This letter was written on behalf of the developer, Seagle Three, LLC, to describe the enclosed
application for the preliminary plat for the proposed Settlers Square Subdivision.
As you know back in 2007, the owners submitted applications to annex the property with an
accompanying preliminary plat for Settlers Square Subdivision. The annexation and development
agreement were approved by the City, but due to the economic challenges faced in 2008, the property
never moved forward to final platting. As a result, the preliminary plat has since expired.
This application is intended to ask the City to reapprove the preliminary plat for Settlers Square
Subdivision. We are not requesting any changes to the conditions of the Development Agreement or
the configuration of the plat. As shown on the enclosed plat drawing, we updated a few notes on the
plat and fixed the routing of the sewer line to address some earlier comments from the City, but
otherwise the content of the plat is nearly identical to what was approved about 7 years ago.
As outlined in the initial application back in 2007, Settlers Square Subdivision is intended to be a
gathering place providing pedestrian -friendly neighborhood commercial services. Settlers Square
Subdivision, when fully developed may contain a mix of retail stores, financial services, restaurants,
general offices, medical offices, day care and related service uses.
We anticipate that the project will be tied together through common architectural building design,
landscaping, street fixtures, architectural highlights and pathways. On -street parking has been added
for pedestrian convenience and to promote a casual neighborhood atmosphere.
Each building will be united through common sidewalks, areas for outdoor seating and landscaping.
None of these buildings will exceed the 20,000 sq. ft. maximum as shown below in Table 1, and will
comply with all local and state codes and standards including, but not limited to: fire, signage, height,
setback, spacing, landscaping, illumination, irrigation, traffic, storm water integration and maximum
background area. It is anticipated that size at total build -out will have a combined building are of
around 90,000 SF.

We recognize that these exact sizes and uses may vary, so anticipate that the actual building size and
uses will be determined by the future design review / certificate of zoning compliance process as each
lot develops and in accordance with the existing Development Agreement for the property.
The landscaping for this project will be of professional design and quality and will comply with all local
codes relating to buffers, parking, and neighboring property. A landscaped median is planned for the
new entrance from W. Ustick Rd. Street lighting is planned throughout the subdivision streets to
enhance the visual appeal and address safety.
The City Council previously approved an application for Alternative Compliance for the landscape
buffers along the interior streets which we intend to follow.
Access points for this subdivision will be on the east (Venable Lane) and south (Ustick Road) sides of
the subdivision. These are both public streets. Buckstone, which is the new street entering the site
from Ustick has been set to meet the typical separation distance of around 330' from the Ustick /
Venable intersection. A stub street will be provided on the west side of the property for future access
and connectivity.
Amenities for the site will include stamped decorative concrete and professionally landscaped islands
to provide a high quality, visually appealing surrounding for the clients and customers.
We had five neighboring property owners attend the Neighborhood Meeting that we held on the
property on August 27, 2015. Based on my notes, they all seemed supportive of the bringing the
preliminary plat for this project back to life. A couple of neighbors specifically said they hoped the
property would not include huge apartment buildings, so the owner showed them the concept plan

submitted with the Development Agreement and stated that he was not proposing apartments. The
goal is to ask the City to reapprove the preliminary plat.
Water for Settlers Square Subdivision will be serviced by the City water system. As shown on the
preliminary plat, we anticipated connection to existing City water lines on a couple of the boundaries
of the subdivision. Irrigation will be provided by a pressurized irrigation system. Stormwater runoff
from the new public street will be retained on site. Stormwater from individual lots will be managed
as part of the site improvements as each lot develops.
We request that the City review and approve our request to reapprove the preliminary plat for
Settlers Square Subdivision. We feel it will improve the opportunity for development in the area and
bring new businesses and services to support the local residents and neighbors. All of which helps
with the financial support to the community.

Around the year 2008, the City of Meridian approved a Development Agreement and Preliminary Plat for Settlers
Square Subdivision, which consisted of 12 commercial lots and 2 common lots located at the northwest corner of
Ustick Road and Venable Ave in Meridian, Idaho, The Development Agreement is still in place, but the
Preliminary Plat has expired, so the owner will soon be submitting an application to the City to ask them to
reapprove the Plat. I have included a copy of the Preliminary Plat they previously approved with this invitation.
Meridian City Code requires the Applicant of a proposed development to invite nearby property owners to a
neighborhood meeting to discuss the project prior to submitting the application to the City. This letter is our
notice of an opportunity for you review and discuss the proposed Settlers Square Subdivision.
This meeting is not a public hearing, therefore City or public officials will not be present. This neighborhood
meeting is an opportunity for us to explain the proposal and for you to review and provide comments about our
request.
The neighborhood meeting will be held: Thursday, August, 27 2015
6:00 pm to 7:00 pm

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing

RE: Projected groundwater levels on Settler's Square site
You requested information on groundwater levels that might be expected on the
above referenced property. Your parcel is the Southeast 1/4 of the Southeast Y4
of the Southwest'/ of Section 36, Township 4 North, Range 1 West, Boise
Meridian, Ada County, Idaho. Associated Earth Sciences has groundwater
monitor data that was collected in 2004 through 2006 on a series of test holes
just across Ustick Road south of this property. A map is attached showing the
relative location of your 10 acres to those test holes.
On the map you will note that test holes 1-04, 6-04, 7-05 and 8-05 are in the
closest proximity to the Settler's Square property. Peak measured groundwater
levels from the 2005 and 2006 data for those four locations are shown in the
following table as groundwater elevations.

At this point in the development of your project I suggest you utilize an
assumed peak groundwater elevation of 2572 to 2573 feet. Irrigation on or
around your parcel could have an impact on groundwater levels. Irrigation and
Settler's Square groundwater level —page 2
drain ditches on the property may also influence water tables. As you move
forward with the investigative process you will need to excavate and evaluate
test holes on the site to determine soil layers present. You will also want to
conduct groundwater monitoring to collect site specific data.
