Preliminary plat Lots 35 and 36, Block 3 of Hill's Century Farm Subdivision (hereafter Century Farm), i.e., the 8.4 -acre school site, are included in the comprehensive plan amendment and C -N zoning application for the purposes discussed in the narrative which follows. The red -outlined southeasterly portion of the Hill Properties and noted Century Farm preliminary plat lots (next page) is the proposed site for the West Ada School District elementary school, YMCA, Meridian City Park, and, potentially, a library and health complex. "Allowable" low- density residential zones considered compatible with that designation are R-2 and R-4. j Z Low Density Residential (2 to 4 dwellings /acre) Page 2 _I :7 Q j w AMITY Iw Hill's Century Farm Subdivision Z Low Density Residential (2 to 4 dwellings /acre) Page 2 COMPREHENSIVE FLAN MAP AMENDMENT Neither of the "core" elements of the proposed community -centered project—the West Ada elementary school and the YMCA—are "allowable" uses within the Comprehensive Plan's Low Density Residential land -use designation of the Hill Properties, or the underlying Comprehensive Plan designation for the Century Farm school site. The school would be allowed only within the R-4 zone, by conditional use permit, but not the R-2; the YMCA is not permitted in either. Therefore, the first required action for the Hill Properties and Century Farm school site is land -use reclassification from Low Density Residential to Mixed Use Neighborhood (MU -N). That reclassification will encourage and support a wide range of uses, all of which are either included in the current proposal, or may be, when future uses are considered as the surrounding area (Concept Plan below), including a West Ada School District high school on Amity Road, develops. ANNEXATION The "path" for annexation of the Hill Properties to the City of Meridian is from the south, through Century Farm Subdivision, which was annexed to the City last year. Page 3 PROPOSED ZONING Two zoning districts are proposed to implement the concept plan depicted on the prior page: • Medium Density Residential (R-8) for the westerly portion of the site; and • Neighborhood Business District (C-19 for the easterly half of the Hill Properties plus the Century Farm school site which was annexed with R-8 zoning. Both zones are noted as "compatible" with the objectives of the MU -N Comprehensive Plan land - use designation. Inclusion of the Century Farm school site resolves potential split -zoning issues for the West Ada elementary school and removes the necessity for a conditional use permit. BECAUSE TIME IS OF THE ESSENCE... The West Ada School District will begin construction of an elementary school on the combined Hill Properties and Century Farm site late this summer. Therefore, processing of the development agreement and property boundary adjustments to create a buildable school site will be expedited. Coordination between the applicants, city legal and planning staff, and the School District must occur early -and -often to assure that the District is able to meet its construction timeline. IN CONCLUSION Based on the foregoing, supported by the accompanying applications and documentation, we request approval of the following: • Comprehensive Plan Land Use Map amendment from Low Density Residential to Mixed Use Neighborhood (MU -1g; • Annexation of the Hill Properties; and • Zoning of Medium Density Residential (R-8) and Neighborhood Business District (GN).
