Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: FP-15-022 CAVEN RIDGE SUBDIVISION NO. 1 The Idaho Transportation Department (ITD) has reviewed the referenced final plat application for the Caven Ridge Subdivision No. 1 east of S. Meridian Rd. and south of Ridenbaugh Canal that is east of SH-69. ITD has the following comments: 1. ITD has no objection to the proposed project and does not require any mitigation. 2. No access to SH-69 is requested and none is approved with this application. 3. SH-69 has sufficient capacity to accommodate site generated trips. 4. Future applications will need to address the vacation of the access to the house currently not a part of the subdivision but has an easement thru the subdivision for access to SH-69. 5. Idaho Code 40-1910 does not allow advertising with the right-of-way of any State highway system. 6. IDAPA 39.03.60 governs outdoor advertising along the State Highway System. Nearly every high school, middle school, and elementary school throughout the district is operating at or over capacity. Approval of the Caven Ridge Subdivision No. 1 will have an impact on school enrollments at the elementary, middle school and high school levels in West Ada School District. Based on U.S. census data, we can predict that these homes, when completed, will house 30 school aged children. West Ada School District supports economic growth. However, growth fosters the need for additional school capacity. Revenue support from developers of new residential subdivisions for the purchase of the school sites necessary to serve the proposed subdivision is required. West Ada School District estimates the revenue required for the purchase of future school sites is $830.00 per new home constructed. The approval of Caven Ridge Subdivision No. 1 will create the need for $30,710 in revenue to purchase the school sites this subdivision will require. In lieu of these sources of revenue, the district will accept the donation of land appropriate for a school site. Such a site would need water and sewer service availableand prior to the commencement of construction, the district will need to pass a bond issue for the construction of schools. Residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. We ask that you require the developer to provide safe walkways, bike baths and safe pedestrian access for our students. School capacity is addressed in Idaho code 67-6508. Joint School District No. 2 is currently operating beyond capacity. Future development will continue to have an impact on the district's capacity. Final approval was given August 23, 2016. Sanitary restrictions as required by Idaho Code, Title 50, Chapter 13 have been satisfied based on a review by a Qualified Licensed Professional Engineer (QLPE) representing City of Meridian and the QLPE approval of the design plans and specifications and the conditions imposed on the developer for continued satisfaction of the sanitary restrictions. Buyer is cautioned that at the time of this approval, no drinking water extensions or sewer extensions were constructed. Building construction can be allowed with appropriate building permits if drinking water extensions or sewer extensions have since been constructed or if the developer is simultaneously constructing those facilities. If the developer fails to construct facilities then sanitary restrictions may be reimposed, in accordance with Section 50-1326, Idaho Code, by the issuance of a certificate of disapproval, and no construction of any building or shelter requiring drinking water or sewer/septic facilities shall be allowed.
