The proposed building expansion is proposed to increase from 40,000 square feet to 50,500 square feet respectively. H. SUMMARY RECOMMENDATION Staff recommends approval of the requested modification to the conditional use permit in accord with UDC I1 -5B -6G and the conditions of approval in Exhibit B. III. APPLICATION AND PROPERTY FACTS A. Site Address/Location: The site is located at 1900 W. Pine Avenue in the NE % of Section 11, Township 3 North, Range 1 West. (Parcel No(s). S1211141841) B. Applicant/Owner: West Ada School District 1303 E. Central Drive Meridian, ID 83642 C. Applicant's Statement/Justification: Please see applicant's narrative for this information. IV. PROCESS FACTS A. The subject application is for a conditional use permit minor modification. The Director is the deciding body on this matter in accord with UDC Table I 1-5A-2. V. LAND USE A. Existing Land Use(s) and Zoning: The property is currently developed with a public high school, zoned R-4. B. Character of Surrounding Area and Adjacent Land Use and Zoning: The school site is primarily surrounded by residential properties. 1. North: Baseball field and residential properties in Vineyards Subdivision, zoned R-4 2. West: Rural residence/agricultural property, zoned RUT in Ada County 3. South: School property, Pine Avenue, and residential properties in Merrywood Subdivision, zoned R-8 4. East: School property, zoned R-4 C. History of Previous Actions: The subject property received conditional use permit (CUP -12-015) approval to construct a 40,000 square foot addition. Meridian High School Expansion MCU -15-002 Page I A certificate of zoning compliance (CZC-14-025) has been approved to commence with a 10,500 square classroom addition approved with the aforementioned CUP. VI. STAFF ANALYSIS The applicant is requesting to increase the building square footage approved with the Meridian High School conditional use permit (CUP -12-015). The approved CUP allowed for a 40,000 square foot addition to the existing 298,000 square foot high school campus. Since the approval of the CUP, the applicant has commenced with a 10,500 square foot classroom addition. In order to meet the current and growing demand, the applicant is requesting to increase the original building expansion from the 40,000 square feet to 50,500 square feet respectively. The proposed building expansion represents approximately a 16.9% increase in building square footage. The Unified Development Code (UDC) (11 -5B -6G) authorizes the Director to approve or deny specified minor modifications, provided such modifications were not the subject of review during the original public hearing and will not adversely impact adjacent properties. One such modification allows an increase in the building square footage not to exceed twenty percent (20%), provided the parking and landscape requirements are met. The proposed building expansion increase falls under the twenty percent (20%) threshold as mentioned above. Further, Staff concluded there was sufficient parking and landscaping on the subject property to allow the increase in the building square footage with the approval of the CUP. Therefore, staff supports the modifications to the approved plans, as proposed by the applicant. The applicant must obtain certificate of zoning compliance (CZC) and design review (DES) approval of the revised plans shown in Exhibit A.3. VILEXHIBITS A. Drawings 1. Vicinity Map 2. Facades — The existing classroom building (to be remodeled) has a Eddie Daniels, AIA uniform brick fagade 26'-0" tall with small punched window openings on NCARB the parking lot side. The new addition will be added between the Gary Sorensen, AIA classroom building and the parking lot. The new fagade includes a new FEED AP ao.< NCARB main entrance, multiple wall planes, multiple roof lines, and changes in material. See elevations. Scott Straubhar, AIANCARB b. Primary entrance(s) — The primary entrance is clearly defined by signage on the sun shade screens, an entrance plaza with steps, a significant Associates glass presence on the fagade of the building, and a change in roof line. The adjacent cafeteria building has a uniform NCARB roof line at 16'-4". The new addition to Meridian HIS will have parapets at various heights, a metal roof overhang, as well as a roof plaza at 13'-0". See plans and elevations. rA Page I of 2 ww JontmelaMl.com d. Pattern variations — The building fagade has a consistent type of storefront and curtain wall glazing on west, south, north, and east elevations. Two different metal panel types are used to create interest with color and texture. See elevations. e. Mechanical equipment — Mechanical equipment is located in the central plant building north of the classroom building, on the interior of the classroom building, and on the roof of the new addition. All equipment is screened from public view. 2. Materials — The primary material at MHS is a smooth faced, brown colored brick. The recently completed Vocational Technical building adjacent to the gymnasium has a grey and off-white metal panel skin. The proposed new addition to MHS has a similar metal panel skin. This exterior wall system is intended to accent the existing brick material. See elevations. 3. Parking Lots — The site is above 2 acres in size and the majority of parking is located between public roadways and the building fagade. This project is not intending to make modifications to the existing parking lots, other than re - striping and adding landscape islands along the south side of the drive isle. 4. Pedestrian walkways and facilities — Existing pedestrian walkways will be maintained throughout the majority of the project site. New (5'-0" wide minimum) sidewalks will be incorporated around the addition. The existing parking lots will be re -striped to improve safety and circulation. See site plans.
