DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Amanda Bidwell, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval of an exterior remodel to an existing building on 0.16 of an of land in
the O -T zoning district.
The site is located at 903 N. Main Street.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.
Analysis notes: Because improvements are not proposed to the west side of the building except
new paint to match the other elevations where changes are proposed, staff is not requiring that
side to comply with design standards. Staff has determined the use of metal on the east side of
the structure is an accent material in accord with the design standards listed in UDC 11-3A-19
as it is less than 50% of the material used on the fagade; stucco is the primary material.
This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if
you need a building permit and/or inspection. If you do need a building permit, you must
complete that process before you commence the use or construction. Please contact Building
Services for additional details about building permits and inspections.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other
improvements in accord with UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 1I -
3B -14A.
4. The site plan prepared by Neudesign Architecture on July 21, 2015, labeled Sheet A-
101, is approved as shown in Exhibit B.
5. The landscape plan prepared by Neudesign Architecture on July 21, 2015, labeled Sheet
L-101, is approved as shown in Exhibit C.
6. The elevations prepared by Neudesign Architecture on July 21, 2015, labeled Sheet A-
212, are approved as shown in Exhibit D.

7. The approved site plan, landscape plan and/or elevations may not be altered without
prior written approval of the City of Meridian Planning Division.
8. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
9. If any changes must be made to the site plan to accommodate ACED requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all
landscaping as set forth in UDC 11-3B-5, UDC 11-313-13 and UDC 11-3B-14.
2. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site.
3. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before September 11, 2015, within fifteen (15) days after the written decision is issued, and
contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
August 247 2016.

This project is for an existing building on N Main Street and E Pine Avenue. The existing building is
comprised of one main form, a long, short box. On one end of the building, there is a taller portion of the
building, marking one tenant space. In the East facade, there are two niches that step back from the
main plane of the building, marking the entries to the other two tenant spaces.
This project will repair some exterior wear and tear as well as update the street -facing facades to be
more contemporary and reflect the current design guidelines. It is our intent to have some features that
break up the monotony of the existing stucco facade, while still ensuring the building's character meshes
with the surrounding buildings.
The building shares a zero lot line on one side with an adjacent parking lot (West). The North side faces
the alley. The East and South sides are street facing, and will therefore receive the most attention in
this project. With the use of stucco reveals, wall facade material changes, new fenestration assemblies,
sunscreen awnings and canopies, etc., we feel the beauty of the building is well within the guidelines as
requested in the Meridian Design Manual. However, we will address each item below as it might relate
to this building:
1. Architectural Character:
a. East Facade - there are many enhancements and changes in texture and plane with
stucco reveals, changes in color and material, and the like. We have also included
sunshades and canopies to add even more shadow and depth.
b. Primary Public Entrances - allowing the pronounced portion of the building to be the main
entrances creates visual understanding as soon as one looks at the building. It makes it
clear where the entrances are to each separate tenant space.
c. Pattern Variations - the differences in wall materials and colors create many pattern
variations and combinations.
d. Fenestration - natural light and options for interior tenant improvement layouts is
important to us, thus we are recladding the current windows with new thermally broken
aluminum window frames. In addition we are adding a new folding door that opens up a
large part of the fagade.
2. Color and Materials -matching the similar color qualities of the adjacent buildings, thus creating
a cohesive appearance throughout the site, has been important in considering the overall

character of the project, as you can see from the renderings provided (color samples). The well
composed mixture of beige stucco, to red stucco, to metal accent panels, with the dark bronze
anodized aluminum window and door frames creates an overall highly attractive building with
variations in textures, colors and materials — similar to other attractive buildings in the Meridian
area.
3. Site Plan and Building Layout:
a. Building Location - an existing building with two street -facing facades.
b. Parking areas — There is existing parking on the West side of the building, as well as
existing parking off the alleyway on the North side.
c. Access - The east facade along N Main St. will be the main access point, directly from the
existing sidewalk.
d. Street Layout and Internal Circulation - existing conditions.
e. Pedestrian Walkways and Facilities - concrete sidewalks are existing along N Main St.
and E Pine Avenue.
f. Bike Parking — additional bike parking is being proposed on the East side of the building.
Cohesive Design -
This building is similar in finishes, style and scale to adjacent buildings within the neighborhood.
Connectivity is present through unified use of existing drives and walkways throughout the area. Our
project relates well to the overall character and intent, while still allowing for some noticeable differences
between buildings. It is our goal to make this one of the premier places for businesses to relocate, as
well as create a draw to the downtown area as our great city continues to expand.
