Re: Applicant’s response to staff report for Citadel Storage at Amity –ALT, AZ
To Mayor, Council Members and Staff:
We have received and reviewed the Planning Staff’s report for our proposed Citadel
Storage at Amity applications and have the following comments.
We agree with all the conditions of approval in the staff report except one, which is
condition 1.1.1.f regarding the timing that the landscape and sidewalk are to be installed
along the frontage of the development. We appreciate the consideration given to defer
installing the landscaping and sidewalk along a portion of Amity to accommodate the
future installation of the sewer trunk line through this area. However we still have
concerns with the timing along the Meridian Road frontage.
Submitted with this narrative are the phasing plan and 2 additional illustrations that we
will discuss further with the Council to help explain the hardship associated with installing
the landscaping and sidewalk prior to the installation of the buildings. As the illustration
shows, there is a significant grade challenge with this site and to construct the buildings a
substantial quantity of material needs to be temporarily removed in order to install the
buildings. Additionally, just like any home or commercial building that is built in the City,
the storage buildings are built first and the then the landscaping follows, otherwise the
landscaping has to be torn out and redone.
Due to the hardship and challenges associated with constructing the landscaping and
sidewalk along Meridian Road prior to the construction of the buildings, we request that the
frontage improvements be installed with each corresponding phase of the development. We
propose that the wording for condition 1.1.1.f be modified as follows:
New Condition 1.1.1.f:
All landscape and frontage improvements associated with the site including the
landscape buffers and the 10-foot wide multi-use pathways shall be constructed
with the corresponding construction phase of the development.
We agree with the P&Z Commission’s recommendation of approval with the modification
to this one condition of approval as stated above.

further with the Council at the upcoming hearing.
