Please accept this letter as the required written narrative regarding the project. Shelburne Subdivision encompasses approximately 30.2 acres located south of Zaldia Lane in Ada County, Idaho. The enclosed applications propose to annex these properties into the City of Meridian with the R-4 zone to accommodate a single-family residential development, for which a preliminary plat has also been submitted. The site carries a Comprehensive Plan designation of Medium Density Residential. The requested R-4 zoning designation allows for up to 4 units per acre and is in accordance with other residential developments in the area, including Napoli Subdivision to the west and Kingsbridge Subdivision to the north, portions of which carry the R-4 zone. The attached preliminary plat proposes 78 buildable lots and 15 common lots for a total of 93 lots. This represents a gross density of 2.58 units per acre, which is slightly below the Future Land Use Map stipulations of 3-8 units per acre. Due to the location of the project and the rural nature of the area, this lower density provides a favorable transition between the low-density acreage properties north and east of this site and the higher -density projects proposed west and south of the site. As stipulated in the Comprehensive Plan, residential densities other than those required by the assigned land use designation can be considered without a Comp Plan amendment. Thus, the developer is requesting a "step down" from the Medium Density Residential density requirements to the Low Density Residential density requirements to accommodate 2.58 units per acre. ENGINEERS I SURVEYORS I PLANNERS www.kmenglip.com The Lewis property contains an existing pond with a pedestrian bridge, which will remain as open space and an amenityfor the subdivision. The total qualified open space for the project is 4.6 acres and consists of the pond, the collector parkways and landscape buffers, and other landscaped open space areas. The site will take access via Zaldia Street, which is a public street from Eagle Road to the west boundary of the DeAngeli property. From there it becomes Zaldia Lane, which is a private lane, and crosses the DeAngeli and Shoemaker properties before it veers northeast across the northwest corner of the Lewis property to serve the four lots in Kunz Hollow Subdivision. The developer has met with ACHD and is proposing to convert the portion of Zaldia Lane that crosses the subject properties into a public street that will continue through Shelburne Subdivision and stub at the northeast corner of the Lewis property for future connectivity to Bott Lane. The portion of Zaldia Lane within Kunz Hollow Subdivision will remain a private lane. As Zaldia Street, Elliana Drive, and Howry Lane will be residential collector streets, direct access for lots within Shelburne Subdivision will be prohibited with the exception of one lot. The developer is proposing one access point along the north side of Elliana Drive as a service entrance for the pond and surrounding common area. As the existing home on the Lewis property orients south toward Elliana Drive, the developer is requesting that this lot be allowed to share the same service entrance for access. The remaining lots will take access via the local streets within the project, and a number of the lots will take access via common driveways. The required S' landscape buffer will be provided along all driveways abutting lots that will not use the driveways for access. Please refer to the preliminary plat for details on these common driveways, as well as the shared access to Elliana Drive. The DeAngeli and Shoemaker properties were previously platted in 2001 as a part of Zaldien Zerua Subdivision. The west half of that subdivision was replatted in 2009 as Napoli Subdivision, leaving these two parcels as the only remnants of the subdivision. As a part of the platting process for Zaldien Zerua Subdivision, several easements were put in place to accommodate public utilities, private irrigation, and a temporary turnaround. We are presently working with the public utilities to obtain consent to vacate those standard easements, which will be rededicated with the new project, and will be submitting a vacation application to Staff in the coming weeks. The other easements will not require vacation due to the nature in which they were dedicated, and we will provide further details as a part of our vacation application package. This property has shares within the Nampa & Meridian Irrigation and New York Irrigation Districts, which will be utilized to provide pressure irrigation to the project. The project will have its own system, and formal details for ownership and maintenance of that system will be determined as the project progresses into formal design. In addition to developing the land plan for this project, Breckon Land Design has also prepared the attached preliminary landscape plans. There are several areas of the site that contain mature trees, some of which will be retained and some of which will require mitigation. In order to develop a mitigation plan, Ben Semple with Breckon Land Design conducted an onsite meeting with Elroy Huff, the City Arborist, on Monday, April 6, 2015. The attached landscape plans reflect the mitigation requirements that resulted from the site meeting. City of Meridian Shelburne Subdivision PAGE 12 We are not aware of any concerns in regards to public services in the area, as the addition of new homes within an existing residential area will not greatly impact available public services. Further, Shelburne Subdivision will not create excessive additional requirements at public expense for public facilities and services because services will be supported by property taxes and/or fees paid directly to the service providers. At this time, there are no known health, safety, or environmental problems that currently exist or that will exist as a result of this development.
