The 13.17 -acre parcel to be annexed was purchased from the West Ada School District and will be combined with an additional 20.37 acres which has already been annexed/zoned to R-8 and was previously approved as part of the Fall Creek Subdivision. The property is located west of Stoddard Road and south of Overland Road. The subject parcel adjoins the western boundary of the future middle school site and lies north of the future Kodiak Drive. Kodiak Drive is proposed as a mid -mile collector connecting S. Linder Road to S. Stoddard Road. An unrelated parcel adjoins the northern boundary of the previously annexed Fall Creek property. The sliver parcel is non -buildable, has no legal frontage, and is occupied by a service ditch. During the pre -application meeting, Meridian city staff requested that we approach the parcel's owner to see if there was interest in being annexed and cleaning up the parcel lines. In a telephone conversation, the adjacent property owner indicated he plans to sell the property and was not interested in cooperating or being annexed at this time (see attached follow-up correspondence). As the property contains a ditch and appears to be less than 30 feet at its widest point, the property has no value to Coleman Homes LLC and is better suited for inclusion in development of properties to the north, which are served by the ditch. The proposed Fall Creek Meadows Subdivision has lots ranging in size from 8,700 square feet to 22,514 square feet, with an average lot size of 10,730 square feet. The gross density of the project is 2.83 units per acre with a net density of 3.55 units per acre. The original preliminary plat approval under Fall Creek delineated 75 lots in the 20.37 -acre area ranging in size from 6,275 square feet to 12,132 square feet. The number of lots in this area has been reduced to 60, with 35 lots added within the school surplus parcel consisting of 13.17 acres. Therefore, the additional number of lots in the project equates to 20. A traffic study was reviewed and approved for the original preliminary plat. Mitigation included the construction of Kodiak Drive (the mid -mile collector) and turn lanes at the Linder Road entrance. The addition of 20 lots will constitute approximatleyl90 vehicle trips per day, which is negligible. No additional traffic analysis is necessary The developer is providing detached five -foot -wide sidewalks with eight -foot -wide landscaped buffers along the local streets. Landscaped buffers proposed along the collector will vary in width from 20 feet to 60 feet. A 10 -foot -wide, multi -use pathway is proposed along the south side of Kodiak Drive, extending north within the arterial buffer of Linder Road with the Fall Creek Meadows project. A central park with a pool facility, playground equipment and gazebo was constructed south of Kodiak Drive within Phase 1 of Fall Creek. Pocket parks with minor amenities were also proposed with the original Fall Creek development. Consistent with the original plan, a pocket park with a tot lot is proposed within Fall Creek Meadows. The original preliminary plat included pedestrian paths for mid -block connections, linking the project to its primary amenity and the future middle school site. Fall Creek Meadows includes two micro - paths connecting to the proposed Sagewood Subdivision and the new Middle School site. A total of 3.94 acres of eligible common area is provided within the Fall Creek Meadows development, for a total of 11.7 percent eligible open space. The development is currently serviceable with central sewer and water. A 27 -inch sewer main line (South Black Cat Trunk) was constructed through the parcel along the future alignment of the collector roadway (Kodiak Drive). The proposed development will connect to the existing sewer main line. An existing 12 -inch water main has been extended west along the Kodiak collector from Stoddard Road with eventual connection to the existing 12 -inch water main in Linder Road. A second connection to the existing 12 -inch water main in Stoddard Road from Bear Track Court provided a redundant connection to domestic water. A third water connection in Phase 3 of Fall Creek will connect to the existing 12 -inch water main in Linder Road. Access to the property is provided from Linder Road via an extension of Kodiak Drive, a collector street. The property (20.37 acres) was annexed and zoned to R-8 in 2005 as the Bear Creek West project under Ordinance No. 06-1258 (AZ 05-064, Instrument No. 106151231). A development agreement was entered into with the previous owner and was recorded as Instrument No. 106151232, records of Ada County, Idaho. Resubmitted as Fall Creek Subdivision in 20012, the preliminary plat (PP -12-016) for Fall Creek Subdivision was approved on March 5, 2013. Fall Creek Subdivision No. 1 was recorded on July 8, 2014; Fall Creek Subdivision No. 2 was recorded on December 21, 2015; and it is anticipated Fall Creek Subdivision No. 3 will be recorded by June 2016. Since the year of the original development agreement (2006), City Ordinances have been revised to incorporate most of the conditions of approval contained in the agreement. Changes to the development agreement would include any specific conditions of approval and incorporation of the newly annexed property. The legal descriptions associated with the warranty deed transfers and/or Records of Survey did not exactly match, resulting in a sliver of waste land containing a concrete ditch that the Ada County Assessor shows as being owned by Martony Enterprises LP. I have attached a vicinity map showing the parcel along with a copy of the Ada County Assessor's information for your reference. The property adjacent to this parcel has since been sold to other parties and our client, Coleman Homes LLC, has annexed and received preliminary plat approval for the adjoining property. The West Ada School District has sold a surplus parcel to Coleman Homes LLC, and we are incorporating the school parcel into the project known as Fall Creek Subdivision. In our pre - application meeting with the City, staff recommended we seek your assistance in clearing up the matter of this remnant parcel, preferably by quit -claim deed to combine with an adjacent parcel. Aikens St., Suite B Eagle, ID 83616 RE: Final 2005 groundwater monitor report - Bear Creek West Subdivision Measurements of the five test holes on the Bear Creek West project site have been completed for the 2005 irrigation season. Attached is a table displaying all readings and a map showing all test hole locations. All monitor pipes remained dry to more than 10 feet below ground levels on all readings except for TH3 and TH4. The highest recorded water table levels were 105 inches below ground level in TH3 and 95 inches in TH4 on August 31st. Both of these test holes are located at the lower end of the grain field and are near waste ditches. I am confident that the rise at these two locations is due to local irrigation activity. Once irrigation of the grain was concluded levels began to drop. Once irrigation is removed from this and adjoining parcels and development continues, I would expect groundwater levels at all sites to remain below 120 inches at all times. You should be able to design on the basis of 8 feet below ground level as a conservative figure.
