CZC_15-043_Integrity_Insurance00 4 - CERTIFICATE OF ZONING COMPLIANCE REPORT C/VI E IDIAN -- DATE: April 27, 2015 TO: Pamela M, Gaines, neU Design Architecture, LLC FROM: C.Jay Coles, Assistant City Planner SUBJECT: Integrity Insurance - CZC-15-043 and DES -15-036 OWNER: ProEdge Properties LLC DESCRIPTION OF APPLICANT'S REQUEST The applicant, neU` Design Architecture, requests Certificate of Zoning Compliance (CZC) and Design Review (DES) approval to construct a new two-story office building on 0.315 acres of land in the L -O zoning district. The site is located at 2680 S. Eagle Road. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: This is not a building permit Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. Ifyou do need a building permit, you must complete that process before you commence the use or construction. Please contact Building Services for additional details about building permits and inspections. Process Conditions of Approval I. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 1 1 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC I I - 3B -14A. 4. The site plan prepared by neU Design on October 6, 2014, labeled A-102, is approved as shown in Exhibit B with the following comments: Sidewalk surrounding the building shall be at least five feet (5') in width per UDC -11-3A-17. S. The landscape plan prepared by neU Design on October 6, 2014, labeled L-1, is approved as shown in Exhibit D with the following comments: a. Existing trees shall be protected during construction per UDC I 1-38-10. 6. The approved site plan, landscape plan and/or elevations may not be altered without Conditions. Document 1 Integrity Insurance - CZC-15-043 and DES -15-036 prior written approval of the City of Meridian Planning Division. 7. The elevations prepared by neU Design on October 6, 2014, labeled A-211 and A-212, are approved as shown in Exhibit C. 8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 9. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 10. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC I 1-3B-6 and to install and maintain all landscaping as set forth in UDC 11-38-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -04-006; PP -04-008; FP -04-048). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall have an ongoing' obligation to maintain all pathways. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions asset forth in UDC 11-3A-11. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before May 12, 2015, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shal I expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Meridian, ID 83642 Design Review Letter: ne ,Tdesig n Southstone is an existing subdivision located off E. Easy Jet Dr. and Eagle Road. The subdivision is partially built - there are currently four buildings built on site, with approximately four remaining undeveloped pads - with this being one of them. The entire site has already been approved through the previous Design Review processes, which included all civil drainage, all landscape, overall site design, and other items associated to the resulting leftover pad only sites. In addition, the previously built structures, which are very similar to ours, have been approved through the design review process. Specifically, internal roads and parking currently exist, curbs around each pad currently exist, utilities stubbed to each pad currently exist, and the like. Specifically the items that will be new on this project will be sidewalks interior to the existing curbs and the building itself. This building will be of very similar design, colors, materials and the like to the existing buildings that have already been previously approved and are currently constructed/occupied on site. It was our intent to have some varying features so as to break up monotony within the subdivision while still ensuring the character of all the buildings mesh well together. In addition, we have addressed all four sides of the building to have similar design quality (not simply the front facade). With wall facade modulations, stone accents, various fenestration assemblies, etc., we feel the beauty of the building is well within the guidelines criteria of the Meridian Design Manual. However, we will address each item below as it might relate to this building: 1. Architectural Character: a. Facades - there are enhancements such as changes in plane with recessed entries, popouts, etc. We have varied the color and materials as well. b. Primary Public Entrances - allowing the pronounced portions of the building to be the main entrances creates visual understanding as soon as one looks at the building as to where the entrances can be found on each side of the building. It enhances importance and creates a building language. c. Roof Lines - wall undulations accomplishes, in an aesthetic way, variation that allows the buildings to show different forms as one travels by, particularly at the entrance of the building. d. Fenestration - natural light is important to us, thus we have located numerous windows around the perimeter of the building. They also serve as a connection to the outside. f. Mechanical — the mechanical equipment will be located on the ground, but screened from the street and neighborring building views with various plantings/shrubbery. 2. Color and Materials — using similar color qualities to the existing buildings, thus creating a cohesive appearance throughout the site, has been an important consideration. The well composed mixture of stone to stucco, combined with a complimentary colored clay tile roof creates an attractive building with variations in textures, colors and materials - similar (and even improved) to other attractive buildings in the Meridian area. 3.
