Final Plat Submittal
Dear Bill:
On behalf of the applicant, Red Oak Development, LLC, please accept the attached
final plat application packet for the Sundial Circle Subdivision Final Plat. The subject
site is located at 2250 W. Whitelaw Drive and is the re -subdivision of Lot 23, Block 2, of
Sundial Subdivision No. 2. The proposed subdivision will be twelve (12) lots with eleven
(11) residential building lots and one (1) common lot.
The original Sundial Subdivision Final Plat was reviewed and approved by the City of
Meridian City Council in August of 2007. The subject site as one lot was platted as
Sundial Subdivision No. 2. Until recently, a cell tower has been located on this parcel.
With the removal of the cell tower, the subject site can now be final platted.
The design of the site and the resulting residences are regulated with a Development
Agreement recorded in 1994 between Steele and Sons Ltd. Land Company and the City
of Meridian. This agreement requires that residential lots be no less than 8,000 sq. ft.,
and residential structures be a minimum of 1,400 sq. ft. in size. One (1) common lot is
proposed and it will provide pedestrian access to match the existing path abutting the
site to the west. The project zoning will be R-4.
The Sundial Subdivision Homeowners would like this new phase to be included in the
existing HOA and the site developer concurs. The process for receiving the new
subdivision into the HOA requires 70% of the members to formally agree. Each HOA
member will sign a notarized document supporting the inclusion of the new lots and
these documents will be recorded.
The Sundial Circle lots will not formally `exist' until the final plat has been approved. An
interim strategy could be to establish an intermediary HOA for approval of the Final Plat
with understanding that Sundial Circle Subdivision will participate in the necessary
process to become a part of the existing Sundial Subdivision HOA. The intermediary

HOA will incorporate the CCR's established with Sundial No. 2 to provide consistency
between the abutting subdivisions. These CCR's are attached.
The legal description, the warranty deed, parcel verification, and a vicinity map are also
included in the application submittal materials.
The landscape plan for this project is attached and proposes to landscape the new path
section consistent with the landscaping shown for the existing path section. With the
participation of Sundial Circle with the existing HOA, the homeowners will have access
to and participate in the cost to maintain the existing common areas in the abutting
subdivision.
With irrigation water rights, this subdivision will join the existing pressurized irrigation
system. Nampa Meridian Irrigation District provided the PI System schematic submitted
with Sundial Estates. In a brief discussion with the District about hooking into the
system, they indicated that a pump upgrade would be needed to serve the new
residential systems. The applicant is submitting a Land Use Change Application to the
District concurrent to this application. This application to NMID includes full engineered
drawings for development of this PI system for Sundial Circle.
A site geotechnical report with the highest seasonal groundwater elevation covering this
parcel is herby provided with this application and no development features, other than
the pathway extension, are proposed for this project given the size of the site and the
number of proposed lots.
Street drainage will be handled and disposed of via an ACHD sand and grease trap and
infiltration trench. Plans are being submitted concurrently to ACHD as well.

Statement of Centerline Groundwater Elevations
To whom it may concern:
This letter serves as a statement regarding normal groundwater elevations relative to design
street finish centerline (CL) elevations. MTI Geotechnical Engineering Report File # B61371g
page 8 dated 9-18-06 states that groundwater "is anticipated to remain at depths of greater
than 8 feet below the ground surface throughout the year." Design street CL elevations on
subject project are set at approximately 2 feet above existing ground surface. Therefore, in the
opinion of this engineer, the street centerline (CL) elevations are set at a minimum of three (3)
feet above the highest established normal groundwater elevation.
