DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Bruce Krisko, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval to construct a new 25,500 square foot 911 dispatch center and 180 -foot
tall wireless communication facility on 3.88 acres of land in the I -L zoning district.
The site is located at 963 E. Pine Avenue.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.
Note: This is not a building permit. You must complete this process before you commence
the use or any construction. Please contact Building Services at (208) 887-2211 to verb the
building permit and/or inspection requirements.
General Conditions of Approval
100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public
roadways per the City of Meridian Improvement Standards for Street Lighting. All
street lights shall be installed at developer's expense. Final design shall be submitted as
part of the development plan set for approval. Applicant shall also include the location
of any existing street lights in the development plan set. Street lighting is required at
intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in
the Standards. The contractor's work and materials shall conform to the ISPWC and the
City of Meridian Supplemental Specifications to the ISPWC.
Site Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the
UDC, consistent with the standards asset forth in UDC 11-3A-7 and 11 -3A -6B.
2. Per the CUP Findings, the proposed tower must be painted/powdered coated a neutral,
non -reflective color that will blend with the surrounding landscape.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in

UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other
improvements in accord with UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 11-
3B -14A.
4. The site plan prepared by CTA Architects, dated April 28, 2015, labeled 1,101 is
approved on May 29, 2015 by the City of Meridian Planning Division as shown in
Exhibit B with the following comments:
a. A portion of the fencing visible from S. Stonehenge Way, in front of the
communication tower, shall be constructed as decorative wrought iron fencing as
approved with the CUP Findings. Currently, the civil plan, sheet C101, depicts it
will be the wrought iron fencing and the architectural site plan, sheet L101,
depicts black vinyl coated chainlink (L101) (See Exhibit B).
b. The gravel area depicted on the submitted site plan is not approved for parking
until it is approved in accord with UDC Table 11-3C-5 and UDC 11 -3B-8C with
a subsequent CZC application.
5. The landscape plan prepared by, CTA Architects, dated April 27, 2015, labeled L301
and L302 are approved on May 12, 2015 by the City of Meridian Planning Division as
shown in Exhibit C with the following comments:
a. Per UDC 11-3B-10, the applicant shall work with the City Arborist, Elroy Huff,
on designing, adopting, and implementing a protection and mitigation plan for
the existing trees on site that may be removed.
b. The existing landscaping near the construction must remain protected during
construction.
c. Add seven (7) 2 -inch caliper trees to the parking area as shown in Exhibit C.
6. The approved site plan, landscape plan and/or elevations may not be altered without
prior written approval of the City of Meridian Planning Division.
7. The elevations prepared by CTA Architects, dated March 20, 2015, labeled A201 is
approved on May 29, 2015 by the City of Meridian Planning Division as shown in
Exhibit D.
8. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
9. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy.
11. Per the approved CUP Findings, the applicant shall grant a cross access easement
in favor of the property to the east (Parcel #S1107417301). A copy of the recorded
cross access agreement shall be submitted with the CZC application. The
agreement has not been finalized because the City's Legal Department has been
coordinating on the language contained in the agreement. A draft copy of the legal
description and exhibit has been submitted to the Planning Division for review.
Prior to Certificate of Occupancy, the applicant shall record said easement to
adjoining property to the east (Parcel #S1107417301) and submit a copy to the
Conditions Document 2 Ada County Dispatch Center - CZC-15-037 and DES -15-035
Planning Division in accord with the provisions of UDC 11 -3A -3A2. Further, the
applicant has not provided a recorded cross access for the property located on the
west side of N. Stonehenge Way because access has been granted via a note
recorded with the Weed and Pest Control Campus Subdivision.
12. The City of Meridian requires that the owner enter into a Warranty Surety Agreement
and post a Warranty Surety in the amount of 20% of the total construction cost for all
completed public sewer and water infrastructure for a duration of two years. This surety
amount will be verified by a line item final cost invoicing provided by the owner to the
City. The surety can be posted in the form of an irrevocable letter of credit, cash deposit
or bond, and must be in place prior to Certificate of Occupancy. Applicant must file an
application for surety, which can be found on the Community Development Department
website. Please contact Land Development Services for more information at 208-887-
2211.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all
landscaping as set forth in UDC 11-313-5, UDC 11313-13 and UDC 11-3B-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (CUP -14-018).
4. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC 11-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
8. The applicant and/or assigns shall have the continuing obligation to meet the specific
use standards for the proposed uses as set forth in UDC 11-4-3-30 and UDC 11-4-3-43.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before June 12, 2015, within fifteen (15) days after the written decision is issued, and contain
the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Conditions Document 3 Ada County Dispatch Center - CZC-15-037 and DES -15-035
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
May 29, 2016.

