This application includes parcel R1002730200; Lot 2, Block 1 Blythe Estates; 6168 N. Elk Ranch Lane, totaling 10.06 acres. The property is currently zoned RUT in Ada County. The property is in the Meridian Impact Area and has a future land use designation of Medium Density Residential. The attached development applications propose to annex the property into the City of Meridian and rezone to R-8. The preliminary plat includes 62 lots; 50 building lots (including the proposed lot surrounding the existing single-family residential home and outbuilding on the property) and 12 common lots. The development plan is for single-family detached units. Three sides of the project are developed: the Lutheran Church to the north, Hightower subdivision to the east, and Saguaro Canyon No. 3 to the south. The property to the west was previously platted as Lot 1 of Blythe Estates but has not been developed and remains vacant land in the county. The site is not adjacent to an arterial street. The site is south of the Lutheran Church on Chinden between Meridian and Locust Grove Roads. The single family home on the property is currently accessed from Chinden Road via Elk Ranch Lane, but would take access from the proposed internal streets after development. The proposed subdivision will be accessed via existing stub roads from the east, E. Tallinn Street, and south, N. Senita Hills Ave. The existing Elk Ranch Lane extending from the site north to Chinden will no longer be utilized. The Lutheran Church and ACHD have agreed that a stub road to the north is not required. ACHD has confirmed that a traffic study is not required. As mentioned above, the existing home will remain, however much of the surrounding landscaping including the pond will be removed. The minor irrigation canal (North Slough #2) will be tiled through the project. The building design approach of this project is to create quality livable housing which integrates into the fabric of the neighborhood. The homes are planned as single-family detached dwellings. The architectural theme is reflective of a more modern ranch -style design with quality materials such as stone columns or wainscot, and architectural shingles, giving this project street appeal. The specific design and materials will be finalized with staff during the design review process. Pictures of conceptual elevations are included in the application package. As per your request, I have included available groundwater information. None of the four onsite test pits excavated July 29, 2015 reached the groundwater. Our depth of excavation was limited to 12-13 feet by loose, sloughing, soils that prevented deeper exploration. Researching well logs in the vicinity of the subject property on the Idaho Department of Water Resources website provided additional information. The well on the adjacent parcel to the east was drilled in July 1995 (during irrigation season) and the well log indicates a static water level at 25 feet below the existing ground surface. A well on the church property northwest of the subject property was drilled January 1999 with a static water level of 26' below the existing ground surface. Numerous wells one quarter mile to the east of the subject property along Jericho Lane indicate the groundwater is 34 to 38 feet deep. Based upon this information, infiltration trenched are feasible with free draining sand and gravel soil present at 8 to 11 feet below the existing ground surface.
