DESCRIPTION OF APPLICANT'S REQUEST
The applicant, ALC Architecture, requests Certificate of Zoning Compliance,(CZC) approval to
construct one (1) new driveway from the existing parking lot to access Puffin Street.
The driveway will allow Seminary Students safe access to Mountain View High School, and
allow for better traffic flow on Sundays to the Church Members. Currently all 233 stalls exit
from one driveway onto S. Locust Grove Road. The new driveway will not impact weekly
school traffic, as it will serve the Meetinghouse on Sundays when school is not in session.
The driveway will result in a loss of five (5) parking stalls on 6.811 acres of land in the R-8
zoning district.
The site is located at 1950 S. Locust Grove.
DECISION
The applicant's request for Certificate of Zoning Compliance is approved with the conditions
listed in this report.

must complete that process before you commence the use or construction. Please contact
Building Services for additional details about huilding permits and inspections.
Site Conditions of Approval
1. UDC 11-3B-1005 requires mitigation for all existing trees four inch (4") caliper or
greater that are removed from the site with equal replacement of the total calipers lost.
Two trees meeting this requirement are being removed. Mitigation is required.
2. UDC l 1-3B-IOC3 requires the City Arborist approve protection fences for trees that are
to be protected during construction. Contact the City of Meridian Parks Department to
receive approval.
3. UDC 11-3B-7C3b requires one tree per thirty five (35) linear feet of street frontage. A
minimum of twenty three (23) trees is required for the site along Puffin Street.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,

the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other
improvements in accord with UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 1I -
3B -14A.
4. The site plan/landscape plan prepared by Baer Design Group on February 27, 2015,
labeled C3.00, is approved as shown in Exhibit B, with the following comments:
a. The new entryway planters that also serve a single row of parking require
landscaping, to include at least one tree in each planter and shall be covered
with low shrubs, lawn, or other vegetative ground cover per UDC 11-3B-
8C2d.
b. The applicant shall provide stamped civil drawings detailing the drainage of
the parking lot to Public Works for review and approval.
5. The approved site plan and landscape plan may not be altered, except for the requested
changes above, without prior written approval of the City of Meridian Planning
Division.
6. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-313-6 and to install and maintain all
landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (CUP -02-047; CZC-03-031).
3. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
5. The applicant shall have an ongoing obligation to maintain all pathways.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
7. The applicant and/or assigns shall have the continuing obligation to meet the specific
use standards for a church use as set forth in UDC 11-4-3-6.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before May 23, 2015, within fifteen (15) days after the written decision is issued, and contain
the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a

final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions the subject Certificate of Zoning Compliance is valid until
May 8, 2016.

To whom this may concern:
ALC Architecture is pleased to represent the Corporation of the Presiding Bishop of the Church of Jesus Christ of Latter
day Saints, a Utah corporation sole in the requested Certificate of Zoning Compliance Application for the proposed
driveway access onto E. Puffin Street. The property is located at 1950 S. Locust Grove Road, Meridian, ID 83642, Parcel
#S1120223303, and Is described as Par #3303 @ SW COR OF NW4 NW4 EXC RAW, Section 20, Township 3N, Range
1 E, and zoned R-8.
The intent ofthis Certificate of Zoning Compliance Application will be for the requested approval to add (1) driveway
approach from the existing LDS Church site parking lot to E. Puffin Street. The east and west adjacent properties are
zoned R-4 Medium -Low Density Residential, the north adjacent property is zoned C -C Community Commercial, and the
south adjacent property is zoned R -R Rural Residential (ADA County).
The proposed location of the driveway will be in the northeast portion of the existing parking lot and will be in line with the
existing parking lot drive aisle. Currently the only access to the LDS Meetinghouse and Seminary building is (1) driveway
on S. Locust Grove. The proposed. driveway will not only improve traffic flow on Sundays, but also provide a second
entrance for emergency vehicles, and a safe path of travel for students traveling from the on-site Seminary building to the
west adjacent Mountain View High School; utilizing side street access and lessening the traffic accessing S. Locust
Grove.
The driveway installation will result in (5) parking stalls being removed from the 233 stall parking lot; leaving 228
remaining parking stalls (12 of these area accessible stalls). The driveway approach construction will require a Driveway
Permit Application through ACHD and will also be required to follow ACHD driveway and asphalt standards. This will
include new curb, gutter, sidewalks, pedestrian ramps with detectable warning per ADA requirements, valley gutter to
retain site drainage, and landscaped islands per the City of Meridian Code.
The project is currently undergoing the bid process and will be constructed between May and July of 2015; the contractor
will be required to provide traffic control when required. The contractors are allowed to work Monday through Saturday
from 8:00 a.m. to 5:00 p.m. and maintain noise control as regulated by the City of Meridian Ordinances. The contractors
are from a very select list chosen by the Owner and our firm. The site will be well maintained and great care will be given
to alleviate any Impact on the surrounding neighbors.
This project will meet and/or exceed all current codes and regulations, and all drainage will remain on-site by means of
current drainage (parking lot) and the new proposed gutter and valley gutter.
