I clarified the language a bit and suggest the following:
2.1.2 A portion of this project lies within the Meridian Floodplain and Floodway Overlay Districts of Five Mile Creek.
Prior to any development occurring in the Floodplain or Floodway Overlay Districts, a floodplain permit application
shall be submitted to the City and reviewed and approved by the Floodplain Administrator per MCC 10-6. The permit
application shall include site drawings and building pad and building elevations which meet the provisions of MCC 10-
6 for development in the Floodplain District. A hydraulic and hydrologic analysis demonstrating a “no rise” for any
development (whether fencing, tiling of the Creason Lateral, or any other development) within the Floodway Overlay
District is also required as part of the application.
As long as the land, buildings, and structures in the floodplain district are elevated properly; the development in the floodway
district meets the no-rise; and the permit application is reviewed and approved prior to any development (construction)
occurring that will satisfy the Flood Damage Prevention Ordinance. The project will also require approval from the local
irrigation district as well.

Josh and David,
Thank you for meeting with me this morning.
As discussed, we are prepared to initiate a hydraulic analysis for installing wrought iron fencing or the piping of the Creason
Lateral within the 5 Mile Creek floodway. We understand that the analysis will have to show a “no rise” of the floodway in order
to move forward with the project as presented. Condition 2.1.2 (below) requires that a floodplain permit application be
submitted and approved by the Floodplain Administrator.
2.1.2 A portion of this project lies within the Meridian Floodplain Overlay District. Prior to any development
occurring in the Overlay District a floodplain permit application, including hydraulic and hydrologic
analysis is required to be completed and submitted to the City and approved by the Floodplain
Administrator per MCC 10-6.
We propose an amendment to this condition to include the floodway / Creason Lateral issue.
2.1.2 A portion of this project lies within the 5 Mile Creek floodway and the Meridian Floodplain Overlay District. Prior
to any development occurring in the floodway or Overlay District, a floodplain permit application, including hydraulic
and hydrologic analysis shall be submitted demonstrating that a “no rise” will occur in the fencing or tiling of the
Creason Lateral within the floodway. All applications will be submitted to the City and approved by the Floodplain
Administrator per MCC 10-6.
