PZ - Agency Comments September 18, 2015 Jaycee Holman City of Meridian 33 E. Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: AZ-15-013 & PP-15-017 BULL RANCH SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the referenced annexation and preliminary plat application for the Bull Ranch Subdivision at 6168 N. Elk Ranch Lane south of US-20/26. ITD has the following comments: 1. ITD has no objection to the proposed project and does not require any mitigation. 2. No access is requested and none is approved with this application. 3. The application indicates N. Elk Ranch Lane (N. Blythe Spirit Ln.) will be vacated and removed once access is established within the subdivision. The applicant will need an approved permit to remove the access to US-20/26 before the work starts. The applicant can contact Shona Tonkin for an application. 4. ITD would like to thank those involved for decreasing the amount of conflict points by vacating the N. Elk Ranch Lane access to US-20/26. 5. The City is reminded the US-20/26 Corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to widen US- 20/26. If you have any questions, you may contact Shona Tonkin at 334-8341 or me at 332-7191. Sincerely, James K. A V EST vA West Ada 1950 SCHOOL DISTRICT September 14, 2015 City of Meridian City Clerk's Office, Attn: Machelle Hill 33 East Broadway Avenue Meridian, ID 83642 Dear Planners: Joint School District No. 2 (dba West Ada School District) has experienced phenomenal student growth in the last ten years. Nearly every high school, middle school, and elementary school throughout the district is operating at or over capacity. Approval of the Bull Ranch Subdivision will have an impact on school enrollments at the elementary, middle school and high school levels in West Ada School District. Based on U.S. census data, we can predict that these homes, when completed, will house 40 school aged children. West Ada School District supports economic growth. However, growth fosters the need for additional school capacity. Revenue support from developers of new residential subdivisions for the purchase of the school sites necessary to serve the proposed subdivision is required. West Ada School District estimates the revenue required for the purchase of future school sites is $830.00 per new home constructed. The approval of Bull Ranch Subdivision will create the need for $41,500 in revenue to purchase the school sites this subdivision will require. In lieu of these sources of revenue, the district will accept the donation of land appropriate for a school site. Such a site would need water and sewer service availableand prior to the commencement of construction, the district will need to pass a bond issue for the construction of schools. Residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. We ask that you require the developer to provide safe walkways, bike baths and safe pedestrian access for our students. School capacity is addressed in Idaho code 67-6508. Joint School District No. 2 is currently operating beyond capacity. Future development will continue to have an impact on the district's capacity.
