DESCRIPTION OF APPLICANT'S REQUEST
The applicant, John Nesmith, requests Certificate of Zoning Compliance (CZC) and
Administrative Design Review (DES) approval for fagade improvements on the south and east
side of the existing building. The scope of work includes a new covered entry (plaza, sitting area
and entry feature), a raised planter bed, new windows, decorative trellis and screen wall on the
east fagade and a new awning on the south fagade.
The site is located at 505 N. Main Street.
DECISION
The applicant's request for CZC and DES are approved with the conditions listed in this report.
Note: This is not a building permit. You must complete this process before you commence the use or
may construction. Please contact Building Services at (208) 887-2211 to verify the buildingpermit
and/or inspection requirements.
Site Specific Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC 11-3A-7.
Process Conditions of Approval
1. No signs and/or banners are approved with this application. Prior to installing any signs on
the property, the applicant shall submit a sign permit application consistent with the
standards in UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. The site plan and landscape plan prepared by Duane Marler, dated 05/05/15, labeled DR -land Dr -
4 are approved on 06/09/15 by the City of Meridian Planning Division as shown in Exhibit B
with the following comments:
a. If the new sidewalk adjacent to the building is flush with the parking stalls; provide
wheel stops or vertical curbing to prevent vehicles from overhanging the 5 -foot clear
zone of the walkway in accord with UDC 11-3C-5133.
b. Provide a bike rack near the entrance of the facility in accord with UDC 11 -3C -5C and
UDC 11 -3C -6B.

c. Contact Bob Olson at Republic Services (345-1265) for detailed review of the new trash
enclosure. The new enclosure shall screen the dumpster from the street in accord with
UDC 11 -3A -12B; chain link with slats does not qualify as a screening material (UDC 11-
3B -5M).
4. The elevations prepared by Duane Marler, dated 05/05/15, labeled DR -2, DR -3 and DR -4, are
approved on 06/09/15 by the City of Meridian Planning Division as shown in Exhibit C.
5. The approved site plan, landscape plan and/or elevations may not be altered without prior written
approval of the City of Meridian Planning Division.
6. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
7. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Division for approval prior to
issuance of the building permit.
8. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-38-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The applicant shalt comply with the outdoor storage as an accessory use standards as set forth in
UDC I1 -3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (CUP -02-004; CZC-04-072; MCU -13-001 and TED -15-001).
4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
S. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC I1 -3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC I l -
3A-3.
8. The applicant and/or assigns shall have the continuing obligation to meet the specific use
standards for the existing use (vehicle repair) as set forth in UDC 11-4-3-37.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before June 24, 2015,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 1I -
5A -6B.

If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under Idaho
Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.

DESIGN REVIEW NARRATIVE
Date: May 10, 2015
Subject: Meridian Automotive Exterior Upgrade
Meridian Automotive located at 505 N. Main Street seeks to improve the
existing building appearance primarily along the main street frontage.
Following is a description of the proposed improvements.
1. A new free standing canopy to be constructed at the present entry,
consisting of a colored metal arched roof and supporting side walls. The roofing
will be a rust color to complement the new earth tone colors of the adjacent
materials. The canopy shall be supported by framed wing walls on either side of
the existing entry area. The front face of the canopy and wing walls shall have a
stucco finish, with a light sand color. There will also be an exposed metal truss
under the arched roof as part of the canopy design.
2. On each side of the canopy, extending two bays there will be a free standing
trellis supported on longitudinal trellis beams. The trellis system will be
supported by poured in-place round concrete columns. Trellis, support beams
and columns shall be a white color.
3. In front of the building there will be a decorative architectural screen fence
approx. seven feet tall and placed one foot away from the bottom of the
building, color to be earth toned.
4. The existing curved metal roofing shall be painted a slightly darker sand color
up to the roof peak. This gives a contrast with the white trellis. The back side of
the metal roof is not visible to the public and shall keep the color as -is.
S. At the north end (front elevation), fabric panels are proposed depicting open
garage doors with auto work taking place. The graphics are to help identify the
type of work Meridian Auto performs. No bright fabric colors to be used.
