PZ - Applicant Response to Staff Report - 1/7 January 6, 2016 City of Meridian Planning and Zoning Commission and Staff 33 E. Broadway Avenue Meridian, ID 83642 Re: Applicant’s response to staff report for Citadel Storage at Amity –ALT, AZ To Planning and Zoning Commissioners and Staff: We have received and reviewed the Planning Staff’s report for our proposed Citadel Storage at Amity applications and have the following comments. Prior to and after the applications were submitted to the City, we had several discussions with City staff regarding this site. After we reviewed the staff report we were surprised by a few of the conditions of approval. Over the past few days, we are having additional discussions with staff to try to find workable solutions. Based on our review of the staff report and our most recent conversations with staff, we have the following comments to the staff report. Condition 1.1.1.c – Modify the condition to add text similar to the following (which will be presented by Planning staff) “If the site does not develop as a self-storage facility, then the developer shall construct …… We understand staff to be agreeable to this change. Conditions 1.1.1.f, 1.1.1.i, 2.2.1, and 2.2.2 are related to sewer and water. Our team had several discussions with Public Works staff over the prior months regarding sewer and water and we thought there was a clear understanding on these items. Unfortunately, the staff report does not reflect the applicant’s understanding of those conversations. We are currently in the process of working with Public Works staff on these conditions and anticipate a resolution and proposed modified conditions of approval for each of these conditions prior to the P&Z Hearing. Condition 1.2.1 – alternative compliance for requested building materials. As stated in the application, we are planning to build this site with the same materials and colors that were used in the previously approved Citadel 1 and Citadel 2. We understand the process requires that alternative compliance approval of these materials is granted at a later stage in the process (CZC and Design Review), which is a staff level approval. However, we need to have certainty at this initial approval stage that the City will approve the buildings and materials as proposed. We will request the P&Z Commission and City Council provide direction to staff that it is acceptable for us to build Citadel 3 at Amity as proposed in our application, which is the same as the previously approved Citadel 1 and 2, so that there is no confusion in the future. Condition 2.2.4 – As stated in our application, there is no water right associated with this site, so we will use City water to irrigate the landscaping. No need to change this condition, just stating this for the record. We agree with the staff’s recommendation of approval with modifications to the conditions of approval listed above.
