Conger JDC:ml Village Apartments — Narrative and Summary of Applications DevCo Page 1 Village Apartments — Narrative SUMMARY OF APPLICATIONS Village Apartments is a 336 unit multifamily rental apartment development on 11.39 acres of a 16.62 acres site. The property is located in North East Meridian, Idaho between N. Eagle Road and the soon to be completed N. Records Avenue. Situated just south of the Southeast Corner Market Place Subdivision No. 1, the Village Apartments is the residential portion of a residential and retail development. The 5.23 acre parcel fronting N. Eagle Road will be developed for retail use. The 16.62 site consists of two parcels, a 0.24 acre (51104233642) and 16.44 acres (51104233710). The 16.44 acre parcel has been annexed (AZ -03-021) and is zoned C -G, the smaller 0.24 acre parcel has not been annexed and is zoned RUT. The 16.44 acre parcel has an existing Development Agreement (DA 104129529), which as part of these applications we are requesting the inclusion of our proposed retail/commercial and residential concept plan as well as remove any requirements for detailed Conditional Use Permit (CUP) approval for future uses or any other provisions that may not be applicable anymore. We are also requesting annexation of the 0.24 acre parcel and to be incorporated in to the existing Development Agreement. In addition to the Annexation, DA Modification and CUP applications we are requesting a Property Boundary Adjustment to create two parcels for the retail/commercial and the residential uses. The retail/commercial parcel is proposed for 5.23 acres and the residential will be 11.39 acres. Eagle Road C -G, R-2, R-15, RUT -Residential Pre -Application Meeting & Neighborhood Meeting Two pre -application meeting was held with the Meridian City Planning Division staff on April 20, 2015 and June 30, 2015. The neighborhood meeting was held on July 22, 2015 at 6:OOpm by Conger Management Group at Kleiner Park near the property and presented the proposed development design. There were approximately six (6) people in attendance at this meeting. Many of the questions regarding the development were regarding the completion/connection of N. Records Avenue. Other comments and questions were regarding the design and landscaping for the proposed apartments. Some concerns were in regards to the potential increase in traffic after the completion of N. Records Avenue. ANNEXATION DevCo requests with this application the annexation of the 0.24 acre parcel, 51104233642, into the City of Meridian with the C -G zoning designation. The C -G zoning designation for this parcel matches the existing C -G zoning for the directly adjacent properties. As part of the annexation this parcel is anticipated to be incorporated into the existing Development Agreement, DA 104129529. Annexation of this property will allow the parcel to be incorporated into a larger 5.23 acre portion of land that is planned for retail/commercial space. The C -G zoning and existing Development Agreement allow for the proposed retail/commercial development and we believe this will be the best use of this undeveloped land. Please see the Boundary and Annexation Legal descriptions prepared by Sawtooth Land Surveying included in the Annexation application for this parcel. Village Apartments —Narrative and Summary of App ications DevCo Page 3 PROPERTY BOUNDARY ADJUSTMENT As part of the annexation application for the 0.24 acre parcel, we request the approval of a Property Boundary Adjustment that will allow the size of the property to be increased to 5.23 acres. This Boundary adjustment will make the best use of the C -G zoning and conforms to the existing surrounding retail/commercial uses. The Property Boundary Adjustment will create a second parcel of about 11.39 acres. This parcel is planned for the development of a 336 unit multifamily rental project. This development will provide a good transition between the existing and proposed retail/commercial to the west and the existing single family housing to the east. Please see the proposed Record of Survey and legal description prepared by Sawtooth Land Surveying for the included in the Property Boundary Adjustment application. DEVELOPMENT AGREEMENT MODIFICATION Parcel No. 51104233710 (16.62 acres) has an existing Development Agreement between City of Meridian, Bart L. Bryson, and The Melvin R. and Noma E. Schrammeck Trust, The Development Agreement 104129529 was recorded on October 8, 2004. In conjunction with the Annexation, Property Boundary Adjustment and Conditional Use Permit applications, we request the modification to the existing Development Agreement, DA 104129529. With the annexation of the 0.24 acre parcel, we request the modification of DA 104129529 to include this parcel (51104233642) as part of the retail/commercial parcel. We also request to include in the Development Agreement the attached proposed Concept Plan for the Retail/Commercial and Residential parcels as part of our Property Boundary Adjustment application. We also request to modify any other provisions in DA 104129529 that may no longer be applicable. CONDITIONAL USE PERMIT DevCo requests the approval of a Conditional Use Permit forthe proposed 11.39 acre parcel for the development of a 336 unit multifamily rental apartment complex. Under the existing Development Agreement with the C -G zoning the multifamily rentals is an allowable use. PRODUCT: DevCo enlisted the expertise of The Architects Office and Land West Studio to design a property that adds to the existing surrounding neighborhoods. The proposed designs incorporate Meridian's Multi -Family Development Standards. Village Apartments will promote multi -family residential development that increases the variety of housing choices in Meridian through context sensitive design. The building designs incorporate timeless designs with four different building types and abundant open -green spaces. The low or no maintenance exteriors will incorporate stucco, cementitious siding, steel deck and rails and class A 30 year asphalt roof shingles. This infill development will provide affordable housing to the Eagle corridor with easy access to transportation. To meet the needs of Idaho's large bicycle culture, The Village Apartments incorporates on site large scale bicycle storage and repair station. The onsite "Bicycle Barn' will have capacity to store approximately 60 bikes from the elements and more bike storage planned in the common areas. The property also accommodates a Clubhouse with Patio for tenant use. AMENITIES: As the developer we have a large amount invested in this property and we have researched, interviewed focus groups and followed the city ordinance to plan the most productive amenities for this area and this development. The amenity package proposed is as follows: • Landscaped Open Space: Village Apartments meets the City's requirements for the required Common Open Spaces.
