Meridian High School conditional use permit (CUP -12-015) for the subject property. The
subject application allows an increase in the building square footage on the site, not to exceed
50,500 square feet (40,000 s.f. of new construction &10,500 s.f. classroom addition currently
under construction), subject to the conditions of approval in Exhibit B of the attached staff
report.
The Applicant, Director, or a party of record may request City Council review of a decision of
the Director. All requests for review shall be filed in writing with the Planning Division on or
before April 8, 2015, within fifteen (15) days after the written decision is issued, and contain the
information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.

A certificate of zoning compliance (CZC-14-025) has been approved to commence with a 10,500
square classroom addition approved with the aforementioned CUP.
VI. STAFF ANALYSIS
The applicant is requesting to increase the building square footage approved with the Meridian High
School conditional use permit (CUP -12-015). The approved CUP allowed for a 40,000 square foot
addition to the existing 298,000 square foot high school campus. Since the approval of the CUP, the
applicant has commenced with a 10,500 square foot classroom addition. In order to meet the current
and growing demand, the applicant is requesting to increase the original building expansion from the
40,000 square feet to 50,500 square feet respectively. The proposed building expansion represents
approximately a 16.9% increase in building square footage.
The Unified Development Code (UDC) (11 -5B -6G) authorizes the Director to approve or deny
specified minor modifications, provided such modifications were not the subject of review during the
original public hearing and will not adversely impact adjacent properties. One such modification
allows an increase in the building square footage not to exceed twenty percent (20%), provided the
parking and landscape requirements are met. The proposed building expansion increase falls under
the twenty percent (20%) threshold as mentioned above. Further, Staff concluded there was sufficient
parking and landscaping on the subject property to allow the increase in the building square footage
with the approval of the CUP.
Therefore, staff supports the modifications to the approved plans, as proposed by the applicant. The
applicant must obtain certificate of zoning compliance (CZC) and design review (DES) approval of
the revised plans shown in Exhibit A.3.

the addition of 40,000 square feet. Our scope of work has been increased, and we would like
to add 10,500 square feet to the addition, for a total of 50,500 square feet. This additional
square footage will add classroom space within the foot print of the previously review building
plans (see site plan).

grade change from the parking lot to the main level of the school with plantings along the

d. Pattern variations — The building fagade has a consistent type of
storefront and curtain wall glazing on west, south, north, and east
elevations. Two different metal panel types are used to create interest
with color and texture. See elevations.
e. Mechanical equipment — Mechanical equipment is located in the central
plant building north of the classroom building, on the interior of the
classroom building, and on the roof of the new addition. All equipment is
screened from public view.
2. Materials — The primary material at MHS is a smooth faced, brown colored brick.
The recently completed Vocational Technical building adjacent to the
gymnasium has a grey and off-white metal panel skin. The proposed new
addition to MHS has a similar metal panel skin. This exterior wall system is
intended to accent the existing brick material. See elevations.
3. Parking Lots — The site is above 2 acres in size and the majority of parking is
located between public roadways and the building fagade. This project is not
intending to make modifications to the existing parking lots, other than re -
striping and adding landscape islands along the south side of the drive isle.
4. Pedestrian walkways and facilities — Existing pedestrian walkways will be
maintained throughout the majority of the project site. New (5'-0" wide
minimum) sidewalks will be incorporated around the addition. The existing
parking lots will be re -striped to improve safety and circulation. See site plans.