As an authorized agent of Ada County, CTA Architects Engineers is hereby submitting a CZC
application for a new 911 Emergency Services Dispatch and Data Center building located at
963 E. Pine Ave. Meridian, Idaho.
The project is currently zoned I -L and the proposed improvements are an allowable use with a
Conditional Use Permit. The Conditional Use approval was confirmed on January 8, 2015
(CUP -14-018).
The property is within the Ada County Weed and Pest Control Campus subdivision and is well
suited for the proposed facility. The new site improvements to the existing un -improved property
will enhance this area of Meridian along Pine Ave.
The project will consist of a 25,000sf building including the Data Center, Dispatch call center
Administrative offices and support areas including Mechanical and Electrical areas located to
the south end of the site, hidden out of immediate view, behind the building.
The new 911 center will provide lifesaving and safety services to all 400,000+ citizens of Ada
County. The radio system provides this critical communication for all 3000+ first responders
consisting of (4) Law Enforcement, (5) Fire, and (2) EMS agencies from our 911 Dispatch
Center which processes 10,000 911 calls per month. The new center will require a three leg
lattice radio tower for stability that is 180' tall to connect the six 700MHz radio sites that provide
coverage in all of Ada County and connection to Idaho State Police where the radio Master Site
resides. The tower will be colored neutral grey to blend in with the sky.
The radio tower allows both voice and data communication between 911 Dispatch and all of
Fire, Law and EMS in Boise, Meridian, Eagle, Star, Kuna, Garden City and unincorporated Ada
County. The county is not able to provide these important services to the citizens without this

new radio tower at the new 911 facility. This puts each of the cities and the county in potential
liability if Fire, Law and EMS do not have radio coverage.
The County does have plans in the future to allow other entities to co -locate on the tower. This
would be other public safety agencies and the potential of private sector wireless companies.
The tower will be located in the rear of the site out of immediate view as well.
There will also be a 550 sf maintenance building located to the south behind the building.
A portion of the site will be gravel - not to be used for parking, with the anticipation to be paved
and turned into parking in a future phase. This is designated in the attached site plan.
For security, there will be fencing around the building and parking areas with some unsecured
visitor parking areas. The fencing will be of ornamental wrought -iron type along Pine Ave. and
Stonehenge Dr. with chain link fencing along adjoining properties.
1. The architectural character of the building is as follows:
a. Facades- appropriately scaled massing and openings are based off of human scale.
b. Primary entrances- 2 main entrances, one main entry accessible to public and the
second as a staff entry. Both entrances are full -height glass with canopy elements
symbolizing "entry".
c. Roof lines- roof lines are varied with aspects of proportion, neighborhood and human
scale in mind. Massing is broken up and parapets are used to mask mechanical and
utility equipment where necessary.
d. Pattern variation — materials are varied to maintain interest in fagade and honor of the
varied massing. Overall the building is cohesive with the existing campus and facilities.
e. Mechanical Equipment— rooftop mechanical equipment is screened by integrated
parapets and are also located in rear side of building obscured from public view where
possible.
2. Materials — primary exterior materials are durable neutral toned stucco matching the existing
campus facilities, Ground face integrally colored CMU on visible public facades and box
ribbed fluted metal panels on mechanical screens and fagade accents. Durable clear
anodized aluminum frames and grey tinted glass are used for windows and glazing
elements.
3. Parking Lots - parking is provided for full use of the building. Expanse of parking lot is
buffered by plantings and broken up with islands of plantings. The parking is located along
the street due to Security requirements forcing the building to be positioned off of public
streets and driveways. This is due to the building being a critical emergency
communications facility for the county and neighboring areas.\

4. Pedestrian walkways and facilities are provided and tied together with the rest of the "Weed
and Pest control campus subdivision" where possible. The majority the project's site access
is controlled for security purposes and not accessible to the general public.
The development illustrated in this application will be developed in (2) phases - Phase 1 will be
to develop the site grading and utilities which is anticipated to occur in the spring of 2015. Phase
2 will be to develop the balance of the improvements included within the CUP application
documents which is anticipated to occur in the fall of 2015 with a remaining portion of gravel
surface to be developed as paved area for parking in the future.

variety of components to configure reliable structures which meet the needs of many of today's va�mont
wireless tower installations.
For optimal customer value, Valmont engineers select single -member legs or a combination
of single -member and truss -style legs, depending on the tower mission and customer
specifications. Depending on load and environmental requirements, tubular -steel, solid -steel or
a combination of tubular- and solid -steel components are integrated into the structure's design.

• Single member sections reduce ice accumulations and minimize wind loads.
