(HWY 20/26) a \ I 2 o00 Proiect Features • Site Area: 4.89 acres • Building: 56,543 square foot, single story structure i n_ f3i i • Unit Count: The proposed building will house 73 "units" with a maximum of 88 residents. • Memory Care – 35 units with up to 40 beds • Assisted Living – 38 units with up to 44 beds • Parking Requirement. The UDC parking requirement is interpreted to require one-half space for each bed. • At 88 beds, 44 parking stalls are required for the complex, of which 2 must be ADA compliant. The plan proposes 43 standard stalls and 4 ADA stalls—three more than required. Parking Location Alternative Compliance. UDC 11 -3A -19:3.a requires that no more than 50% of the required parking be located between Fox Run Way and the building. Inasmuch as all facility parking is proposed to be at the front of the building, an "Alternative Compliance" application is provided for the following reasons: The established landscape buffer between Fox Run Way and the parking areas will be more than doubled in landscaped area and depth. Access to the rear of the building—except for emergencies—is restricted for obvious reasons. Staff, residents, and visitors will enter and exit the building through the controlled, central "common" at the front. • Development of the property immediately to the east and south is proposed to be attached, age -qualified single family dwellings. The internal circulation system of that project will "sharer' the drive that encircles the south and easterly sides of the facility. Dwellings fronting that drive will face a 25 -foot landscaped buffer at the back of the complex. • Site Access: Vehicular • Two primary points of access are provided from Fox Run Way. • Additional access will be provided from the south and east when the adjacent property develops as noted above. With access to Chinden prohibited, the only points of access to the assisted living complex are from Fox Run Way as described above. Because Fox Run is a designated residential collector, and no means of vehicular access to the site from a local street is available, a waiver from UDC 11 -3A -3;A is requested. • Site Access: Pedestrian • While not directly accessible to the assisted living site, the existing 10 foot -wide regional multi -use pathway along Director Street integrates with the Fox Run sidewalks and will, in the future, add to pedestrian accessibility when the remainder of Paramount Northeast develops. 11 • Perimeter Landscape Buffers The site plan depicts the required landscape buffers of 35 feet on Chinden and 20 feet on Fox Run. The aerial photo below shows the reality—that existing, established landscape buffers on both streets exceed UDC requirements—particularly on Chinden. • The accompanying landscape plan shows that the existing, established buffers will be augmented with additional landscaping of the expanded setback areas. IN SUMMARY This submittal proposes four (4) specific actions: Approval of three applications, and the granting of one waiver: • Conditional Use Permit Application for an assisted living complex within a C -C zone; • Development Agreement Modification Application for incorporation of a "Conceptual Development Plan" for the area between Chinden and Director into the project DA; • Alternative Compliance Application to allow the location of required parking at the front of the facility; and, • Waiver of UDC 11-31-3:A to allow site access from a collector street.
