled meeting for the Meridian Planning and Zoning Commission for the
hearing date of Thursday, January 21st, 2016, and let's begin with roll call.
Item 2: Adoption of the Agenda
Yearsley: Thank you. First thing on the agenda is the adoption of the agenda. Do we
want to bring this up now or --
Parson: Yeah. Mr. Chairman, one last minute change to the agenda before you -- for you
this evening to take under consideration prior to the Planning and Zoning Commission
hearing this evening staff did find a discrepancy in the property noticing that we sent out
for the Logan Creek project that was going to be heard tonight and so because of that
discrepancy this project cannot be heard and must be continued to the February 18th
Planning and Zoning Commission hearing. So, we ask that you modify your agenda
accordingly and continue that project out, again, to the February 18th, 2016, hearing.
Yearsley: Thank you. And I think for all those who are in attendance, Logan Creek
cannot be heard today because of a noticing error. I don't know if you were here for that
one. And so it will be continued to February 18th. And, then, also that Action Item A for
Augusta Estates Subdivision has requested to be continued to March 3rd of 2016 as well.
So, with those changes can I get an adoption to approve the agenda as amended -- or as
presented.

Located 1550 S. Tech Lane Request: Conditional Use Permit to
Operate a Church from an Existing Building in an I-L Zoning
District
Yearsley: Next on the agenda is the Consent Agenda and on that we have the approve
minutes of January 7th, 2016, Planning and Zoning Commission meeting and the Findings
of Fact and Conclusion of Law for the approval of Calvary Chapel of Meridian, file number
H-2015-0039. If there is no changes or corrections, could I get a motion to approve the
Consent Agenda?

1. Request: Rezone of 62.58 Acres of Land; 52.75 Acres of
Land from the R-8 to the R-4 Zoning District and 9.83 Acres of
Land from the R-2 to R-4 Zoning District
2. Request: Preliminary Plat Approval Consisting of 139
Building Lots and 20 Common Lots on 62.58 Acres of Land in a
Proposed R-4 Zoning District

Yearsley: And I guess -- can I actually -- for the record, I just -- is anybody here to hear
the Augusta Estates Subdivision? The applicant has requested to move that to March
3rd. Is there going to be an issue -- okay. So, at that point I would like to open the public
hearing on file number H-2015-0041, Augusta Estates Subdivision, for the sole purpose of
continuing it to March 3rd, 2016. Could I get a motion?
McCarvel: So moved.
Oliver: Second.
Yearsley: I have a motion and a second to continue the public hearing on Augusta

Other Lots on 21.76 Acres of Land in an R-4 Zoning District
Yearsley: Next item on the agenda is the public hearing for Logan Creek Subdivision, file
number H-2015-0037. Can I get a motion to continue that application to February 18th,
2016?
Fitzgerald: So moved.
Oliver: Second.
Yearsley: I have a motion and a second to continue Logan Creek, file number H-2015-
0037 to February 18th, 2016. All in favor say aye. Opposed? Motion carries.

Yearsley: Now, I guess we have one last motion, since there is nothing else on the
agenda.
Parsons: Mr. Chairman?
Yearsley: Oh. Yes.
Parsons: Before we adjourn for the evening I did want to bring something to the
Commission's attention. The city is looking to hold a joint meeting between City Council
and the Planning and Zoning Commission and at this point we are tentatively scheduling
that for the April 12th, hearing -- or April 12th, 2016. So, I do want to at least -- you can
