Broadway Ave., Suite 210 Meridian, Idaho 83642 DATE: June 30.2015 RE: Creason Creek Subdivision On behalf of CS2, LLC, we are submitting this Preliminary Plat and Annexation Applications for Creason Creek Subdivision. The site is 15.75 acres in size and located at the southeast corner of W. Ustick Road and N. Linder Road, Meridian, Idaho. We are proposing to develop 51 lots single family lots in a single phase. The property is currently zoned RUT. We are proposing to annex the property with a R-8 Zoning. The gross density for the project is 3.23 dwelling units per acre. Uses and zoning surrounding the site are; Southwick Sub. to the east zoned R-4, Meridian Park Sub. #1 and Sheri Lynn Sub. to the south zoned R-4, Tumble Creek Sub. to the west zoned R-4, and vacant land to the north zoned RUT. Access to the site is via the extensions of W. Lowry Street and W. Pebblestone Drive, both from the east (Southwick Subdivision). Due to the distance between these two accesses (941') and the lack of any possibility of an additional street or pedestrian path to the east, we are requesting an exception of the required 750' maximum block distance allowed by code for the block of lots located on the eastern side of the project. All utilities are available to the site. All streets are proposed as public streets. The property has surface water irrigation rights from the Nampa -Meridian Irrigation District and a pressurized system will be installed. The Creason Lateral bisects the project along the southern and western portions of the property. Due to the size of the lateral and extraordinary cost to pipe, we are requesting a waiver of the piping requirement and are proposing to fence the lateral with 6' wrought iron fencing with the iaterai remaining as an open water way. Access to the lateral will be provided to the Irrigation District. A pathway is proposed along the northern side of the lateral, outside the fencing, to comply with the City's pathway plan. We are proposing a total of 4.56 acres of open space with 1.63 acres of useable open space within the project, which includes numerous amenities (covered picnic area, playground equipment, picnic tables, benches, and a nature park located in the south west comer of the project). We are proposing the required 25' landscape buffer along W. Ustick Road. We are also proposing landscaping parallel to the Five Mile Creek and N. Linder Road as a pari of our "Nature Park" located in the Five Mile Creek flood way. Due to the location of the flood way adjacent to N. Linder Road, we are not able to install any trees. Design and locations will be submitted to the City Engineer and ACHD for final approval prior to construction. Annexation We are requesting to be annexed into the City with a zoning of R-8. Although the zoning to the east and south are R-4, our proposed density (3.23 DU) is less than an R-4, and as such we believe the requested zone is compatible with the surrounding land uses and zones and the Future Land Use Map (Medium Density Residential). The southern portion of the property is designated "Civic' on the Future Land Use Map. We are requesting the same zoning (R-8) as the remainder of the property which is designated as "Medium Density Residential". Once again, this zoning with the proposed density is compatible with the surrounding area. We are proposing 2 stub streets, one to the west (W. Pebblestone Drive) and one to the north (NW 14"' Street) for future connection to W. Ustick Road and possibly to N. Linder Road. Since the south west portion of the property is located in the Five Mile Creek floodway, we are proposing no development within this area. We also have a portion of the project located in the Five Mile Creek 100 year floodplain.
