Request for Reconsideration for Bull Ranch AZ-15-013, PP-15-017Gem State ER, LLC RjE C EIVED 5262 N Papago PL DEC 0 7 2015 Boise, ID 83713 C iTY .�T 'CLERKS OFFICE Date: December 7, 2015 Re: Request for Reconsideration Bull Ranch (AZ 15-013 and PP 15-017) Attn: Meridian City Council We respectfully ask that the aforementioned project be put back on the council agenda for reconsideration as there was a misstatement regarding the density of Bull Ranch verses its neighboring subdivisions that is cleared up by the relevant statistics shown below. In fact Bull Ranch will be the 2"d lowest of 4 surrounding subdivisions. Attached (page 3 of 3) is a revised plat to address the unanticipated concerns of City Council from last week's hearing on 12/1/2015. We heard your concern regarding the transition from Saguaro Canyon to the south and have decreased the density of the southern boundary from 10 home lots to 8 (minimum 6,017 sq. ft. lots from 5,014 sq. ft. minimum prior— at 25% increase in southern boundary lot size on average) and decreased overall gross density from 4.77 to 4.57. We did this to help to alleviate the concerns of the one of the 6 neighbors to the south who had a 180' wide back yard who was concerned about the prospect of 3 back yard neighbors—she would now have 2. This overall gross density puts us comfortably below the 6 per gross acre target for the Medium Density Residential as it is designated in the 12-31-2014 Meridian Comprehensive Plan. We considered making the southern boundary a R-4 but the street coming out of Hightower to the East (E. Tallin ST) makes that economically unfeasible since it is set from the property boundary in a way that produces a 100' lot depth making 8,000 sq. ft. lots unworkable due to a commercially undesirable width to depth ratio. Despite assertions at the 12/1/2015 City Council Meeting that the density of Bull Ranch was not appropriate for the surrounding neighborhoods here is how this revised plan would stack up: Bull Ranch gross density vs. its nearest neighborhoods (see map on next page 2 of 3): Saguaro Canyon – 3.3 Bull Ranch (as revised) – 4.57 Hacienda – 4.99 Hightower (109 lots --minus the commercial area) – 5.35 Bull Ranch will be a great addition of mid-range housing options to server the New St. Ignatius School that Holly Apostles Church (just to the West of Bull Ranch) is planning to open. The St. Ignatius project is getting ready to kick off in the next few months. This new school is slated to open in the Fall of 2017 and will have K-8 capacity of 750 students. Many of those parents of these students would welcome an affordable option to live near the school so their students could walk to school without crossing a major road. I have been a member of this parish for over 10 years and know this demand exists for affordable near the parish. Thank you for considering our request for reconsideration.
