2016 01-04Meeting Minutes Meridian Transportation Commission January 4th, 2016 Council Chambers — Meridian City Hall • 33 East Broadway Ave., Meridian, Idaho 1. Stacy Arnold, and Caleb Hood 2. Adoption of the Agenda Agenda Items A & F were combined and moved to last on the agenda. Motion by Lewis and second by Ballard to approve the agenda as modified — all ayes — motion carried. 3. Approval of Minutes from December 7th, 2015 Meeting Commissioner Lancaster requested a change to the top of page 3 regarding the COMPASS public charter school; add "area" after "District" at the end of the sentence. Motion by Lancaster and second by Ballard to approve minutes as amended — all ayes — motion carried. 4. Old Business Items a. Transportation Projects Update (memo attached; C. Hood) Caleb mentioned that a memo was prepared, beginning on page 5 of the packet. It was noted that the Meridian Interchange project is complete and all lane restrictions on 1-84 are removed. Caleb gave a brief summary of the joint Council-ACHD Commission joint meeting that was held on December 15th. Caleb clarified that a TAP application was submitted to COMPASS before the deadline. The application was for a pathway segment in northwest Meridian. Caleb proposed that city staff get together this spring and come up with a list of other potential TAP projects and present that to the TC. He also asked if there were any additional, potential TAP projects that the TC had to add to the list. Commissioner Hall asked that the pathway between Mountain View HS towards Eagle Road could use some lighting as this gets used by school kids. Commissioner Leisle asked that on the north side of McMillan, near Heritage Middle School, there is a gap between Locust Grove and Red Horse that should be filled -in. This project is on the Community Programs project list, but can be added to the potential TAP project list. S. New Business Items a. Election of Officers to 2016 (Combined with item 5.f and moved to the end of the agenda) b. City Commissions and Committee Formation and Function Changes (Ted Baird) Ted outlined changes to by-laws that were occurring citywide for all the Commissions. The Council approved these changes at the end of 2015. Essentially the biggest change has to do with reappointment. A Commissioner can be reappointed twice by request, but any further appointments require unanimous approval from the City Council. An additional change to the way Commissions work has to do with absenteeism. If a commissioner misses one-half of the meetings in any twelve month period, they are automatically terminated. The by-laws will be brought back next month for review and approval. c. Meridian Police Department Status Report (Sgt. Stacy Arnold) Sargent Stacy Arnold told the Commission that the 40 MPH speed limit signs are now up on Ten Mile Road, between Franklin Road and Chinden. He also mentioned that he asked ITD to put up "fender bender, move vehicle off road" signs along Eagle Road. Commission Lancaster mentioned that it is current ITD policy/practice to only put those signs up on the interstate. PD Traffic also spoke with the Village operator and ACHD about Records/Fairview intersection and giving additional green time to the turns to clear stacking. A question about PD school zone enforcement, priority and monitoring was asked and discussed. d. School Zone Speed Limits (memo attached; C. Hood/Ted Baird) During the December TC meeting a question was asked about the City's adopted school zone speed limits — the City does not currently have an ordinance that sets a standard (it is silent). The City used to have an ordinance that set a fine and included "when children are present". Because State Code addresses this now, City Code does not. A question was asked about other communities and if any other speed limits in school zones exist — 15 to 30 MPH exist elsewhere. Commissioner Lancaster asked ACHD to look at the appropriate school zone speed limit on a case -by -case basis. Commissioner Hopkins liked the idea of having consistent, universal speed limits in school zones. e. Staff Communications (memo attached; C. Hood) Caleb drew the Commission's attention to the three e-mail chains in the packet, beginning on page 10. One of the topics, included a concern about cut -through traffic and speeds between Meridian and Linder, south of Ustick (Darrah Drive). This concern was also brought up last year and didn't meet ACHD's warrants for mitigation. Caleb mentioned that Ryan Head would be at the February meeting to kick-off the prioritization process. Caleb also asked ITD to come back and give an update on Eagle Road speed limits this spring. f. Election of Officers (T. Hopkins) Commissioner Hopkins was nominated as Chairman for 2016 by Commissioner Lewis. No other nominations were made. Commissioner Hopkins was unanimously voted Chair. Commissioner Ballard was nominated as Vice -Chair for 2016 by Commissioner Hopkins; second by Commissioner Leslie — all ayes — motion carries. 6. Future Meeting Topics a. COMPASS Freight Study b. Eagle Road Speed Limit Update c. Speed Limits on Ten Mile Road d. VRT Transit 101 Staff mentioned that the by-laws amendment and the kick-off of priorities for 2016 would be discussed in February. Staff mentioned that speed limits on Ten Mile Road would be discussed at a future meeting as well. Commissioner Lancaster brought up that past practice of ACHD coming to the TC to discuss potential changes with the TC before implementation. Caleb explained some potential reasons why transportation related topics are bypassing the TC. Commissioner McRoberts asked what the TC is supposed to be doing and what authority the TC has. Councilman Zaremba mentioned that he would like to see the TC work towards creating a citywide master mobility plan. Commissioner Ballard explained jurisdiction over the roads in Ada County and being part of the conversation. Caleb stated that he will talk with the Mayor's Office and Police and get on the same page for processing changes, hopefully, and if not we can talk with ACHD and ask them to be more proactive/engaged with the TC. Councilman Zaremba mentioned that the TC should probably develop a mission statement, if one doesn't already exist. Ted Baird mentioned that the makings of a mission statement already exist at the beginning of the TC ordinance. Commissioner Ballard asked that during the next TC meeting the ordinance be reviewed. 7. Next Meeting Date: February I't, 2016 (listed as February 3d on agenda) 8.
