Josh, We have read the staff report and associated conditions of approval for the annexation, zoning and preliminary plat (AZ- 15-013 and PP-15-017) for the Bull Ranch Subdivision. The following are our comments: 1. 1.1.1.a and MIA The project will develop in two phases. Given that the stub streets are on the SE corner of the property and the existing home is on the NW corner of the property it is not feasible or practical to vacate access to Chinden for the existing home until phase 2. The developed parcels of phase 1 will not have access to the Chinden access, only the existing home. Since the roadway to the existing home will be developed in Phase 2 we respectfully request relief from vacating the existing access to Chinden for the existing home until Phase 2. 2. 1.1.1.c: Since the existing home is in phase 2, it is not feasible or practical to connect the existing home to City utilities in the first phase. However, since the sewer connection to the existing home is in the rear yard, sewer is not as much of a hardship. City sewer will be connected to the existing house in phase 1 but since the water line and roadway to the front of the existing home will be developed in Phase 2, we respectfully request relief from the water connection to the existing home until phase 2. 3. 1.1.1.d: The phasing plan will be revised to include Lot 1, Block 4 in phase 1. The micropath proposed on Lot 23, Block 3 will be developed in Phase 2 consistent with our request to vacate the existing access to Chinden for the existing home in Phase 2. 4. 1.1.2.c: As stated above, it is not feasible or practical to include the existing home in phase 1. The phasing plan will be revised to include Lot 1, Block 4 in phase 1 but we respectfully request relief from including the existing home in phase 1. 5. 1.1.3.c: Perimeter fencing is not required per the City's UDC. However, since the property to the north is developed, a 6' privacy fence will be installed along the north boundary of the Bull Ranch subdivision. We respectfully request relief from the western boundary fence since the property to the west is vacant land with a pending project. We propose to work with the property owner to the West for a joint fence and pressurized irrigation system.
