RE: H-2015-0029 COPPERBROOK SUBDIVISION
The Idaho Transportation Department has reviewed the referenced annexation, zoning, and
preliminary plat application for the Copperbrook Subdivision located 4725 N. McDermott Road west
of the proposed new alignment for SH-16. ITD has the following comments:
1. ITD has no objection to a subdivision being constructed at this location.
2. This subdivision is next to the future alignment for SH-16. SH-16 at this location will be a full
access controlled highway. W. McMillan Road will not have access to the SH-16 corridor. A
structure will connect W. McMillan Road east and west of the new SH-16 alignment.
3. Below is the corridor study planned typical section for this section of SH-16:
4. The City is reminded about keeping costs down for constructing the highway by leaving the
new SH-16 corridor free of any major structures. At the location of this subdivision, a 300 foot
right-of-way strip is requested to remain open measured from the east property line of the
subdivision (west right-of-way boundary of N. McDermott Road). The preliminary plat shows
an area being left open for the future SH-16 right-of-way, but not 300 feet measured from the
east property line of the subdivision.
5. The property south of this subdivision next to N. McDermott Road currently has access to N.
McDermott Road. When the new SH-16 alignment is constructed, a portion of this property will
be landlocked. The corridor study showed providing access to a roadway ¼ mile west of N.
McDermott Road. The Copperbrook Subdivision preliminary plat shows a north/south road (N.
McCrosson Avenue) at the half mile west of N. McDermott Road. ITD does not object to
moving the road away from the structure on N. McMillan Road. How will access to the property
south of the Copperbrook Subdivision be provided if the road ¼ mile west of N. McDermott
Road is not constructed?

Dear Planners:
Joint School District No. 2 (dba West Ada School District) has experienced phenomenal student growth
in the last ten years. Nearly every high school, middle school, and elementary school throughout the
district is operating at or over capacity. Approval of the Copperbrook Subdivision will have a significant
impact on school enrollments at the elementary, middle school and high school levels in West Ada
School District. Based on U.S. census data, we can predict that these homes, when completed, will
house 160 school aged children.
West Ada School District supports economic growth. However, growth fosters the need for additional
school capacity. Revenue support from developers of new residential subdivisions for the purchase of
the school sites necessary to serve the proposed subdivision is required. West Ada School District
estimates the revenue required for the purchase of future school sites is $830.00 per new home
constructed. The approval of Copperbrook Subdivision will create the need for $165,170 in revenue to
purchase the school sites this subdivision will require. In lieu of these sources of revenue, the district
will accept the donation of land appropriate for a school site. Such a site would need water and sewer
service available, and prior to the commencement of construction, the district will need to pass a bond
issue for the construction of schools.
Residents cannot be assured of attending the neighborhood school as it may be necessary to bus
students to available classrooms across the district. We ask that you require the developer to provide
safe walkways, bike baths and safe pedestrian access for our students. School capacity is addressed in
Idaho code 67-6508. Future development will continue to have an impact on the district's capacity.
