C. Development, Inc., hereby applies for annexation, zoning and preliminary plat on 52.46 acres located west of State Highway 69 (Kuna-Meridian Road) and south of Victory Road. The property is located directly south of Biltmore Estates Subdivision and adjacent to W. Harris Street. The applicant requests a zoning designation of Medium Density Residential (R-8) for the single-family residential portion of the project consisting of 36.66 acres and High Density Residential (R-40) on 15.80 acres. The subject property has two land designations on the Meridian Comprehensive Plan and Land Use Map, Medium Density Residential and High Density Residential. The requested zoning designations of R-8 and R-40 are consistent with the Comprehensive Plan. The applicant is proposing a preliminary plat consisting of 119 single-family residential lots, 1 multi- family residential lot, 9 common lots, and 1 well lot on 52.46 acres. The single-family lots range in size from 7,000 to 16,000 square feet. The average lot size within the proposed development is 9,176 square feet. The net density of the single-family portion of the development is 4.75 dwelling units per acre. A multi -family lot is proposed north of the Williams Pipeline. A draft conceptual plan has been provided to demonstrate the feasibility of higher density component. The number of anticipated multi -family units of 224 is based on the concept provided with this application. A conditional use application will be required in the future for development of the multi -family lot. A detailed site plan, building elevations, and a site specific landscape plan will be necessary. The net density for the multi -family lot is approximately 19.18 dwelling units per acre. The higher density residential portion of the project will provide a transition from the proposed single-family lots and the anticipated mixed-use project on the Hawkins Company property. The overall gross density of the entire project is 6.54 dwelling units per acre. The proposed amenities include a ten -foot -wide multi -use pathway within the Williams Pipeline corridor, a bocce ball court or horse shoe pit area, park benches and over 7 acres of open space. The eligible open space within the development includes 7.07 acres and 1.22 acres of residential parkways, totaling 8.29 acres or 14.65 percent of the development. The project is allocating 2.20 acres north of the Harris Street collector for a portion a Meridian Neighborhood Park. The applicant has met with Meridian Parks Department and has agreed to allocate land from the Biltmore development, the subject property and the adjoining Centers parcel providing for a minimum 7 acre neighborhood park. Sewer service will be provided from the 8 -inch trunk within Biltmore Estates Subdivision. The subject property lies with the boundary of Water Zone 5. Connection to Zone 4 will be made within the Biltmore project; however, it will be necessary for connection to the future 12 -inch water main anticipated installation in Harris Street. The applicant is providing a 14,383 square foot future well lot adjacent to the Harris Street and the neighborhood park. The applicant will provide the City a 99 year lease in the summer of 2015, allowing the City to begin permitting through Idaho Department of Water Resources. The applicant will deed the well lot at the time final platting. The well will provide the necessary redundancy for Water Zone 5 as requested by the City. The subject site is impacted by to two irrigation laterals, the Tumbler and the Sundall. The applicant will pipe the Tumbler Lateral within its historical alignment along the north boundary. The Sundall Lateral traverses the property and exits at the northwest corner. The applicant will coordinate with Boise Project Board of Control to pipe (36 -inch) and relocate the facility along the west boundary. A pressure irrigation pump station will be constructed adjacent to the Tumbler Lateral. A separate lot has been provided for the Williams Pipeline. The width of 75 feet is consistent with the easement and requirements of Williams. A 10 -foot wide multi -use pathway will be constructed along with grass and shrubs. No trees are allowed within the 75 -foot -wide clear zone for the pipeline. The required trees along this corridor will have to be planted in other common areas of the project. All proposed streets will be public and constructed to ACHD standards. The proposed local streets will have a 56 -foot -wide right-of-way with a 33 -foot -wide street section from back of curb to back of curb, a 6 -foot -wide landscaped parkway and 5 -foot detached sidewalk. The Harris Street collector will have a 50 - foot -wide right-of-way with a 36 -foot wide street section, an 8 -foot -wide minimum landscape parkway and 5 -foot detached sidewalks. Collector buffers have been provided and vary from 20 feet to 40 feet in width. A future collector to the south, connecting to Amity Road is anticipated. The future southern collector lies outside the subject site; however, the proposed site plan incorporates the necessary street connections to facilitate the roadway. The purpose of the investigation is to evaluate soil and groundwater conditions on the site and for suitability for storm drainage facilities. Detailed soil profile descriptions and a map showing test hole locations are attached. In each test hole a strongly cemented, nearly impermeable hardpan was present at a depth of 28 to 46 inches in all profiles. The hardpan layers ranged from 24 to 70 inches thick. Beneath the hardpan is sand or sand and gravel that extends to more than 15 feet below ground level. On test holes 7, 9 and 10 excavation was terminated before breaking through the hardpan due to digging difficulty. No free water or evidence of wetness was observed in any soil profiles. It should be noted that these test holes are very similar to the 5 excavated on the same day on the adjacent property to the east. PVC pipes were installed in the test holes to allow for measuring levels of potential groundwater. These will be measured on a biweekly basis throughout the irrigation season. You will be provided with a mid-season report in July and a final report on groundwater activity in October when irrigation activity has ceased. Readings have been collected on a biweekly basis since April 16th and the measurements to date are displayed in the attached table. I have also included a map of the site showing the monitor site locations. Five test holes were excavated on the site on April 12, 2006. At that time all test pits were dry and no evidence of wetness was observed in the soil profiles. The site was monitored throughout the 2006 irrigation season and no groundwater was encountered. Since a full season of data was available from last year, you requested we collect data only on the first half of the 2007 season. The pipe at 10-06 was destroyed in cultivation equipment early April. All monitor pipes have remained dry to a depth of from 65 to more than 130 inches below ground level. You should be able to design stormwater facilities with confidence based on the data collected.
